Request for Information (RFI) for Manufacturing Execution System Modernization, Operations, and Enterprise IT Support

This is a Request for Information (RFI 2031ZB26RFI00027) issued by the Bureau of Engraving and Printing (BEP) and the Internal Revenue Service (IRS) pursuant to FAR Part 10 for market research purposes only. The RFI is not a solicitation for proposals or a commitment by the Government, and respondents will not be reimbursed for costs or notified of analysis results. BEP seeks to sustain and modernize its Manufacturing Execution System, a commercial Oracle E-Business Suite-based solution implemented since 2009. The Government requires contractor capabilities across multiple domains: Oracle E-Business Suite MES operations and optimization, Enterprise IT Program Management Office support, Enterprise Architecture development, knowledge management modernization, technical and functional Operations and Maintenance, enterprise data governance, data analytics and visualization, artificial intelligence and emerging technology integration, Maximo and manufacturing systems enablement, and transition-in/transition-out support.

Respondents should submit technical capabilities addressing nine specific areas, including company overview, relevant ERP/MES experience in regulated environments, outcome-based delivery experience (such as SAFe/PI cadence), measurable service outcomes with tool-based evidence, IT/OT integration and manufacturing equipment onboarding approaches, enterprise data governance and analytics implementation, AI governance and delivery execution, staffing and transition-in strategies, and key risks and recommendations for requirement clarity. The RFI establishes draft outcome-based performance measures aligned to a draft Performance Work Statement and Quality Assurance Surveillance Plan, covering service reliability, cybersecurity, program governance, delivery predictability, data governance, AI governance, manufacturing IT/OT integration, process digitization, and optional ERP replacement evaluations. Responses must not exceed 20 pages, exclude brochures or extraneous materials, and be submitted electronically to gladys.m.wilks@irs.gov. Questions are due February 13, 2026, and RFI responses are due February 27, 2026, both at 5:00 PM Eastern Standard Time.

BEP seeks to sustain and modernize MES while simultaneously maturing enterprise-wide IT governance, program management, data management, analytics, artificial intelligence (AI), and business system capabilities.

BEP requires a contractor capable of delivering:

• Oracle E-Business Suite MES operations, maintenance, and continuous optimization

• Enterprise IT Program Management Office (PMO) support

• Enterprise Architecture development

• Knowledge management modernization

• Technical and functional Operations and Maintenance (O&M)

• Enterprise data governance and performance management

• Data analytics and visualization

• Artificial intelligence and emerging technology integration

• Maximo, manufacturing, quality, supply chain, and business systems enablement

• Transition-in and transition-out support
