Question Number RFP Submitted Question Government Response

Will the Government allow a smaller font size for tables and graphics? Recommend no smaller than 10-point size for tables and 9-point size for graphics.

This will be acceptable. This section has been updated within the RFP.

Will the Government allow proposal volumes to contain tables of content and acronym lists outside of page count?

Yes. Tables of content and acronym lists shall not count toward total page limit. This section has been updated within the RFP.

In the 2010 RFP for this contract, the government included Industry Day site visits to two CSFs so that all bidders have an equal understanding of the work that occurs at a CSF. However, there is no mention of Industry site visits in the 2023 RFP.

Recommend that the government include an Industry Day site visit to at least one CSF so that all bidders have an equal knowledge of the work.

No Industry Days are proposed for this requirement.

The solicitation contains hundreds of individual requirements and per L.12.1.6, the Technical Volume alone will certainly be well over 200 pages. It is unlikely that Offerors' entire proposals will be under 10MB when zipped. Will the Government allow Offerors to submit their proposals in multiple emails, as long as none of the emails exceed 10 MB?

Multiple e-mails is acceptable, however, initial submission must list how many email responses the offeror intends to submit.

Will the Government please clarify if Offerors are to submit a Small Business Participation template and Subcontracting Plan with their proposal? If so, will the Government please revise Sections L and M to account for these documents?

Yes, a Subcontract Plan is required to be submitted, however, Small Business participation is not an evaluation factor for award.

The Attachment J.19 provided with the RFP is actually TE 4.5-004 Sample Auction Catalog. Will the Government please provide TE 2.6-001 Government-furnished Equipment List?

This document has been uploaded as J.21 - Government Furnished Equipment List

The Attachment J.17 provided with the RFP is titled Sample Sales Press Release. Will the Government please provide TE 1.8-002 SEACATS Instructors Guide?

Please see attachment J.10 for this document.

Will the Government please clarify which sub-plans Offerors should include when summarizing the Risk Management Plan in response to L.12.1.6?

Removed "and subplans" from the RFP

The Technical Volume Instructions listed as paragraphs 3, 5, and 6 under section L.12.2.C Accounting and Finance do not directly relate to Accounting and Finance issues. The Instructions in L.12.2.C paragraphs 3, 5, and 6 relate more broadly to the Offeror’s overall proposed technical solution. Will the Government please shift those Section L.12.2.C paragraphs 3, 5 and 6 to be elsewhere in Section L.12.2, outside of the L.12.2.C proposal instructions that address Accounting and Finance?

New section L.12.2.D created and these three items moved under new section.

L.12.2.D - Other Technical Requirements

Will the Government please confirm this information is not counted in the 50-page limit for the Management Plan?

Yes, the numbered items located at item 8 are not included within the 50 page limitation.

There is no corresponding evaluation criteria in Section M for this requirement. Will the Government please update Section M to include an explanation on how Offerors' responses to this requirement will be evaluated?

The response will be evaluated as part of the Technical Solution evaluation. There is no separate evaluation for Section L.12.2.C.3.

There is no corresponding evaluation criteria in Section M for this requirement. Will the Government please update Section M to include an explanation on how Offerors' responses to this requirement will be evaluated?

The response will be evaluated as part of the Technical Solution evaluation. There is no separate evaluation for Section L.12.2.C.5.

GOVSALES.gov is no longer an active website? Will the Government please update the PWS to replace GOVSALES.gov with the correct website?

govsales.gov has been updated to usa.gov/auctions-and-sales and the PWS updated with this information.

14 Will the Government please correct TE 4.4-003 by providing correct PWS references? For TE 4.4-003 the correct reference sections are C.4.4.8.1 and C.4.4.8.2. Attachment J.16 has been updated.

In one paragraph, it mentions 18 live auctions to be conducted at the CSFs, but later in the section it mentioned six auctions at each CSF, which totals 24. Can the government please clarify the number of required live auctions?

The total number of live auctions required (18) is correct.

So that we can properly build our BOE, can we assume that washing is included under the waxing and buffing requirment as part of Level III Maintenance?

Yes, washing would be included under waxing and buffing requirement.

Waste Generator numbers are specific to the generator (agency) of the waste by location. Will the government provide points of contact to support the application process for Waste Generator numbers as required?

Per the PWS the contractor shall obtain the generator numbers for the applicable seizing agency and is responsible for locating the the points of contact

Will the Government please provide instructions as to where Offerors should include their narrative explanation for the deduction percentage figures in their completed Attachment J.16, Technical Exhibit 1.4-001? Will this narrative discusion also be outside the 100 page limit for the Technical Volume?

The offer shall incorporatite the nararative explanation as apart of their completed Attachment J.16 TE 1.4-001. T

In order to ensure authenticity of property and reduce the number of counterfeit items, authentication is necessary in addition to appraisal. Will the Government modify PWS C.4.4.7 to include authentication as well as appraisal?

No. The government will not modify PWS C.4.4.7 to include authentication as well as appraisal. The authentication is performed by the siezing agency and the contractor is only responsible for the appraisal upon request.

