About this file

This document is a Quality Procedure for the Bureau of Engraving and Printing (BEP) that establishes shipping and loading dock operations standards. The procedure applies to BEP shipment operations at the Washington, D.C. District of Columbia Facility (DCF) and Landover Warehouse, as well as the Fort Worth, Texas Western Currency Facility (WCF). The document outlines a uniform execution process designed to utilize the most cost-effective transportation mode while maintaining secure, safe, and functional shipping operations.

The procedure establishes key responsibilities for supervisors and Material Handlers (Loading Dock Coordinators) and provides detailed operational steps covering shipment coordination, request review, documentation preparation, weight verification, securing shipments, transportation mode selection, carrier scheduling, shipment transfer, and transfer recording. Special requirements include mandatory review of security items and classified materials with the Office of Security and Compliance; chemicals and hazardous materials with the Office of Environmental Health and Safety in accordance with Title 49 CFR Parts 171-177; and specialized crating and packaging with the Office of Facilities Support. Next Day Service requires Bureau Associate Director authorization with documented justification. Transportation selections follow established guidelines: freight is used for non-security items exceeding 150 pounds, and Armor Carrier is used for security items. The procedure requires use of BEP Form 7995 (Material Shipment Instructions and Property Removal Permit) and the Bureau of Engraving and Printing Enterprise (BEN) system for documentation and tracking. Documentation controls, nonconforming product handling, and quality records retention are addressed with references to related BEP procedures.
