According to the Government's answer to Question #1, Offerors are permitted to use smaller fonts for tables and graphics. The Government stated that the RFP has been updated to reflect this change, but the RFP released with Amendment 0001 does not include this revision.
Will the Government confirm Offerors are allowed to use 10-point size for tables and 9-point size for graphics? Will the Government please update L.12.1.3 to reflect these instructions?

Will the Government please direct Offerors to the volume where they should include their Subcontracting Plan? Recommend the Government add an Administrative Volume to L.12.1.6 to include all administrative requirements.
The Government does not intent to revise the RFP to include the addition of an Administrative Volume. Subcontracting information should be included within the Technical Volume.
3 Attachment+1_Qu estions_Answers Question #8 1
According to the Government's response to Question #8, Offerors do not have to include sub-plans when summarizing the Risk Management Plan in response to L.12.1.6. The Government stated that the RFP was revised to remove "subplans" from the requirement. However, the RFP released with Amendment 0001 still includes requirements for Offerors to address sub-plans (see bullet 5 under Management Plan in L.12.1.6).
Will the Government please confirm that Offerors do not have to include sub-plans in their Risk Management Plan summary? Will the Government please update L.12.1.6 to reflect this change?
Section l.12.1.6 has been updated to remove the words "and subplans" to clarify that subplans are not required.
4 Amendment 0001 K 62 Section K requires Offerors to submit their Representations, Certifications, and Other Statements with their Proposal.
Will the Government please inform Offerors which proposal volume should include Offerors' response to Section K requirements? Recommend the Government add an Administrative Volume to L.12.1.6 to include all administrative requirements.
The representations and certifications under Section K are stand alone and will not be counted in the page count for the Technical Volume
5 Amendment 0001 SF30 1 There are no instructions in Section L regarding which proposal volume should include the signed SF33 and SF30?
Will the Government please inform Offerors which proposal volume should include Offerors' signed SF33 and SF30? Recommend the Government add an Administrative Volume to L.12.1.6 to include all administrative requirements.

Schedules and Supporting Schedules
P.84 Section 2 Summary Schedules and Supporting Schedules
We assume the requirements in Section 2, Summary Schedules and Supporting Schedules are specifically related to the CPFF and CNF CLINs and that all information required for FFP and FR will be in accordance with section J.1 on P.82 of the RFP. Can the government confirm summary schedules are only required for the CPFF/CNF CLINs and not FFP/FR CLINs?
Summary schedules are only required for cost elements of the
RFP.
Amendment 0001, Attachment 2_Sections B-M

L.12.4 Pricing Information and Supporting Data
(f)
P.86
"It is the responsibility of the prime and higher-tier subcontractor (if applicable) to review and evaluate the reasonableness and realism of subcontract cost data and furnish the results of such review and evaluation to the government as part of the price proposal. Include these analyses as part of your own price proposal submissions including data other than cost or pricing data submitted by subcontractors."
Please confirm that prime's standard price analysis for all proposed commercial item and/or Fixed Rate/Firm Fixed Price subcontractors is sufficient backup for demonstrating this requirement.

11 RFP B.4 p. 2 “The base period will also include a 90-day transition period.”
Can the Government please add a phase-in CLIN to the J.20_Cost Workbook in ‘Ordering Period 1’ tab to capture all the phase in related costs and update the quantities in the Ordering Period 1 to reflect 9/12 of the total? (For example, CLIN 0001 would reflect a quantity of 9 and CLIN 0003a would reflect a quantity of 956,719 for Ordering Period 1). Similarly can the government please also add a phase-in CLIN on the J.01_Price Matrix, 'Price_Cost Schedule' tab?
The Phase-In period shall be included in the pricing for Ordering Period 1 and will not be priced as a separate CLIN. The transition will be detailed within the written Technical Volume but will not be priced separately outside of Ordering Period 1.
12 Amendment 0001 J.20 NA The Government removed 14 SLIN's in CLIN 0003 in the J.20 attachment included with amendment 0001.
In the J.20 Attachment of the April 5th RFP, there were 14 SLIN's (0003h thru 0003u) under CLIN 0003 which have been removed from the J.20 attachment that was released in Amendment 00001. Will the Government please consider including the removed SLIN's, or advise how bidders are to account for costs related to waiting time, local transportation of general property, oversized vehicle transport, regular and oversized pre-seizure support towing, etc.?
The fourteen (14) SubCLINs identified were determined to be erroneous duplications of CLINs 0003a-0003g. Thus, they were removed. SubCLINs 0003a - 0003g are the complete number of SubCLINs under CLIN 0003.
13 Amendment 0001 F.4 Place of Performance 11
The contractor shall perform all work under the contract throughout the 50 states within the United States and the District of Columbia as well as all U.S. territories.

16 Amendment 0001 J.20_Cost Workbook_v3 NA
For CLIN 0010 on all ten ‘Order Period…(I-X)’ tabs, in cell I66, it appears that the formula should pull/link to cell I65 for the ‘Estimated Total Value’…not the I66 cell the current workbook is showing.
Can the government update the formula so the correct estimate value is shown?
CLIN0010 has been updated to link to the appropriate cell for accurate tabulation of values.
