About this file
This document contains a set of questions and answers related to a Request for Quote (RFQ) for a small business set-aside contract. The RFQ requires a computer system with specific peripherals, including a wired keyboard, mouse, and SmartCard reader. The solicitation is open to small businesses, without restriction to specific socioeconomic categories like Service-Disabled Veteran-Owned Small Business or Woman-Owned Small Business.
Key dates include a quote submission deadline of 2:00 pm (ET) on Monday, 25 August 2025, with the government anticipating award by Tuesday, 30 September 2025. The technical requirements specify the need for a SmartCard reader, which may be integrated into the keyboard. Vendors must provide warranty options (1, 3, or 5 years), with specific details outlined in Section 3.6 of the RFQ. The solicitation is to be submitted to kendra.napper@bep.gov, indicating the Bureau of Engraving and Printing (BEP) as the contracting agency.

Question 1: Is there any specific requirement for the end user company to be veteran owned, small business, or any other categorization? Or any request/requirement for GSA scheduled pricing?
Response to Question 1:
-On page one (1) of the Request for Quote (RFQ) there is a box checked that indicates this RFQ is a small business set-aside. Also, the SAM posting specifies the RFQ is set-aside for small businesses under the section titled, “Specification”.
The RFQ does not specify the small business has to be any of the following social economic categories: Small Disadvantaged Business (SDB); SBA 8(a) Program Participant (8(a));
Historically Underutilized Business Zone (HUBZone); Service-Disabled Veteran-Owned Small Business (SDVOSB); or Woman-owned Small Business (WOSB).
-There are no requests/requirements for GSA scheduled pricing.
Question 2: I was also curious to see if you had further insights on dates as far as when this bid closes and when the opportunity may be awarded/PO issued. I haven’t covered any DC territory in a few years so I apologize for not having any idea how this goes!
Response to Question 2:
-On page seventy-nine (79) of the RFQ under Section L.3.5 it states, “Quotes shall be submitted to kendra.napper@bep.gov no later than 2:00 pm (ET) Monday, 25 August 2025.”
-The Government anticipates making an award by Tuesday, 30 September 2025.
Question 3: One last thing I wanted to ask about-we have 3 different options for warranty- a 1 year, 3 year, and 5 year option. Wanted to ask you about that and which one we’d prefer for this opportunity.
Response to Question 3:
-Please refer to page nine (9) of the RFQ under Section 3.6 -Warranty. The section details the warranty requirements.
Question 4: I saw a reference to a card reader. With other federal agencies, they had their own. Are you asking me to supply one? I’m not sure how I go about doing that, as I assumed each agency had their own systems.
Please confirm if I’m to supply this card reader, and if there are any specifics for your agencies cards that I need to know.
Response to Question 4: The vendor is required to supply a card reader. Under Section 3.1- Technical Requirements there is a sub-section titled 3.1.7 that details what the computer shall mailto:kendra.napper@bep.gov include. Under the sub-section 3.1.7 it includes a bullet point that reads as follows: “The necessary peripherals include a wired keyboard, mouse, and SmartCard reader. The SmartCard reader may be included in the keyboard.”
