1. BACKGROUND

Prior to 2014, Treasury had two Firm Fixed Price contracts for Newspaper/Magazine Delivery. Due to the frequent changing in the number of newspapers and the offices who required them, it was determined that a new contract vehicle (Blanket Purchase Agreement, or BPA) was needed that was flexible to accommodate these changes. On September 2, 2014, 100% Total Small Business Set- Aside under NAICS Code 492210 was awarded two BPAs to National News Agency (T14BPA002) and Southwest Distribution (T14BPA003). Now that Treasury has reached the end of Agreements, Treasury would like to renew these BPAs.

For Fiscal Year 2020, 22 Program Offices have ordered daily delivery of the following Newspapers/Magazines to Main Treasury, the Freedman’s Bank Building, 1801 L Street, and 1722 Eye Street:

Financial Times (Monday-Friday, Saturday) – 28 New York Times – 21 USA Today – 8 Wall Street Journal – 28 Washington Post – 22 Issues Washington Times- 0 The Economist (Weekly) – 20 New York Post – 6 International New York Times – 2 Atlantic Monthly (Monthly) – 0 Bloomberg Businessweek (Weekly) – 8 New Republic (Monthly) – 0 New Yorker (Monthly) – 0 Time (Weekly) – 0 Washington Business Journal (Monthly) – 0 Weekly Standard (Monthly) – 0 Foreign Affairs (Monthly) – 0

It is anticipated more program offices using this service over multiple Treasury satellite office locations, on a rolling basis, as the current BPAs allow. The number of anticipated copies may change from zero (0) through 28 pending future requirements of office locations.
