Question and Answers – RFQ 2031ZA20Q00278
1. Para 1.6.5A states that canine detection services will consist of 244 - 312 site visits per period of performance with two hours of detection services per deployment (which seems to mean 488 - 624 hours of detection services), but later states a usage estimate of 4 hours of detection services per week for 46 weeks (184 hours) plus 6 hours of detection services for 12 days (72 hours) totaling 256 hours. Could you please clarify the requirement?
Answer: The number of site visits is based on the Police Services Branch, Inspector or designated representative discretion. The current plan is to utilize the CDT 244 Days Usage Estimation: 232 Days = 46 Weeks/46 Weeks @ 4 Hours Per Week (184 Hours). In addition to Visitor Center Special Events - 12 Days @ 6 Hours Per Day (72 Hours). NOTE: Due to current world events the Public Tour Facility is closed until further notice. The CDT will be utilized under the 4 Hours Per Week scheduling until normal operations are resumed in the Tour Facility.
2. Para 1.6.7 states the Government will award a Firm Fixed Price Contract, but para 1.6.5A states that the Contractor shall only invoice for actual services rendered. Please clarify.
Answer: This contract will be awarded as a Firm Fixed Price award and shall be invoiced as such on a monthly basis. Section 1.6.5A has been updated.
3. Para 5.2C states that a distraction odor may be any non-explosive odor, but later states that "the Government reserves the right to use explosives as distraction odors". Please clarify.
Answer: The government reserves the right (via contractor validation) to ensure that proper materials are utilized for odor recognition testing. Contractor should provide COR or designated representative with applicable information for validation purposes.
4. What role will the US Government play in the testing and certification of the EDD teams in addition to receiving the Contractor's Certification documents regarding the CDTs, and the COR observing quarterly tests administered by the Contractor?
Answer: The government will play no role in testing and certification other than to receive validation of test material and observation of quarterly testing administered by the Contractor (COR will ensure all certification – recertification received in a timely manner as identified in the Performance Work Statement).
5. Does the BEP have storage facilities available for explosives provided by the Contractor for testing?
Answer: At the present time the BEP “DOES NOT” have storage facilities for explosives on-site. The COR shall be given prior notification of any explosive materials to be brought on site by the Contractor.
