18Based on our read of this contract, a fully-staffed clinic is required to be set up at the AFRH in DC for 283 patients. The envisioned return for these patients do not make economic sense to have four persons on payroll plus all the other clinic costs. A clinic at the AFRH campus would truly only be suitable for those persons and would have a hard time attracting any other customers. It would make much more economic sense for a clinic located in the area to provide these services. Otherwise, the required cost per item would be quite high just to be able to meet this contract requirement. Can the clinic be located nearby, and if so, within what distance?Answered above
19Alternatively, if AFRH provides the space, materials and other costs, what would be the required hours for the personnel to be present? The government is furnishing, the space, supplies, and equipment to render the dental services.
