About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 2031ZA25Q00157, related to a Patrol Rifle Replacement Red Dot System and Suppressors issued by the Department of the Treasury Bureau of Engraving and Printing. The Q&A document addresses four key vendor inquiries, providing clarifications on technical specifications and contract requirements.

The government responses clarify that: (1) "ArmorLube" is not a specific requirement, only a black finish is needed; (2) contractors are not expected to install equipment or provide training, only deliver within 45 days of contract award; and (3) vendors may submit either part number M2449-003 or #2448 for the Flow 556K suppressor, with corresponding mounts listed separately if preferred. The document provides flexibility in component selection while maintaining core technical specifications for the rifle system procurement.

Questions and Answers

April 30, 2025

1. Please provide more information about the "Black Armor Lube" mentioned in line item 002, unable to find a lubricant that matches this name?

Government Response: The “ArmorLube” is not a requirement as long as the finish is black in color.

2. Can you also advise if this is a specific lubricant that is requested; what size bottles/containers are needed?

Government Response: The government is not requesting a specific lubricant.

“ArmorLube”. No additional lubricants are requested.

3. In the combined synopsis and solicitation under section (vii) it states "(vii) Date/Place of delivery and acceptance of FOB Point: Contractor shall deliver, install and provide training for the new equipment within 45 days of contract award to the following address" Are contractors expected to install the requested equipment and provide training? Please advise as this is not mentioned in the SOW.

Government Response: See updated “Amendment 0001 Combined Synopsis Solicitation Rifle System 04302025,” section (vii) revised to reflect the following, “Contractor shall deliver the new equipment within 45 days of contract award to the following address.” Contractors will not be installing the requested equipment, and training is not requested or needed.

4. Attachment 1 (SOW) has item number 2448 listed in the documents with a description which is not accurate. The part number 2448 is just for the standard commercial Flow 556K suppressor with no ArmorLube coating, NOR the flash hider. You will need to update it to PN: M2449-003. If you judge the submission o of PN: 2448 you will get the incorrect items and will not be able to mount the suppressor to the weapons as there will be no flash hider included with that PN.

Government Response: Vendors may submit either part # M2449-003 or #2448 with corresponding mount listed separately if they prefer i.e. (#2448 with #1667 or #1559 listed as a separate line item).
