About this file
This is a Questions and Answers document for the Financial Management Systems Maintenance & Support (FMSMS) solicitation, specifically addressing Question 74 regarding corporate experience requirements. The document shows both the current language and a change being made to Section IV of the RFQ regarding the preparation and submission of quotations.
The key change clarifies that vendors must provide two recent (within past 5 years) examples of corporate experience, with one being from a Federal Government agency. While the original language required that "at least one of the examples provided, the quoter must have been the prime contractor," the revised language now requires vendors to "identify if the quoter served as the prime contractor or subcontractor" for all corporate experience examples submitted. The examples must be similar in size, scope and complexity to the SOW work described, and failure to clearly articulate how the corporate experience correlates to the SOW may result in an unfavorable evaluation.

Financial Management Systems Maintenance & Support (FMSMS)
# Question Response Change to RFQ Description of Change
74 For question 74, we are requesting a clarification. The government answered, "As stated on page 48 of the RFQ, quoter must provide one corporate experience where the quoter was the prime contractor.". We would like to rephrase the question. Does the term "quoter" refer to the entire team that the vendor is proposing to do this effort, including prime and subcontractors. Or does
"quoter" only mean the prime vendor?
For all corporate experience examples, identify if the quoter served as the prime contractor or subcontractor for the example.
Current:
Provide two recent (performed within the past 5 years) examples of corporate experience (one shall be experience with a Federal Government agency) similar in size, scope and complexity as the work described in the SOW. Describe the work performed and how it relates to your ability to perform the Financial Management Systems Maintenance and Support services for the OCC. For at least one of the examples provided, the quoter must have been the prime contractor. Failure to clearly articulate how the corporate experience examples correlate to the work in the SOW may result in an unfavorable evaluation.
