12. We have several questions about the promotional events:

a. How many contractor personnel is required to support promotional events?

Per Part 5.12 of the PWS, the Bureau of Engraving and Printing may occasionally host special educational promotional events and sales endeavors in support of its public education initiative. The Contractor shall be asked to assist during these before-during-after hours events if needed and per Contracting Officer Representative (COR) approval, by staffing informational booths, providing guided tours, selling products, making announcements, providing shuttle services, or other similar functions. Contractor staffing requirements to support special educational promotional events shall be determined by the Contractor in coordination with the COR.

b. How many after hour promotional events have there been on average annually?

Per Part 5.12 of the PWS, the Bureau of Engraving and Printing may occasionally host special educational promotional events and sales endeavors before, during, and after regular TVC hours on-site and at off-site venues. Promotional events, such as the Employee Craftsmanship Demonstrations, are conducted on-site three (3) times a year. Other promotional events may be conducted two (2) to three (3) times a year during holidays and special observances. The Contractor may use a flexible work schedule for special educational promotional events and sales endeavors held on-site.

c. How many offsite promotional events have there been on average annually?

Per Part 5.12 of the PWS, the Bureau of Engraving and Printing may occasionally host special educational promotional events and sales endeavors before, during, and after regular TVC hours on-site and at off-site venues. In the event after-hours and off-site service is required, the Contractor will be provided a 2-week notice, and the number of hours will be determined and approved prior to the event by the Contracting Officer. These events may be conducted every one (1) to two (2) years.

d. How many hours on average do the promotional events last?

Per Part 5.12 of the PWS, the Bureau of Engraving and Printing may occasionally host special educational promotional events and sales endeavors before, during, and after regular TVC hours on-site and at off-site venues. The Contractor may use a flexible work schedule for special educational promotional events and sales endeavors held on-site. Contractor staffing requirements to support off-site special educational promotional events shall be determined by the Contractor in coordination with the Contracting Officer Representative (and Contracting Officer if necessary).

13. It is stated under Sub-Factor II: Oral Presentation on page 55 of 64 of the RFP that presentations "will include... 2) Alternate Project Manager (if applicable)". What does the “(if applicable)” mean?

The offeror's presenter(s) must be chosen from the offeror's proposed key personnel and must include the proposed Project Manager and the Assistant Project Manager (if applicable), functional leads, if desired, and any subcontractor personnel that will actually be performing one or more of the Part 5 functions. The offeror may not use a professional speaker or consultant to make its presentation. Participation by such personnel outside the above may adversely affect the offeror’s evaluation. No more than four (4) representatives from the offeror may attend the oral presentation, subject to the Contracting Officer's approval. Of those four (4) representatives, only one (1) may be a company executive, who will not be a presenter. Proposed subcontractor personnel shall be limited to his/her functional area(s) of responsibility in the performance of the areas listed in Part 5.

14. It is mentioned that the Project Manager PM is required to have verifiable experience in managing, supervising or overseeing transportation operations. However, it is rare to find a PM with both relevant tour management experience AND visitor transportation experience since the responsibilities are commonly supervised by separate managerial personnel in the tour industry. As such, we feel that this requirement is overly restrictive and favors the incumbent. We request that the BEP remove the transportation experience as a PM requirement and permit the bidder to propose an alternate and viable solution to manage transportation operations.

Per Part 1 and 1.1 of the PWS, the specifications for the Tour and Visitor Center (TVC) contract have been determined by the Bureau of Engraving and Printing to be the knowledge and skills needed to successfully complete this requirement. Offerors are encouraged to submit personnel and a staffing plan that demonstrate their ability to manage TVC operations as described in the PWS. This may include proposing alternate and viable solutions to manage transportation and other operations.

15. Please confirm that if we use a Power Point slides in our Oral presentation, we will not need to include a copy of the slides in Volume I of our written proposal.

Offerors are NOT to submit oral presentation slides with the initial proposal. Oral presentation slides shall be requested from offerors approximately five (5) to ten (10) business days before presentations are given. All slides, including hardcopy or digital slides, shall be numbered in sequence.

No more than 25 slides shall be used. Offerors shall not spend an inordinate amount of time talking to slides. They should orally describe their process, procedures, skills, and application of resources to show their capability in performing visitor center and tour operations. Use of more than 25 slides or transparencies will result in a lower evaluation.

16. The proposal instructions for Volume II – Past Performance on page 57 states that each Offeror should provide a list of “up to three (3) of the most relevant contracts…”. Section M Past performance on page 62 then indicates that past performance questionnaires should be completed by the three references identified. The language in Section M suggests that offerors need to provide no less than three references, which contradicts the proposal instructions. As such, we request that the BEP amend Section M accordingly.

The Contractor shall be responsible for the costs of the fuel, maintenance, and upkeep for all transportation vehicles used in association with this contract.
