Amendment 001 tmb

The purpose of this amendment is:

1. To provide the Government’s response to all timely Vendor submitted questions.

Please find vendor submitted questions below with the Government’s response to the questions.

1. Does the audit company have to be located in Haiti currently or the company will have to travel to Haiti periodically?

The Government Response:

Yes, the Contractor shall be a licensed accounting firm or audit organization with the Staff Auditor having a full-time physical presence in Haiti. The Staff Auditor shall have legal status to operate in Haiti for the duration of the contract.

2. Are the documents that need to be audited located in the USA or in Haiti?

The Government Response:

Haiti, the Staff Auditor will perform the audit fieldwork for each grant, and shall have a full-time physical presence in Haiti.

3. If the documents are situated in Haiti, what province are they located in?

The Staff Auditor shall be willing and able to travel to remote areas of Haiti to conduct fieldwork at the grantees’ physical location.

4. What is the monetary threshold for this IDIQ per year or for the total of 5 years?

This will be dependent upon the amount of the quotes received.

5. Is this a new contract or is there an incumbent company providing the services? If so, who is the company and what was the awarded amount for the appropriate years of service?

The Government Response:

This is a recurring need for IAF. The previous award was 20343118D00003, awarded to Cafico Cabinet D'experts Comptables with a period of performance of 08/15/2018 – 08/14/2023 and a total value of $280,500.00.

6. Is it allowable to use a subcontractor’s business license, if the subcontractor has a physical presence in Haiti and business license to operate within the country?

The Government Response:

Yes, as long as the subcontractor is able to meet all criteria of the PWS. The Contractor shall be a licensed accounting firm or audit organization with the Staff Auditor having a full-time physical presence in HAITI.

7. Where is the Place of Performance?

Haiti, the Contractor’s Staff Auditor shall have a physical in-country office located in Haiti.

8. How many full-time employees are required for this effort?

Contractors shall propose an appropriate staff configuration to include an Audit Partner/Senior Manager and an experienced Staff Auditor.

9. Is the Government willing to forgo the requirement of 1 and 2 under Phase 1 where the offeror must be licensed in Haiti and have a physical office and full-time physical presence in Haiti for the duration of the contract?

The Government Response:

No, the Government is not willing to forgo this requirement. The contractor needs to have physical presence in Haiti and understand the pertinent local laws and regulations to test compliance and provide in-country guidance to grantees. All grantees operate locally and that’s the purpose of IAF soliciting these audit services in Haiti.
