About this file
This document is an Amendment 1 Questions and Answers spreadsheet for a federal solicitation for Best Available Science Review services. The Bureau of the Fiscal Service, on behalf of the Gulf Coast Ecosystem Restoration Council (GCERC), is seeking ecosystem restoration-based science support services to review and assess RESTORE Act applications for natural resource protection and restoration projects. The procurement is an unrestricted solicitation with a firm-fixed price purchase order covering one 12-month base period and four 12-month option periods.
Key details include the incumbent being Gulf of Mexico Alliance (GOMA) under contract 20341820C00002, with anticipated review quantities varying annually (5 reviews in most years, potentially up to 20 in option period 3). The expected turnaround time for each review is two weeks, typically completed in 2-3 business days. Vendors should note the critical dates: questions are due by 10:00am EST September 2, 2025, and quotes are due by 10:00am EST September 12, 2025, both to be submitted via email to purchasing@fiscal.treasury.gov. The pricing structure will be consistent per review, with the number of reviews fluctuating across fiscal years.

| QUESTIONS | ANSWERS | |
| 0001 | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | This is a recompete. The incumbent is Gulf of Mexico Alliance (GOMA) under contract 20341820C00002. |
| 0002 | Can you share why the estimated 20QTY for FY25, FY26, FY27 and FY29 are not available; however, available for FY28? | There are different quantities in the anticipated number of reviews for each period of performance, most periods have an anticipated quantity of 5 annual reviews, while it is anticipated that there will be 20 reviews for option period 3. |
| 0003 | What is the expected workload (and time) per review? | The expected turnaround time for each review is two weeks. That time period starts from initial agreement to review to submittal of reviews back to the RESTORE Council staff. In the past, most reviews have been completed in 2-3 business days depending on availability. Ensuring the approporiate reviewers are chosen with the appropriate expertise is essential for keeping review times low. |
| 0004 | The pricing sheet lists 'price per review'... Can price guidance be provided for each review (new FPL reviews vs novel/non-conventional reviews)? | The price per review should remain constant, only the number of reviews should change. The "price is per review" indicates that RESTORE Council staff anticipates lower number of required reviews in non-FPL development years, and therefore intends to build price structure around the number of reviews requested and completed. |
| 0005 | Typically, what size team is needed to complete up to 5 reviews per year vs 15-20 reviews per year (according to the pricing sheet)? | In the past, one to two individuals from contractor's organization have overseen the process of coordinating with external reviewers (i.e. in state and out state technical experts from universities, non-profits, etc) |
