This document contains questions and answers regarding solicitation number 2032H323R00059 from the Department of the Treasury for Treasury fixed income data. The solicitation requires daily data including par amounts outstanding, bid prices, and yield curves computed from the underlying data. No extensions to the response time will be granted. Modifications to the requirements for bid prices or public distribution of the data are not permitted. While favorable treatment for small businesses was requested, the evaluation will not consider SDVOSB status. 1) Subject: RFQ 2032H323Q00059 It appears that the only reliable source of par amount outstanding is the US Treasury. While it’s public information the amount of a given CUSIP was auctioned off to the public, the US Treasury has exclusive knowledge of how much of this debt it buys back from public markets. The US Treasury datasets containing par amount outstanding appear to be issued on a monthly basis. Will the Government modify verbiage in the RFQ to make monthly updates to par amount outstanding sufficient (this could still be included in the daily file, but would be updated based on the US Treasury’s monthly release of this data)? No. There is enough information to provide daily amounts. The RFQ will not be modified.
2) Subject: RFQ 2032H323Q00059 “Bid price” may not be available from commercial sources of this US Treasury data. However, “mid-price” is commercially available from reputable sources that participate in highly liquid US Treasury markets. In lieu of “bid price”, would the Government consider allowing the contractor to supply an estimate of “mid-price”, provided the contractor complies with related requirements to “set out in detail the methodology…”? No. Bid prices are required.
3) Subject: RFQ 2032H323Q00059 Commercially available sources of this data cannot allow unlimited redistribution of this data to the general public by the US Government without restriction while still preserving its own ability to sell this data to the public for other purposes. However, the Government’s stated intent with respect to public distribution, for the purpose of publishing yield curves, is acceptable to commercially available sources of this data. Will the Government accept restrictions on public distribution so long as the Government has the right to publicly distribute the yield curves computed from the underlying data without the right to redistribute the underlying data itself? The yield curve computations using the data must be able to be distributed to the public. Please refer to the Statement of Work.
4) Subject: RFQ 2032H323Q00059 There is potential synergy between this RFQ and RFQ 2032H323Q00062 (Daily Corporate Bond Data). Would the Government consider allowing submission of two prices: one not contingent on award of the other (likely a higher price), and one contingent on the award of the other (likely a significantly lower price)? No, please submit prices as outlined in each RFP.
5) Subject: RFQ 2032H323Q00059 This is a suitable RFQ for a small business. Given that the US Treasury did not fully meet its 2022 goals, would the Government consider incorporating in its evaluation favorable treatment for small business participation (such as SDVOSB)? No, the contract award will not offer favorable treatment for small businesses.
6) Subject: RFQ 2032H323Q00059 Is there an incumbent provider for this data? Who is it? What is the contract number(s) under which the Government is currently obtaining this data?
Yes, the incumbent is Interactive Data Pricing And Reference Data LLC. The contract number is 2032H318P00088.
7) Would the team grant us an extension so we can get this executed in a thorough manner?
No extensions will be granted.
