About this file
This is a Department of Treasury Limited-Sources Justification document for a bridge contract award under the Multiple Award Schedule (MAS) Program. The Office of the Comptroller of the Currency (OCC) IT Services Office is seeking approval to award a 6-month labor hour bridge contract to PBG Consulting, LLC, with a 6-month option, with a need date of September 18, 2026. The contract will provide continued IT governance and compliance services supporting OCC's internal directives and federal statutory obligations, including FISMA, the Clinger-Cohen Act, E-Government Act, OMB Circulars A-130 and A-123, and NIST SP 800-53 requirements. These services are essential for maintaining secure, compliant, and auditable IT service delivery processes that support OCC's mission to oversee the safety and soundness of the U.S. banking system. The PSC code is DD01 (IT Services) and the NAICS code is 541511.
The justification is issued under FAR 8.405-6(a)(1)(i)(C), which permits limited-source awards when new work is a logical follow-on to an original Federal Supply Schedule order that was not previously issued under sole-source or limited-source procedures. PBG's original GSA order (2031JW21F00074) was placed in accordance with FSS procedures. The contracting officer has determined the award represents best value and lowest overall cost based on price analysis comparing the proposed contractor's pricing against previously awarded prices and current GSA schedule rates. No market research was conducted due to the nature of the acquisition; however, OCC plans to issue a competitive solicitation for subsequent acquisitions to allow time for evaluation and new award processing. The IGCE (Independent Government Cost Estimate) value is redacted.
