Statement of Work FinCEN Emergency Generator Preventive Maintenance
1.0 Background
FinCEN has an Emergency Back-up Generator that provides power to critical infrastructure during commercial power interruptions. This generator is connected to the building switch gear and must automatically activate if commercial power is interrupted. The generator must be capable of providing uninterrupted power to FinCEN’s infrastructure for 48 continuous hours of operations without refueling. FinCEN’s mission requires that all critical infrastructure remain operational 24 hours a day/365 days a year.
2.0 Scope
The contractor shall provide preventive maintenance to FinCEN’s MTU Generator, Manufacturer, MTU, Model #: 16V2000 DS10000, Serial #:95020501230. Location: 2070 Chain Bridge Road, Vienna VA 22182. Service will include one major and three minor preventive maintenance annually for a period of 3 years with emergency line items for critical repairs and parts needed to keep the generator up and running 365 days a year 24/7.
Services are FOB Customer’s Service location. This contract does not include taxes, freight, or environmental charges for deliverables inside or outside the scope of the contract.
3.0 Description of Services
The contractor shall, in accordance with the scope of work in the contract and in accordance with generally accepted professional practices, furnish all necessary labor, parts, and materials to maintain/restore the equipment to good working condition and repair. All supplied parts, replaced by a contractor, shall comply with the equipment manufacturer’s published standards and/or specifications. After each Major or Minor Preventive Maintenance service is completed, the contractor shall provide a detailed written report to the FinCEN Facility Manager.
All emergency repairs require no more than a 4-hour response time from the contractor.
The contractor may also be required to provide a temporary generator within 24 hours during generator failure.
3.1 Major (Full Service) Maintenance
The contractor shall:
• Lube oil and filters change; parts included.
• Replace fuel filter (diesel engines), parts included
• All spark plugs to be inspected, cleaned, if required parts included.
• Ignition system including points, condenser, cap rotor, coil, and wiring - include new ones in pricing if needed.
• Verify fuel supply.

• Check air filter, clean as needed (include new filter if needed).
• Visual check for oil, water, or fuel leaks.
• Inspect all fuel, oil and coolant hoses.
• Inspect complete cooling system, tighten hose connections as needed.
• Check antifreeze and adjust freeze point & inhibiting level, parts to be included in pricing
• Inspect belt condition and tension.
• Check engine heater operation.
• Check for oil moisture, dirt; clean as necessary.
• Check battery charger operation and charge rate.
• Check Battery condition and clean connections.
• Check emergency system operation without load.
• Check frequency and governor operation; adjust as necessary.
• Check engine alternator and charge rate.
• Check gauges and meters for proper operation and reading levels.
• Check generator set auto shutdown system and alarms.
• Emergency system operation with load transfer during normal business hours. Single

• Check generator output voltage and adjust as necessary.
3.2 Minor (Inspection) Maintenance
The contractor shall:
• Verify fuel supply.
• Check air filter, clean as needed, provide new ones if needed.

4.0 Contract Type
The Government is awarding a Firm-Fixed Price contract.
5.0 Work Hours
The contractor shall render maintenance, testing, and/or inspections during FinCEN's regular business hours (7:00am-3:30pm, Monday through Friday) unless otherwise stated by the Contracting Officer's Representative (COR).
6.0 Entry to Perform Work
If the contractor is required to enter FinCEN premises in connection with activities related to this contract, the contractor rights of entry shall be subject to applicable governmental security laws and FinCEN's security regulations and procedures.
7.0 Warranty
Materials provided herein by the contractor upon replacement shall be warranted by the contractor for 12 months from the date of invoice, limited to defects in materials and workmanship from contractor's supplier.
