About this file
This is an Amendment to Solicitation (Standard Form 30) for RFQ 2032H326Q00069, issued by the Internal Revenue Service Office of Procurement on August 20, 2026, with an effective date matching the issuance date. The amendment provides official responses to all Requests for Information (RFIs) submitted by potential offerors and incorporates two Federal Acquisition Regulation clauses: FAR 52.219-6 (Notice of Total Small Business Set-Aside, January 2025) and FAR 52.219-14 (Limitations on Subcontracting, October 2022) by reference. The period of performance is September 28, 2026, through September 27, 2027. All other terms and conditions of the original solicitation remain unchanged.
The RFI responses address critical clarifications regarding a Grease Management Service requirement for the Treasury Dining Room and Vault Café. The official proposal due date is September 3, 2026, at 12:00 PM EST (correcting a SAM.gov posting error showing September 6). Pricing is structured as a lump sum for the base year covering all 12 monthly services, 4 quarterly jetting services, 4 quarterly lift station services, and monthly and quarterly reports for both locations (represented as "2 EA"). Proposals must be submitted electronically through SAM.gov or via email to nina.albritton@treasury.gov. The site visit on August 26, 2026, at 7:30 AM EST does not require offeror attendance and may be represented by local contractors. This is a new firm-fixed-price requirement with no incumbent contractor. Past performance must be from the bidding contractor (not teaming partners) covering no fewer than three projects within five years. The Government intends to award a Purchase Order to the responsible offeror whose proposal represents the best value.

RFQ 2032H326Q00069 - Grease Management Service
1. Proposal Submission Due Date Discrepancy: Section L, Paragraph 2.0 of the solicitation document states that proposals are due electronically on or before September 3, 2026, no later than 12:00 PM EST. However, the SAM.gov contract opportunity listing displays a deadline of September 6, 2026, at 12:00 PM EDT. Could the Government please clarify the official proposal due date and time?
Response: This date was inadvertently selected in SAM.GOV, the due date of response should be September 3, 2026 and will be updated under the amendment in response to all RFIs.
2. Price Schedule Quantities (PART I): The Price Schedule on page 3 lists a quantity of "2 EA" for the following line items over a one-year period of performance:
o Monthly Service (TDR & Vault Café) o Quarterly Jetting (TDR & Vault Café) o Quarterly Lift Station Service (TDR & Vault Café) o Monthly & Quarterly Reports (TDR & Vault Café) Given that a 12-month period of performance normally implies 12 monthly services and 4 quarterly services per location, could the Government please clarify how the quantity of "2 EA" should be priced and evaluated (e.g., does it represent a semi-annual billing unit, or is it a specific contract limit)?
Response: Using the Base Year as an example, the cost for the base year is a lump sum. As the items are done for the month or quarterly you can bill as you complete the work under the lump sum amount.
3. Proposal Submission Method: Section L, Paragraph 2.0 states that offerors must submit responses "electronically". Could the Government please confirm if proposals should be submitted via email directly to you at nina.albritton@treasury.gov, or if they must be submitted through an online portal (such as PIEE or SAM.gov)? Response: Offerors must submit responses electronically through SAM.gov or via email directly to nina.albritton@treasury.gov.
4. Pre-Proposal Site Visit Representation: SOW Section L notes that a site visit will be held on August 26, 2026, at 7:30 AM EST. As Peractos LLC performs prime contract administration and utilizes a highly qualified, local subcontractor for on-site technical execution, may we authorize our designated local technical subcontractor to attend this walk-through on our behalf? Yes, for the site visit you can send local contractors as your company representative.
mailto:nina.albritton@treasury.gov mailto:nina.albritton@treasury.gov
5. Emergency Security Clearance Timeline: Section 10.0 of the PWS states, building clearance requests must be submitted at least two (2) working days prior to visits. Given that the SOW covers critical grease trap management and lift stations, could the Government clarify if there is an expedited clearance protocol in place for emergency call-outs or unscheduled repairs? Response: Yes, expedited clearance can be arranged for emergency services. Once the contractor is selected, they will have clearance for their tech for the contract period.
6. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value? Response: There is not an existing contractor in place; this is a new requirement.
7. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information? Response: This is a service requirement; as a result, no post award submittals are applicable.
8. The SF 1449 and Section L state that quotes are due September 3, 2026, at 12:00 PM ET, while the SAM.gov notice currently displays September 6. Which deadline controls?
Response: This date was inadvertently selected in SAM.GOV, the due date of response should be September 3, 2026, and will be updated under the amendment in response to all RFIs.
9. Part I shows a quantity of 2 EA for monthly service, quarterly jetting, quarterly lift-station service, and reporting. Does 2 EA represent the TDR and Vault Cafe, with pricing covering all 12 monthly and four quarterly service events for each location? Response:
Yes, the pricing is for both the TDR and the Vault Café covering the entire scope of work for both.
10. Is site-visit attendance required for an offeror to submit a responsive quote? Response:
No
11. Section C describes this as a new firm-fixed-price requirement. Is any portion of this scope currently being performed under another contract, and are historical service reports, waste quantities, manifests, or condition records available to offerors? Response:
There is not an existing contractor in place; this is a new requirement.
12. Part I – Price Schedule lists a quantity of “2 EA” for Monthly Service, Quarterly Jetting, Quarterly Lift Station Service, and Monthly & Quarterly Reports. However, the Performance Work Statement requires monthly and quarterly services throughout the one-year period of performance. Please confirm whether “2 EA” represents the two service areas, Treasury Dining Room and Vault Café, and whether offerors should include all required monthly and quarterly service occurrences for the full one-year period within the listed unit prices.
Response: Using the Base Year as an example, the cost for the base year is a lump sum.
As the items are done for the month or quarterly you can bill as you complete the work under the lump sum amount. Yes, this yearly price includes the Treasury Dining Room and the Vault Care.
13. May ONMIA LLC include relevant past performance from my proposed teaming partner that will perform a major portion of the technical field services under this requirement? If so, please confirm whether that teaming partner’s relevant projects may be included among the three Contractor Performance Data Sheets required under Volume IV.
Response: No, contractor past performance needs to be Contractor bidding the work and not a teaming partner. The Contractor Performance data Sheet(s) also needs to be from the Contractor bidding the work not a teaming partner.
14. Section L states that the Government intends to issue a BPA from this RFQ, while Section M states that the Government intends to award a single contract. Please confirm the intended contract vehicle. Response: Verbiage under Section L was stated as an oversight. The correct language is “the Government intends to award a Purchase Order from this RFQ”. Verbiage under Section M correct language is “The Government intends to award a Purchase Order to the responsible Offeror whose proposal represents the best value to the Government after evaluation in accordance with the solicitation”.
15. Section L requests no fewer than three past-performance projects within three years, while Section M states that past performance will be evaluated during the past five years.
Please confirm whether all three submitted projects must have been performed within the last three years. Response: Section L (Correction), “no less than three projects within five years”.
16. Attachment 1, Contractor Performance Sheet, identifies RFP #2032H3Q2600069, while the solicitation identifies RFQ #2032H326Q00069. Please confirm that Attachment 1 is the correct performance sheet for this solicitation and should be submitted as issued.
Response: Yes, correct. However, the Contractor Performance Sheet has been updated and attached under RFQ Amendment 0001.
