About this file

This file is a Questions and Answers (Q&A) document for the Main Treasury Demo Build Out 2453 project, addressing 74 contractor inquiries regarding scope, specifications, site logistics, and project requirements.

Project Scope and Site Requirements: The project involves demolition and build-out of office space in Room 2453 of the Main Treasury building. Work hours are 7:00 AM to 3:30 PM, Monday through Friday, excluding government holidays, with work commencing within one calendar day of Notice to Proceed. All contractor personnel must be U.S. citizens and will display driver's licenses daily for site access; no PIV badges will be issued. Material laydown and storage occur within the work space under construction. A dumpster may be staged in the Main Treasury moat during construction, and the freight elevator is available for material transport. No on-site parking is available for contractors.

Scope of Work Details: The contractor is responsible for erecting temporary Zip Walls or equivalent to contain the construction area, demolishing non-original partitions and clerestory windows per demolition drawings, repairing plaster ceiling damage in Room 2453 only, removing and disposing of existing carpet and replacing it with Shaw Sculpt Clay carpet tiles (83761), installing new wall partitions to the underside of the existing ceiling, painting walls per the paint schedule (A-601), installing new casing and hardware for door 2453-E per specifications A-503 and A-602, and installing one new fire alarm combination speaker/ADA strobe device. Existing crown molding (plaster), baseboard, windows, and door casings require painting but not replacement. The government will clear furniture before construction and provide site visits to identify plaster repair requirements. Out-of-Scope Work: Power and data floor box relocation and installation, electrical work, HVAC, plumbing, sprinkler relocation, and fire alarm system modifications beyond the single new device installation are performed by the government's in-house team and are excluded from contractor scope. Bonding and Staffing: Performance and payment bonds are not required as the project cost is below FAR simplified acquisition thresholds. Staffing requirements include a Project Manager, Superintendent, and Site Safety and Health Officer (SSHO), with the Superintendent potentially serving dual roles as SSHO if qualified; the Project Manager and Superintendent must be separate individuals. No Buy American exceptions apply to construction materials.

