WASHINGTON, D.C. 20228

DATE: August 21, 2025

MEMORANDUM FOR: Platinum Replating of Titanium Anodes – Notice ID 2031ZA25Q00208

SUBJECT: Questions & Answers

1. Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: This requirement for platinum replating services is new and there is no incumbent.

However, in a related purchase, 22 of the 27 Titanium Anodes that require platinum replating under this requirement were last purchased under award # 2031ZA19P00604.

Please see FPDS for full award details:

2. Q: We would like to ask if you can consider the following options our subcontractor suggested.

• Weld our platinum-clad niobium mesh onto the existing platinum-plated titanium anodes.

OR

• Frame our platinum-clad niobium mesh onto PVC piping or newly made Ti rods.

A: These suggestions are outside the scope of the PWS requirements and will not be considered technically acceptable.

3. Q: Can you confirm whether you are responsible for shipping the item at your cost to the contractor's facility?

A: Yes, shipping to the vendor will be at BEP cost.

4. Q: Can you provide more detail on the mesh used in your anodes, specifically the opening size or sizes?

A: The opening shape of the mesh is a diamond shape that is 1/8 inch wide and ¼ inch long. Below is a generic image of what the mesh shape looks like. ***This is not the actual anode from BEP.*** https://www.fpds.gov/ezsearch/fpdsportal?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=2031ZA19P00604&x=16&y=15 https://www.fpds.gov/ezsearch/fpdsportal?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=2031ZA19P00604&x=16&y=15
