Vendor Questions and Answers

Notice of Opportunity (NOO) Reference # 2032H8-22-Q-00035

1. Question: We understand IRS is looking for direct, to-the-point NOO responses. We believe that IRS will be well served by this approach for section 5.2. But we think that a total page limit of 7 pages would give us the space to provide meaningful project descriptions and technical qualifications in Section 5.1. We respectfully request a page limit increase for 5.1 ESCO

Technical Competencies and Experience from 5 pages to 7 pages.

Answer: The maximum page limit has been increased from 5 pages to 8 pages for both sections

5.1 and 5.2 in accordance with Amendment 0001.

2. Question: Will a Cover Page, Cover Letter and Table of Contents count against any page restrictions?

Answer: No, a Cover Page, Cover Letter and Table Contents will not count against the stated page limits.

3. Question: With the page restrictions, are we permitted to include any charts or graphics in an

Appendix so as to not impact page count in Sections 5.1 and or 5.2?

Answer: No, an appendix is not authorized. All submitted information should be within the page limits identified in Sections 5.1 and 5.2 of the NOO.

4. Question: Is the expectation that the same ESCO will be awarded the contract for all four locations or do you expect different ESCOs to be awarded projects for individual locations?

Answer: It is Government’s expectation that a one ESCO will be awarded a contract covering all four locations identified within the NOO.

5. Question: No page limits are indicated for Section 5.3, References for ESCO Past

Performance. Will the Government please confirm that this information is outside of any stated page limitations in the RFP?

Answer: Correct. There is no set page limit for the information requested in Section 5.3, References for ESCO Past Performance.

Amendment 0001

6. Question: Based on the information being asked for each past performance experience write-up (Experience), we anticipate that each of these will require one page to fully address the requirements. Would the Government consider adding three additional pages to address “The

Technical Qualifications to Perform an ESPC” and “Qualifications to Perform an IGA”? We have requested and have had approval from other Agencies for these additional pages on several previous NOOs written in this format to the benefit of all parties involved.

Answer: Refer to the answer provided for question 1.

7. Question: In the NOO Attachment A, the numerical values in columns I through N appear to be rolling 12-month totals. Please confirm.

Answer: Attachment A has been updated in accordance with Amendment 0001. The utility usage is based on a 12-month period on the new Attachment A. The selected ESCO vendor will have access to all utility bill information once selected.

8. Question: Please provide power usage effectiveness (PUE) for the four sites listed in the

NOO.

Answer: This information is not available as the IRS does not track this data.