61Plaster ceiling repair extent is not quantified. AD-102 Key Note 2 and A-102 Key Note 3 both state "plaster damage to be repaired as indicated," but only one location (Vault 5) is documented/photographed. A-201/A-202 Key Note 16 further limits refinishing to areas "where the existing finish is failing" — a qualitative, not measured, criterion. Please provide a plaster condition survey/quantity takeoff, or a unit price / allowance for plaster patching, so this item can be priced consistently.
ANSWERVoid the Vault 5 location. The plaster ceiling repairs are only in Room 2453. The Architect just used the photo since it showed the typical ceiling conditions. The site visit showed the space and the repairs required.
62Door 2453-E instructions conflict between sheets. AD-201/AD-202 note the existing door assembly may be reused "if in good condition and approved by Treasury's COR," while A-503 provides full fabrication details for a new wood door/frame (Frame Type F-1, Leaf Type A) built to match door "2453-B." Please confirm whether door 2453-E is (a) the existing door salvaged and reinstalled, or (b) new fabrication per A-503, and clarify the COR approval timeline given procurement lead time.
ANSWERVoid note AD-201/AD-202 to reuse the existing door assembly. Provide a new door/frame/hardware per A-503 & A-602 for door 2453 - E.
63Existing carpet disposition appears to conflict between sheets. AD-101 General/Demolition Notes direct removal and disposal of existing carpet, with new carpet tile (C-1) installed per the A-601 finish schedule, while other demolition notes reference storing floor panels/carpet on site for reinstallation after wall construction. Please confirm existing carpet throughout Suite 2453 is fully removed and disposed of (not salvaged/reinstalled), with new C-1 carpet tile installed suite-wide.
ANSWERProvide new carpet tiles in the entire space. Building standard is Shaw / Sculpt / Clay – 83761.
64Please confirm the scope of window blind work at the clerestory windows referenced in the AD-201 Key Notes ("reinstall window blinds if they were removed"). Specifically, confirm whether existing blinds are to be reused/reinstalled as-is at all affected windows, or whether new blinds are required at any location (e.g., at the new partition location or where clerestory windows are being demolished).
ANSWERExisting window blinds are to remain. Protect in place.
65Can the government confirm if it would like contractors to provide temporary partitions to contain and secure the construction area in room 2453, including a locking door secured by keypad?
ANSWERPer Key Note 1 on AD101 erect Zip Walls or equivalent.
66Per drawing sheet A-101, Key Note 16, please provide the specifications for the fire alarm device combination speaker and ADA strobe device.
ANSWERThe building fire alarm contractor is Convergent. Install new fire alarm device combination speaker and ADA strobe wall mounted CD= Candela Rating which can be reviewed and approved in the submittal process.
67Per drawing sheet A-1-3, Key Note 4, please provide the specifications for the new power and data boxes.
ANSWERThe power and data floor boxes (relocation and new boxes) will be performed by Treasury's in-house team; therefore, not in the contractor's scope of work.
68FAR 52.225-9(b)(2) and 52.225-11(b)(3) both leave the "excepted materials" blank ("Contracting Officer to list applicable excepted materials or indicate 'none'"). Please confirm whether any construction materials (e.g., specialty fire-rated glazing, historic-match hardware, access floor components) are excepted from the Buy American domestic content requirement, or whether "none" applies.
ANSWERNo exceptions to the Buy American Act.
69Sheets AD101, A-103, and A-502 note repeatedly: "Due to the presence of carpet, the floor panel system has not been surveyed... adjustments will be necessary. The architect will survey the floor once carpet has been removed." Given the LPTA/lump-sum pricing structure, please confirm: (a) will a post-demo floor system survey be issued as a design bulletin/RFI response prior to bid, or (b) should offerors carry a contingency allowance, and if so, is a specific allowance amount to be included in the price schedule?
ANSWERAny unforeseen or hidden conditions encountered after award will be evaluated by the Contracting Officer. If the condition qualifies under the applicable contract clauses, it will be addressed through a contract modification.
70Sheets AD101, AD201, A-201–A-204 all include the note: "NOTE: If door assembly (door leaf + frame) is in good condition and it is approved by Treasury's COR, keep the assembly on site door to be reused at new office location." This creates a contingent scope item (reuse existing door/frame vs. new Frame Type F-1/Door Type A per A-503/A-602) that cannot be priced with certainty. Please confirm whether the Government will make this determination prior to proposal due date, or advise how offerors should price this contingency (e.g., unit price alternate, allowance).
ANSWERVoid note AD-201/AD-202 to reuse the existing door assembly. Provide a new per A-503 for door 2453-E.
71General Note 4 on multiple sheets states "protect all historic fabric... do not remove historic fabric unless specifically noted." Note 1 (AD101/AD201/AD202) separately calls for demolition of "non-original" partitions, baseboards, and clerestory windows. Please confirm the Government's/SHPO's determination of which specific existing elements (e.g., partition at Grid B/2453-E, clerestory windows) are classified as non-original and cleared for removal, versus historic fabric requiring COR sign-off before disturbance, since misclassification carries schedule/cost risk under the historic preservation clauses.
ANSWERFollow the Demolition and Protection notes on AD101.
72The drawings state existing sprinkler heads are to "remain unaltered" and be protected during construction, but new full-height partitions (Wall Type A/B) are being constructed under an existing open sprinkler layout (see AD102 RCP, A-102). Please confirm whether the Government's fire protection engineer has verified that existing sprinkler head spacing/coverage remains code-compliant (NFPA 13) once new partitions divide the space, or whether relocation/additional heads are anticipated — this scope is not shown on any drawing (no FP drawings were issued).
ANSWERNo sprinkler work is included in this scope of work.
73The drawing index (G-001) lists only General and Architectural disciplines (21 sheets total); no Mechanical, Electrical, Plumbing, or Fire Protection drawings were issued, despite: (a) a new fire alarm device requiring circuit connection, (b) existing FCUs to remain but requiring protection/covering, and (c) new floor boxes (power/data) shown on A-103. Please confirm whether MEP scope is: (a) not part of this contract (NIC), (b) design-build/performance-spec based on offeror's approach, or (c) missing drawings that will be issued via amendment.
ANSWERThere is no mechanical, electrical or plumbing work in this scope of work only one fire alarm device. The building fire alarm contractor is Convergent. Install new fire alarm device combination speaker and ADA strobe wall mounted CD= Candela Rating can be reviewed and approved in the submittal process
74SOW states normal work hours are 7:00 AM–3:30 PM, Monday–Friday, and that "all building systems outside the immediate construction area shall be kept fully operational during normal working hours," while the suite is located within an occupied historic office building. Please confirm whether any noise/vibration-generating activities (e.g., anchor drilling into ceiling, demolition) must be scheduled outside normal business hours or on weekends with COR approval, given proximity to occupied adjacent offices (2449, 2457, Electrical Closet
ANSWERThe working hours are 7am to 3:30pm for all work.
