About this file

This is a Questions and Answers document for solicitation 2031ZA26Q00071, addressing vendor inquiries regarding dry cleaning and laundry services for the Bureau of Engraving and Printing Police uniforms at Fort Worth, Texas.

The file clarifies critical operational and administrative requirements. Pickup and drop-off occur Mondays and Thursdays between 9:00 AM and 10:00 AM per the Statement of Work, with routine turnaround expected within one service cycle (Monday pickups returned Thursday; Thursday pickups returned Monday). The Government confirmed that quantities listed in SOW Section 3.1 are estimates only, not guaranteed minimums, and offerors may propose alternative pricing structures rather than the exact SOW line-item format. Services include dry cleaning, laundry, alterations, repairs, and replacement of minor items (buttons, snaps, zippers), all priced within applicable unit rates. Minor repairs (tears 4 inches or less, holes 1 inch or less) are included in base per-piece pricing; repairs exceeding these limits are reimbursable and billed separately. Monthly invoicing is required with Daily Accountability Sheets submitted with each invoice. The Government will work with the contractor on bar-coding and employee identifier implementation. Contractor personnel accessing the facility more than 30 aggregate days annually must complete background investigations and eQIP submission within 10 calendar days; subcontractor personnel are subject to the same requirements. Variability is anticipated throughout the contract period, with peak surge requirements typically occurring June through September. Offerors without direct past performance in uniform dry cleaning services will receive neutral ratings and remain eligible for award if otherwise technically acceptable and responsible. The base contract year begins July 1, 2026, with the original quote due date of May 5, 2026 extended to May 11, 2026 via Amendment 01.

Vendor QuestionsBEP Responses
Section 5 of the SOW specifies that pickup and drop-off will occur on Mondays and Thursdays between 9:00 AM and 10:00 AM. However, Attachment 1 of the QASP states that clean uniforms shall be delivered every Friday no later than 8:00 AM. Which schedule governs contract performance, and will the QASP be updated to reflect the SOW schedule prior to award? The Statement of Work identifies the scope – Any adjustments necessary will be accomplished
The SOW (Section 16) includes a unit price table with reference prices by item type. Are offerors required to use this exact line-item format for their price quote, or may offerors propose an alternative pricing structure (e.g., all-inclusive per-piece rate)? Additionally, are the quantities listed in SOW Section 3.1 guaranteed minimums or estimates only?Price Quote is the offerors decision and Quantities are estimates only
The QASP (Attachment 1) requires that uniforms be bar-coded with employee identifiers. Please confirm whether the contractor is responsible for procuring and implementing the bar-coding system, or whether the Government will provide any equipment, software, or existing identifier data to support this requirement.Government will work with the contractor to make sure items are appropriately identified (to each
SOW Section 8.1 requires contractor personnel accessing the facility more than 30 aggregate days per year to complete background investigation requirements, including eQIP submission within 10 calendar days. Given that the base year begins July 1, 2026, and pickup/dropoff occurs twice weekly, the designated driver would exceed 30 days within the first month of performance. Can the Government confirm the anticipated processing timeline for background investigations so the contractor can plan accordingly and ensure no disruption to service at contract start? The Government anticipates that background investigations will follow the standard processing timelines for the required investigation levels. While exact timelines cannot be guaranteed, current averages for the applicable tiers will be provided at award to support the contractor’s onboarding planning. If interim eligibility is authorized for this requirement, the Government will also confirm the conditions under which interim access may be granted so that contractor personnel can begin work while final adjudication is pending. The Government will coordinate closely with the contractor during the post‑award onboarding period to minimize any risk of service disruption at contract start.
Will subcontractor personnel be subject to the same background investigation and badge requirements as prime contractor personnel under SOW Section 8.1, and should subcontractor names be included in the personnel list submitted to the COR per SOW Section 16?Yes
SOW Section 11 states that minor repairs (tears of 4 inches or less, holes of 1 inch or less) are included in the base service. SOW Section 12.6 references reimbursable repairs at prices listed in the Bid Schedule. Please clarify the distinction between repairs included in the base per-piece price versus repairs that are separately billable line items.Minor repairs within the size limits in Section 11 are included in the base per-piece price. Repairs that exceed those limits or are otherwise identified in Section 12.6 are reimbursable and billed separately.
Please confirm whether invoicing is expected monthly or per pickup cycle, and whether the Daily Accountability Sheets referenced in SOW Section 12.5 must be submitted with each invoice or maintained on file and provided upon request.Invoicing is conducted monthly and the Daily Accountability Sheets provided (with invoice
1. The Statement of Work identifies scheduled drop-off/pick-up on Mondays and Thursdays between 9:00 AM and 10:00 AM, while QASP Attachment 1, page 7 references clean uniforms being delivered every Friday no later than 8:00 AM. Could you please confirm which schedule governs contract performance?Statement of Work
The solicitation references dry cleaning and laundry services, while the SOW also includes alterations, repairs, and replacement of minor items (e.g., buttons, snaps, zippers). Please confirm whether these services are required as part of the quoted requirement and whether they should be priced as separate CLINs or included within applicable unit prices.Included within applicable unit prices
With respect to Past Performance, the solicitation states that the Government will evaluate up to three recent and relevant contracts for similar services and that a neutral rating will be assigned if no past performance is available. For planning purposes, could you please confirm whether an offeror that does not have direct corporate past performance in uniform dry cleaning/laundry services, but is otherwise determined technically acceptable and responsible, would remain eligible for award consideration if assigned a neutral past performance rating?Yes. In accordance with the terms of the solicitation, an offeror that does not have relevant past performance information will be assigned a neutral rating. A neutral rating is not considered either favorable or unfavorable. Therefore, an offeror that is otherwise determined to be technically acceptable and responsible will remain eligible for award consideration, even if assigned a neutral past performance rating.
Is there a standard turnaround time expected for routine service items between the Monday/Thursday pickup and return schedule?Yes, expected standard turnaround for routine dry‑cleaning items is one service cycle. Items picked up on Monday are returned on Thursday, and items picked up on Thursday are returned on Monday. With advanced notification if anything requires additional time.
Are the annual quantities provided intended as firm estimates, or should offerors anticipate variability throughout the contract period?Variability
Are there anticipated peak periods or surge requirements that may increase volume beyond the stated estimates?Yes, time period normally between (June – Sep)
For minor repairs (tears, seams, buttons, zippers), should all work be completed within the standard service timeline, or are separate timelines acceptable?Separate timelines acceptable with advanced notice
For items deemed unsatisfactory, is re-cleaning expected within the next scheduled pickup cycle, or sooner?Re-cleaning expected within the next pickup cycle (If able to do so sooner is acceptable)
What is the typical timeline for contractor personnel clearance and badge issuance after award? The Government anticipates that background investigations will follow the standard processing timelines for the required investigation levels. While exact timelines cannot be guaranteed, current averages for the applicable tiers will be provided at award to support the contractor’s onboarding planning. If interim eligibility is authorized for this requirement, the Government will also confirm the conditions under which interim access may be granted so that contractor personnel can begin work while final adjudication is pending. The Government will coordinate closely with the contractor during the post‑award onboarding period to minimize any risk of service disruption at contract start.
Beyond the established pickup window (Mon/Thu 9–10 AM), are there any additional coordination requirements for holiday schedules or facility closures? No
Do I need to obtain a COR Monthly Status Report as shown in the QASP for the current contract we have with BEP?You do not need to obtain the COR Status Report.
Do I need to supply an itemized list of items with pricing for each year or just complete item #2 “Supplies or Services and Price/Costs” showing annual costs?I will update the solicitation to include a pricing attachment
