Request for Clarification on 2031ZA18Q00153 Amendment A0001 – 15 May 2018
Answer to the Request for Clarification
Item Solicitation Section Comment/Question Answer General 1 General Would it be possible to open this Blanket
Purchase Agreement up to the entire Department of Treasury in allow the best value to the Government? This would include the following Bureaus: Alcohol and Tobacco Tax and Trade (TTB); Bureau of the Fiscal Service (BFS); Financial Crimes Enforcement Network (FinCen); Internal Revenue Service (IRS); Office of the Comptroller of the Currency (OCC); and the US Mint. We believe that doing this would result in a great savings by leveraging volume discounts while at the same time allowing a great convenience to the entire Department of Treasury. Any consideration that could be given to this would be appreciated and result in a great savings to the Government.
At this point, only the Bureau of Engraving and Printing (BEP) has a definite and immediate requirement (bona fide need) for the specific ammunition found under the pricing schedule of this solicitation, attachment A.
The Department of Treasury is conducting market research to possibility establish a Treasury‐wide vehicle for this type of requirement. Due to the time it would take to identify other components’ needs, pre‐sol reviews, solicitation, evaluation, pre‐award, and award, the BEP’s need would be further delayed.
As this is a recurring requirement, with this acquisition, it is the intent of the BEP to put in place a BPA to fulfill repetitive needs for the supplies. This acquisition will reduce administrative costs by eliminating the need for issuing individual purchase orders. The ammunition for duty and training will continue to enhance the overall readiness of the Police Operations Division protective capability at each BEP facility.
2 General We would like to request a Service Disabled Veteran Owned Small Business (SDVOSB) set aside. This solicitation was previously out for bid, under solicitation number 20131ZA18Q00153 and it was set aside for SDVOSB.
In Fiscal Year 2017, a solicitation was issued as a Combined Synopsis/Solicitation via the GPE on 07 August 2017 with a closing date of 05 September 2017. The solicitation was issued specifically for Service‐Disabled Veteran‐Owned Small Business based on the available SDVOSB sources, following the guidance at FAR 19.1405(b); however, at closing, only one response was received against the solicitation. The offer was found to be Unacceptable because the offeror proposed other than brand name ammunition.
Request for Clarification on 2031ZA18Q00153 Amendment A0001 – 15 May 2018
Answer to the Request for Clarification
This solicitation is a brand name procurement that does not allow for set‐aside due to the non‐manufacturer rule.
Remington and Federal (Vista Outdoor Sales) ammunition are manufactured by large businesses. Therefore, setting aside the requirement for small business concerns would be in violation of Non‐manufacturer rule set forth by the Small Business Administration and Federal Acquisition Regulation 52.219‐14. No class waivers exists for this procurement that would allow for set‐side for small business concerns.
