About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation number 2031ZA26Q00021, issued by the Bureau of Engraving and Printing (BEP) Office of Acquisition. The amendment's primary purpose is to answer vendor questions regarding a procurement, with key clarifications including packaging specifications for pellet delivery (10 kg plastic bags in 35-gallon drums), and vendor eligibility considerations.

The Q&A section addresses four main points: (1) packaging confirmation for 10 kg plastic bags in drums, with flexibility on total weight, (2) acceptable drum packaging methods, (3) business size and set-aside requirements for proposal submission, and (4) a directive to thoroughly review the solicitation documents for submission requirements. The amendment indicates the solicitation is potentially open to both small and large businesses depending on specific set-aside conditions, and emphasizes that vendors should carefully review all solicitation materials to ensure a complete proposal submission.

Questions and Answers:

1. As we discussed, this product is only available in 10 kg plastic bags, with 5 bags packed in a cardboard box. There are 20 boxes on a pallet. Therefore, 22 boxes = 2,425 pounds. Can you confirm whether this packaging is acceptable?

This is how we receive them in drums. The pellets are in the original bags. The bags are in 35-gallon drums. The drums are skidded up and shipped out to us. The overall weight does not need to be exactly 300 lbs.

2. Do you think that the S-pellets can be placed in the drums without removing them from the 10kg bags…..Meaning, place the entire bag in the drums. This would prevent contamination. Also, must the net weight of each drum be 300 pounds? Are other weights acceptable? Are there required dimensions of the drums?

This is how we receive them. The pellets are in the original bags. The bags are in 35-gallon drums. The drums are skidded up and shipped out to us. The overall weight does not need to be exactly 300 lbs. If they are a bit over that is no issue.

3. We have seen in the past that government agencies have special requirements for the vendor like they must be veteran owned, minority owned, or woman owned. We do not tick any of those boxes, so can you tell me if this would prevent us from doing business with you?

Depending upon what is required in the solicitation. If you are a large business and the solicitation is set-aside to small business, then you will be disqualified if you submit a proposal; however, if the solicitation is open to large business or full and open competition, then you can submit a proposal.

4. Could you please confirm what types of supporting documentation are required to be submitted with the proposal? Once clarified, we will provide any necessary documents to ensure a complete submission.

Please read the entirety of the solicitation, amendment, and attachment.
