1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This will be for a new contract, but it is not a new requirement or program. The current contract number is 2032H318C00002.

2. Can you please confirm that this opportunity is for Real Property only and does not include other “general” seized property such as vehicles, airplanes, and/or boats?

That is correct. This requirement is for land and fixed objects such as buildings, wells, etc.

Anything that can be easily moved to another location falls under a different contract.

3. Can the Government provide the maximum file size allowed by the email addresses listed for proposal submission?

It used to be 10MB, but the IRS email system has been upgraded and the new ceiling is higher and unknown. Recommend sending files in separate emails if greater than 20MB.

4. Can the Government confirm that if the offeror is a small business under NAICS Code

561790 the requirement to provide a Small Business Subcontracting Plan is waived?

It is correct that the Small Business Subcontracting Plan required by FAR 19.7 is not required from small business concerns, but proposals from both small business concerns and other than small business concerns must summarize details of their Subcontractor Management and Administration Plan. See RFP Section L, 7. Technical Volume Instructions, Management Plan paragraph 6) and Attachment 2., C.1.3.5.2.

5. I am reading through the SOW and want to confirm that our proposal specific to work with

Dispositions using our agent network outlined in C.1.4,1 being the extent of our services and we would referring out/ subcontracting other aspects of the contract?

The awardee can subcontract work out, but they will ultimately be responsible for all of the work described in the SOW. Proposals that only address a certain aspect or portion of the SOW will not be considered for award.

6. On attachment J01 CLINS, CLIN 0005k on the Transition and Base period reads “Sales &

Interlocutory Sales - Online Sales for Properties Appraised at $0 - $150,000” and on Option Period 1 thru Option Period 4 it reads “Sales & Interlocutory Sales - Online Sales.” Can the Government clarify why only the transition and base period is given a range of qualifying values?

CLIN 0005k should read for all periods “Sales & Interlocutory Sales - Online Sales for Properties Appraised at $0 - $150,000”. This is corrected in the provided updated J.01 attachment.

7. On attachment J01, for the Transition Period and Option Period 2 tab, CLIN 0001 workload multiplier is 1. For Option Period 1, 3 and 4 the workload multiplier is 12 which aligns to the Unit Value Descriptor of months.

o Does the Government intend Transition Period tab, CLIN 0001 workload multiplier to be 3 for 3 months versus 1 for 1 month?

o Does the Government intend Option Period 2 tab, CLIN 0001 workload multiplier to be 12 for 12 months versus 1 for 1 month?

Yes, the following multipliers and unit descriptor should be used for CLIN 0001:

8. I would like to know where I can get more information on how many properties have to be managed under this contract, and where those properties are located?

All properties under the care of TEOAF must be managed under the resulting contract.

Properties may be located anywhere in the United States and its territories. On rare occasion, a property located outside of the U.S. or its territories may be included. The exact number may vary on a daily basis. See Attachments J.17S, J.18S, and J.19S for historical information.
