About this file
This document contains questions and answers regarding a federal solicitation for global maritime information source and international ship tracking and port of call registry subscription services. The solicitation seeks a fully dedicated resource to provide the Department of Treasury's Office of Intelligence and Analysis and Office of Foreign Assets Control with open source tools and analysis to track vessels, detect drops in automatic identification system transmissions or erratic outputs, identify ultimate beneficial vessel owners, and provide searchable archives and downloadable reports on previous analysis. The resource is required to have business hours from 8am to 6pm and provide 10 years of archived past data. Visual intelligence tools are sought to increase understanding, such as interactive maps charting vessel paths over time.

Text version
1: What is meant by hardback? Is a company binder acceptable or is this a publication?
A: From the description, “hardback” can be interpreted as “hard copy.” For other open source tools we have received printed market information and insights – analysis done by the commercial company using their own data.
2: What is meant by “visual intelligence”?
A: Any tool that increases ease of understanding. This can be interactive visual tools, such as maps charting the path of a vessel over time (custom entered by the analyst), current vessel locations, etc.
3: What is meant by “the latest technologies”?
A: This refers to things like commercial imagery and tools, where available, to detect drops in AIS transmission or erratic AIS outputs.
4: What is the use case specifically regarding the “people” aspect of this requirement? What does the government want to be able to do?
A: Vessel ownership is often obfuscated by front companies, etc. We need to be able to identify the ultimate beneficial owners of these vessels.
5: Does the government require archival of 10 years of past data or a build out of 10 years of data from contract award going forward?
A: 10 years of past data.
6: What is meant by “shore based personnel with catastrophic results”?
A: This refers to cases where port authorities may have missed or not received critical information, such as the vessel’s safety record.
7: What are the specific time requirements associated with this specific support requirement?
A: Business hours – 8a – 6p.
8: Contract vs. shared resource
A: This will be a fully dedicated resource to the Department of Treasury. This will be shared by OIA and OFAC.
9: Clarify requirement: “Searchable archive and downloadable word and PDF versions”
A: This requirement is meant to convey the need to be able to search the web application for previous products and analysis, and to be able to download reports.