The data in TE 4.1-003 is 14 years old. Will the Government please provide updated Local and Specialty Stored Items data so Offerors can propose a more accurate technical approach?

See attached updated TE 4.1-003

Under contractor furnished services, will the government require continued rolloff container and disposal services at CES along the Texas border?

The offeror shall review all services required within the PWS.

Equipment needs are determined during the performance of the contract and may require the contractor to provide various unique equipment to facillitate contract needs which may arise during performance.

Does the government anticipate data system upgrades ie Mod-SEACATS and the contractor supplied Inventory Control System that would necessitate increased IT level of effort beyond the 3 FTEs currently employed on this program?

The contractor shall propose their staffing level of effort based on the PWS requirements.

The Evaluation Ratings Definitions in RFP Section M.6 for the Technical Factors 1 - 3, including Technical and Management (RFP Section M.6.3) and Past Performance (RFP Section M.6.4), do not mention any risk assessment element. How will the Government utilize the M.6.2 Risk Assessment and related risk definitions in its evaluation and scoring?

Risk will be assessed depending upon the evaluation of the Technical Volume, Past Performance, and Cost/Price. There will not be a separate adjectival evaluation of risk.

Can the government please provide an estimate for the number of times the Government will request access and an average length of time the Government will need to access property so that Offerors can properly account for this manpower cost under the property storage CLIN?

An estimate is not available however government personnel or representatives for the government needing access to property is considered normal operations on the contract.

The remainder of RFP Section L does not mention any responses to discussion/clarification items, and does not refer to any mechanism by which the Government would solicit such responses from Offerors. Please clarify under what conditions such responses should be provided, and how the Government will make clear that they are exempt from the page limitations.

The responses should be submitted with the Past Performance submission. If there are items within an Offeror's past performance which require clarification, then that response addendum should be submitted with the Past Performance submission. The government does not intent to reach out and solicit responses regarding the information provided unless the government determines clarifications/discussions are required in accordance with FAR 15.306. Additionally, the section states that clarification in an addendum will not be counted in page limit; no additional discussion will be added.

If J.12 PPQ is required, will the Government please provide instructions for these forms in section L of the RFP? The PPQ form introduction states "please email the completed questionnaire to Contract Specialist Aleta Dust at Ricky.L.Callahanjr@irs.gov by the Solicitation Due Date", while at the end it states to return to aleta.dust@irs.gov. Please confirm to which email address the PPQ forms should be sent, and by which date.

The PPQ attachment will be updated to reflect the correct e-mail address. However, the steps to complete the form is detailed within the PPQ and will not be explicitly replicated in Section L.

CLIN 0011 in J.20 Cost Workbook is titled International Support. Since RFP F.4 states the Place of Performance for the contract is throughout the 50 states within the United States (U.S.) and the District of Columbia, as well as all U.S. Territories, will the Government please clarify what international support will be expected to support this

CLIN?

Sevices requested for specifically identified seized property that may be located internationally (i.e. outside the 50 states and the U.S. territories. A value of $500,000.00 has been assigned to this CLIN to provide for pricing fairness.

RFP lists FFP, FR, and CPFF CLINS. However, the J.20 states CLIN 0005 as Cost No Fee. Will the Government consider making CLIN 0005 CPFF with a fee of 5%?

The Government does not anticipate adding a fee to CLIN 0005. RFP sections B.2 and B.6 have been revised to reflect that CLIN 0005 is a Cost No-Fee (CNF) CLIN.

The RFP states there will be one (1) five year base period, and one (1) five year option period. However, J.20 Cost Workbook contains 10 one year ordering periods. Will the Government please provide and updated J.20 Cost Workbook that reflects a five year base period and a five year option period?

The pricing for this contract will show an annual breakdown, thus the ten (10) ordering periods on the cost workbook.

However, there will only be a five (5) year base period and a five (5) year option period.

The Florida CSF is located in Broward County, not Dade County. Will the Government please provide an updated Attachment J.03 that reflects Wage Determination for Broward County?

Yes, J.03 will be updated to reflect a WD for Broward County not Dade County

Will the Government confirm there is only one excel file/work book for all Order Periods, the J.20 Cost Workbook attachment) and not multiple workbooks for each CLIN?

The J.20 Cost Workbook is a breakdown of cost/price by CLIN for each ordering period. It will provide detailed cost/price information at the CLIN level. The J.01 Price Matrix is a highlevel price matrix designed to show a high-level overview of the cost/price information. This information will be included in Section B.5 at contract award.

Can the government confirm the file referred to as the "Attachment J.20 - Cost/Price Proposal Workbook and Price Guide" in the text is titled "J.20 Cost Workbook"?

Yes, that is correct.

Attachment J.01 Price Matrix v2 refers to the Price/Cost Schedule as B.5. Will the Government please modify either Attachment J.01 or the RFP such that the Price/Cost Schedule is referenced consistently across the two documents?

RFP Section B.5 states, "Section B.5 Price Schedule will be established at the time of award based on the J.01 Price Matrix of the determined awardee."

