About this file
This document is a Responses to Vendor Questions file for a Bureau of Engraving and Printing solicitation (2031ZA25R00021) for Centralized Counting Machines. The solicitation seeks to acquire nine Non-Tabbing Large Sheet Counters with Large Overhead LED Displays, nine Desktop Vacuum Note Counters, and includes four optional maintenance periods for the Large Sheet Counters. The document addresses vendor inquiries regarding equipment specifications, delivery timelines, installation logistics, and warranty service.
Key details include a potential extended delivery timeline of 18-22 weeks after award (versus the original 90-day requirement), confirmation that BEP staff can handle basic maintenance between service visits, and flexibility in service call procedures such as allowing video consultations. The solicitation is set aside for small businesses and will result in one or more firm-fixed price contracts. Vendors are advised that specialized equipment features are specific to the Bureau of Engraving and Printing, and technical evaluations will be performed in accordance with the solicitation's Section L.

Responses to Vendor Questions
1. Are you looking for a pin and blade or disc machine?
Historically we have had pin and blade but are interesting in the opportunity to try a disc machine if available.
2. The required delivery date for the equipment noted in CLIN 0001 – Non-Tabbing Sheet Counter is listed as 90 days. Please note that this equipment is designed with features included for the Bureau of Engraving and Printing only. It is not a stock piece of equipment.
Will 18-22 weeks after award be acceptable?
A technical evaluation will be performed in accordance with Section L of the solicitation. Vendors should submit a quote that best meets the requirements of the solicitation.
3. The contract specifies that BEP will provide no assistance to offload the equipment. Will we have access to a loading dock with dock leveling plates? If we bring out own fork truck, can it be operated by our trained technicians, or will we have to hire union trade persons to operate the fork truck?
Shipment and delivery process can be arranged with loading dock department. Your staff can remove from truck and BEP staff will take over once unloaded from truck.
4. Can an onsite laydown area of approximately 600 square feet be made available to unpack, assemble and pre-test the equipment by our technicians?
That space is not available at the loading dock but can be made available at the end users location.
5. Can actual currency paper be made available for set up and pre-testing as well as BAT testing? The actual currency paper will be necessary to properly set-up and test the equipment.
We can set up using Test work but must be scheduled in advance.
6. Can our installation crews work longer than 8 hours per day while we are onsite to expedite the time schedule?
We are a three-shift operation and can facilitate having someone on site. However, the payment to said crews is the responsibility of the vendor.
7. Will training of BEP personnel be required over multiple shifts?
Training will be completed on day shift. We will do internal train the trainer for other shifts. Please refer to section 3.3 of the statement of work for additional information.
8. For the warranty period, if a machine has stopped working properly, the cause may be due to plugged filters or hoses and not necessarily broken components. Can we initiate a call for service with a video call to review the operational problem , and assess if some simple cleaning and adjustments may solve the problem? Also, the three-day on-site response time may not always be achievable if we have our service technicians already schedules at another client’s facility. Will more than three days to make travel arrangements and arrive onsite be acceptable?
Yes, service calls via a video call are allowable. Please refer to section 3.2.6 in the statement of work for additional information regarding service calls.
9. Does the bureau understand that filter changes and cleaning may be required at different intervals depending on the currency being counted, the currency paper is different for each denomination. Will the Bureau personnel perform the normal cleaning and filter changes as required in between scheduled service visits?
We do have staff to complete basic preventive maintenance outside of the scheduled maintenance.
