About this file
This document is a Request for Quotation (RFQ) for an Integrated Library System (ILS) for the Office of the Comptroller of the Currency (OCC). The solicitation seeks a cloud-hosted Software as a Service (SaaS) library management system to replace the current library system, supporting approximately 3,000 employees across headquarters and field offices. The system must include cataloging, circulation, serials, and electronic resources management modules, along with an Online Public Access Catalog (OPAC), and must be FedRAMP authorized and Section 508 compliant.
The contract will have a base period of one year from 10/01/2025 to 09/30/2026, with four one-year option periods potentially extending the contract to 09/30/2030. Vendors must submit quotations via email by 5:00 p.m. EDT on July 18, 2025, addressing technical requirements in a Requirements Matrix, providing a Voluntary Product Accessibility Template (VPAT), and demonstrating FedRAMP authorization. The evaluation will use a best-value tradeoff approach, considering technical specifications, FedRAMP status, Section 508 compliance, and pricing, with the lowest-priced technically acceptable quotation likely to be selected.

The Contractor shall furnish all technical, management, supervision, labor, material, licensing, and any other support necessary to provide the services as described in Section C –
Description/Specification/Statement of Work. The NAICS for this requirement is 513210, Software Publishers. This solicitation will be conducted with streamlined procedures, in accordance with FAR 12.6 and 13.5 procedures.
1.1 CONTRACT LINE ITEM NUMBERS (CLINS)
Prices are required for all contract line-items numbers (CLINs). The contract will be a Firm-
Fixed Price (FFP) contract. The contract will consist of a base period and four (4) one-year option periods. The option periods will be exercised at the sole discretion of the Government consistent with FAR 52.217-9.
1. BACKGROUND
The Office of the Comptroller of the Currency (OCC) is seeking to obtain an Integrated Library
System (ILS) to manage the OCC’s print and electronic resources. Currently, resources are made available to OCC staff agency-wide via the ILS Online Public Access Catalog (OPAC) based on IP address authentication.
The OCC Library serves approximately 3,000 employees at the OCC Headquarters and field offices. Agency’s employees also have access to an eBook Library hosted on a separate platform provided by OverDrive. The bibliographic records in the Library Catalog contain hyperlinks which lead the user to the corresponding title in the eBook library because the two systems – the
ILS and OverDrive Platform are connected via an Application Programming Interface (API).
The library’s current ILS has bibliographic machine readable (MARC) records for approximately
6,000 titles and 10,000 items. Of these 283 are for periodicals inclusive of 103 titles that are checked-in based on predictions; over 580 are for e-books and audiobooks from the eBook library, over 60 are for e-journals, and over 60 others are for online resources. These titles are accessible agency-wide via the OPAC. There are 1,006 circulation patrons’ records.
2. SCOPE
The OCC requires an Integrated Library System (ILS) with staff modules and Online Public
Access Catalog (OPAC) for customer interaction with all library resources.
3. INTEGRATED LIBRARY SYSTEM (ILS) REQUIREMENTS
