SUBJECT: RFQ: 20342325R00010 – AFRH-G Waste & Recyclable Removal Services

Amendment 001

The purpose of this amendment is:

1. To provide the Government’s answer to vendor questions.

2. To extend the submission deadline for quotations from Tuesday, August 19, 2025, at 10AM EST to

Friday, August 22, 2025, at 4PM EST.

Please find vendor submitted questions below with the Government’s response to the questions.

1. Holiday Service Adjustments - If a scheduled pickup falls on a federal holiday, should we plan to service the next business day?

The Government Response: Yes, if a scheduled pick-up falls on a Federal holiday, plan to service the next business day.

2. On-Call/Bulk Waste Response Time - For special event or unscheduled bulk waste pickups requested, is there a required maximum response time we should plan for?

The Government Response: No, there is no required maximum response time to plan for after special event or unscheduled bulk waste pick-ups requested.

3. Will you please state who the incumbent was?

The Government Response: The incumbent is RAS Enterprises LLC.

4. Will you please provide the current contract number?

The Government Response: The current contract number is 20342325P00004.

5. What equipment is owned by the government, and what equipment is owned by the contractor?

The Government Response: All equipment is owned by AFRH.

6. Are there expectations that equipment provided by the contractor is to be new or like-new condition at the start of the contract?

The Government Response: There are no expectations that the equipment provided by the contractor is to be new or like-new condition at the start of the contract.

7. The solicitation states “with a flexible but anticipated period of performance of 09/15/2025 – 09/14/2030.” – Does this mean that the contract needs to be for one fiscal year, starting at any point after 09/15/2025?

The Government Response: The contract needs to begin in Fiscal Year 2025.

8. Please confirm if the “2 CY Receiver Boxes” and the “30 CY Compactor” are to be GFE or Contractor Furnished? If these are to be Contractor Furnished, will the Government please add respective monthly rental CLINs for both, as monthly rental is standard in Refuse when the Government is utilizing a permanent Contractor owned compactor on site?

The Government Response: The 2 CY Receiver Boxes and the 30 CY Compactor are to be Government Furnished Equipment (GFE).

9. Regarding the pricing sheet – are we to propose in annual FFP amounts for the services rendered, or monthly FFP amounts?

The Government Response: Offerors are to propose in Annual Firm-Fixed-Price (FFP) amounts.

10. In PWS section 4.1.2, What pricing is IDIQ?

The Government Response: PWS Section 4.1.2 pricing IDIQ refers to unscheduled garbage/trash pick-ups.

11. Is there a tonnage estimate for the refuse and recycling by tons? Monthly? Annually?

The Government Response: The average Municipal Solid Waste (MSW) quarterly in 2024 was

54.64 tons, and the average quarterly Recycle was 7.85 tons.

12. Does the Government want FAR 52.212-1 Items b 1-11 to be included in the proposal?

The Government Response: Yes, the Contractor should complete the applicable sections of FAR 52.212-1 and provide them with their proposal as a separate document.

13. Each of the five (5) 2 CY compactors is stand alone, and there is one (1) 2-yards container that the compactor packs into. If it is full, and removed to dump, there will not be anything for the compactor to pack into. How many of the 2-yard containers do we need per individual 2 CY compactor?

The Government Response: There are five (5) trash rooms with the 2 CY carts. Once those containers are scheduled for dumping on Monday, Wednesday, and Friday, the chutes will be closed until the containers are returned.

14. PWS Section 10 reads “Contractor Furnished Equipment (GFE).” Should this be GFE or CFE?

The Government Response: Section 10 of the PWS should be Contractor Furnished Equipment (CFE). This will be updated prior to award.

15. 52.212-1 states “In addition to the items specified in the solicitation provision above…” There are no specific items specified. Can the Government please clarify which specific items this statement is referencing? PWS Section 12 states “The Contractor shall be required to provide the resume of key personnel at the time of award…” 52.212-1 states “…NOT include their physical home and mailing address, social security number, etc. in their supporting resumes and education attainments.” This seems to contradict the statement in the PWS. Are Offerors to provide resumes with the quotation?

The Government Response: Resumes are required for key personnel only.

16. Can the Government please confirm that only key personnel resumes are required?

The Government Response: Yes, resumes are required for key personnel only.

17. 52.212-1 states “Award will be made to the offeror with the lowest prices, technically acceptable offer with no adverse past performance.” Does the Government require Offerors to provide past performance information with the quotation? If so, what specific information would the Government like to be included?

The Government Response: Past performance information is not required to be included with the quotation.

18. Does the Government want Offerors to complete FAR clauses incorporating fill-ins (ex. 52.219- 1, 52.212-3)?

The Government Response: No, offerors do not need to complete FAR clauses incorporating fill-ins.

19. Can the Government please confirm that technical information pertaining to contract execution is not required to be provided in the quotation?

The Government Response: Yes, technical information pertaining to contract execution is not required to be provided in the quotation.

20. PWS Section 13.2 states “At a minimum, criminal background checks shall be conducted for Maryland (MD), the District of Columbia (DC), Virginia, and any state where the prospective staff member has resided for the last seven years.” Please confirm that these locations are correct.

The Government Response: Criminal background checks shall be conducted for any state where prospective staff members have resided for the last seven (7) years.

21. PWS Section 20 states “Contractor employees shall comply with District of Columbia laws requiring seat belts be worn at all times.” Should District of Columbia laws be changed to Mississippi laws?

The Government Response: Yes, this will be changed to read “Contractor employees shall comply with Mississippi laws requiring seat belts worn at all times” prior to award.

22. There are 2 PRS 6s in PWS Section 31. Can the Government please update this to reflect the correct numbering sequence?

The Government Response: Yes, PWS Section 31 will be updated prior to award to reflect PSR 6, followed by PSR 7.

23. The second PRS 6 in PWS Section 31 references PWS Section 8. This seems to be a typo and the section reference should be 7. Can the Government please confirm and update?

The Government Response: Yes, PWS Section 31 references PWS Section 8; however, PRS 7 should refer to Section 7. This will be updated prior to award.