In Attachment J.20, "unit value" is Column G and "extend value" is Column I. Will the Government please revise the instructions in L.12.4.D to reflect the appropriate columns in Attachment J.20? T

Yes, this will be revised

In Attachment J.20, will the Government consider Column I 'Extended Value (C x E)' should be 'Extended Value (G x E)? In addition, formulas exist only for CLIN 0001 and 0002 in Column I. There are no formulas in Column I starting in row 11 through row 70 (CLIN 0003a-0011) for all Order Period I-X tabs. Will the Government update the 'Extended Value' formulas in column I for the remaining tabs and rows?

The government reviewed the formulas within the workbook and updated the broken formulas accordingly. All CLINs should have a working formula present for all Ordering Periods within the J.20 Workbook.

For the CPFF CLINs (007,XX08, XX09 and XX11) should the rows that state 'Fee (5%)' in (rows 57, 61, 65 and 72) be a formula also? If so, can the formula be adjusted for all tabs?

The formula is set up to account for the fee

Should the 'Extended Total Value' rows in row 32, 35, 39, 50 and 68 be a formula to subtotal rows for that CLIN?

The formulas within the J.20 workbook have been revised to ensure they are all entirely functional and pulling together the correct information for each CLIN.

Can the government provide the task description and workload/multiplier intended for CLIN 0011 for all Order Period tabs?

Sevices requested for specifically identified seized property that may be located internationally (i.e. outside the 50 states and the U.S. territories)

Is this requirement for all CLINS (FFP, FR and CPFF) or just the CPFF CLINs (CLIN XX07, XX08,XX09 and XX11)?

As detailed in Section L, this is for all cost elements.

Can the government clarify if there are government provided amounts and where can they be found in the RFP?

That verbiage has been removed

The Section J, Attachment J.15 provided with the solicitation is titled "Sample Holding Cost Estimate." Will the Government please provide the correct attachment for Offerors to complete for Financial and Organizational Information?

An updated Attachment J.15 Document has been provided.

The requirement numbering seems to fall apart after 12.4.Q. Will the Government please renumber the remaining requirements in the Cost/Price volume to allow better traceability between Offerors' proposals and the RFP?

The Government has reviewed this comment and determined that Section L will not be revised. The information contained within the identified section need not be broken down further under numberical subheadders for tracking.

Should there be a column to summarize the FR CLINs also? The FR Summary column has been added

Will the Government please provide the revision number for each listed Wage Determination in the attachment that should be used for the proposal?

J.03 has been updated to reflect the areas of concern but remove specific WDs. Since the WDs change, based upon L.12.4.J.3, each Offeror should submit pricing in accordance with the most updated Wage Determination for the appropriate locale. The Localities have been provided in attachment J.03.

The workload multiplier in Column 'E' is '1'. Is it the Government intent to price a single hour for CLIN 0002?

The requested information is the hourly rate to perform the service associated with CLIN 0002. The Government is not asking for an estimate of hours, just the hourly rate to accomplish the requirements under CLIN 0002.

As the contractor is required to provide insurance coverage for the value of all property under this contract in CLIN XX01, can the government provide the current total Fair Market Value of all seized property that is currently under the custodial control of the contractor?

The current total Fair Markert Value for all seized/forfeited property in contractor custody is $1,370,295,813.29

As insurnace policies and premiums vary by location (example: Property in California is more expensive to provide insurance for than property in Texas), can the government provide the value of all property under contractor's custody by state and within each state by region?

Attachment J.21 has been aded to breakdown the seized property by state.

For insurance clarification purposes, does the contractor take “responsibility” of the property, or does the contractor take “ownership” of the seized property under its control?

The contractor takes responsibility of the property under its control, however, the contractor does not own the property under its control.

Since the Government generally acts as a self-insurer with respect to loss or damage to government property, can the Government confirm that the Contractor is responsible for insuring government property under the contactor’s custodial control?

The contractor shall maintain the proper and necessary insurance for all property in the contractor's custody per section H.2

For providing proper insurance coverage, can the government confirm that the contractor is to insure the property under its custody by the Fair Market Value, which we believe to be approximately $1.45 Billion US?

The contractor shall maintain the proper and necessary insurance for all property in the contractor's custody per section H.2

Year after year, generally the Fair Market Value of property that remains in storage goes up. For insurance purposes, are we to assume that the property covered by insurance may increase which could cause an increase of insurance premium resulting from the increasing value?

The contractor shall maintain the proper and necessary insurance for all property in the contractor's custody per section H.2

The RFP states that the CSF’s are GSA leased and not provided by the contractor.

Should an adverse incident occur where a fire starts via mechanical / electrical malfunction in a CSF, does this relieve the contractor from losses of property in its care custody at the CSF?

The contractor should refer to section H.2 regarding this question

What other property/instances could be considered for insurance outside of what’s identified above?

The offeror shall refer to section H.2 for the insurance requirements.

In which CLIN should the contractor charge for the services to coordinate, manage, and transport the vehicles back and forth to the dealerships to ensure safety recalls are repaired before sale?

Billed under CLIN 0003 (covered in general transport)

Will the government consider increasing the self-certification threshholds from 15 or less line items, and from APV of less than $250,000 to APV of less than $500,000?

The government will not consider increasing the self-certification threshholds at this time.
