SECTION C – STATEMENT OF WORK
Centralized Verification Counting Machines
SECTION I: Background
1.1 The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints United States (US) banknote currency and other US security products.
Banknote currency manufacturing occurs at BEP’s Washington, DC Currency Facility (DCF) and the Western Currency Facility (WCF) located in Fort Worth, Texas. BEP’s primary customer is the Federal Reserve Board (FRB).
The BEP, Office of Currency Manufacturing located in Washington, DC has a requirement to procure Centralized Verification Counting Machines with optional general maintenance service and Desktop Vacuum Currency Note Counters to support currency production operations. This is a non-personnel services contract to provide Centralized Verification Counting Machines. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide and maintain Centralized Verification Counting Machines as defined in this Statement of Work except for those items specified as government furnished property and services.
SECTION II: Purpose
2.1 Product, Service or Outcome Needed.
The Contractor shall provide nine (9) Large Sheet Counters with large overhead Light-Emitting Diode (LED) displays and nine (9) Desktop Vacuum Currency Note Counters. The Contractor shall provide four (4) years of optional quarterly general maintenance for the Large Sheet Counters with large overhead LED displays. Awarded contract can provide either Large Sheet Counters with quarterly maintenance / service options or Desktop Vacuum Note Counters. Single Contractor does not have to provide both pieces of equipment.
2.2 Scope of the Product, Service, or Outcome
2.2.1 Large Sheet Counters with Large overhead LED Display:
The Contractor shall provide and install nine (9) Non-tabbing Sheet counters with a 44"X44 stainless air table and base. These counters shall require few adjustments be very dependable and can hold 50-subject currency sheets.
2.2.1.1 The Contractor shall travel to the government place of performance for general maintenance service four (4) times a year (quarterly).
2.2.3 Desktop Vacuum Currency Note Counters:
5 Bureau of Engraving and Printing
The Contractor shall provide nine (9) Desktop Vacuum Currency Counters similar to an industrial bank-level currency counter that can be used to count both banded and unbanned currency notes.
Based on the findings of the Information Technology (IT) department, this note counting equipment has no data or phone lines visibly present. Therefore, this equipment does not pose a threat to this agency being that no information is transmitted inbound or outbound to communicate any proprietary information while in operational use. However, this design allows us to count the banded straps without the need to remove the banding. The average note counters, which most banks utilize the bands, shall be removed prior to counting each strap of notes. The removal of straps would greatly affect our production based on the volume of notes counted weekly and would tremendously slow down our operation. This banded counting machine allows our mission to be met with efficiency and accuracy at greater speeds. This research justifies the need of a waiver to allow us to continue using this style and we will have the IT department to inspect each unit, to further ensure that there is no existing threat.
