Q&A for CCBD RFQ 2031JW22Q00154

# RFQ Section Question Response Change to RFQ Text?

Description of Change Technical/ Contractual

1 General If this is recompete, has the SOW changed? Yes No Technical

General What solution are you currently using?

.7% sample of the Traditional Data from a Nationally Representative Consumer Credit Bureau, annually updated panel.

No Technical

General

To determine available solutions, can the OCC clarify if they are cloud enabled? If so, what cloud provider does the OCC use/prefer?

No, we are not cloud enabled for the purposes of this RFQ. No Technical

4 III.5 CONTRACT

DELIVERABLES

What technology does the OCC prefer for ingestion of supplied data?

PWS specifies the format of data deliverables, i.e., electronic files, as specified in the section III.5 Contract Deliverables.

No Technical

III.5 CONTRACT

DELIVERABLES

Would a cloud-based solution with delivery of data in an analytical environment which includes analytical tools satisfy the requirements of the RFQ?

The delivery method of data in electronic files presupposes the ability to download the data onto OCC servers for use. A purely analytical environment without the actual delivery of the data files onto OCC servers would not meet the requirements of the PWS.

No Technical

III.5 CONTRACT

DELIVERABLES

For a cloud-based solution with delivery of data in an analytical environment which includes analytical tools, please provide a list of required statistical software (i.e., Python, R, SaS, etc.)

and any others that are nice to have.

OCC uses a range of statistical software: R, SAS, STATA, Python, Julia, etc.

No Technical

General

For a cloud-based solution with delivery of data in an analytical environment which includes analytical tools, how many users would the OCC require?

There are probably several dozen users using bureau data, upwards of 30 users across OCC. Note: we do not have an exact number.

No Technical

III.1.3 Definitions Given the evolving landscape for the reporting of BNPL trades, are the PWS requirements for BNPL data flexible?

The requirement is to have the ability to capture BNPL trades.

The OCC recognizes this is an evolving field so is open to reviewing vendor solutions that still meet the requirement in the PWS.

No Technical

III.1.3 Definitions

For BNPL data, the RFP lists a July 1, 2022, date for required BNPL integration with the traditional consumer credit file.

Please expound on the basis of the chosen date and the requirement to provide snapshots prior to this date.

OCC sees this question as not relevant to fulfilling the requirement.

No Technical

III.2.4.2 Sample Design B

Would a 100% sample of the consumer credit and alternative data archives satisfy section III.2.4.2 Sample Design B of the

RFQ?

Yes, as long as it satisfies the requirements of a nationally representative sample for both traditional and alternative data.

No Technical

10a

III.1.3 Definitions

If yes to 100% sample, III.1.3 Definitions for data sets and their complements outlines expectations of four distinct files, or two files with associated identifiers and flags. Given that the 100% sample of both traditional credit data and alternative credit data deems sample flags unnecessary, does delivery of the required data with common unique identifiers satisfy the requirements of the RFQ?

Yes. Please refer to footnote 14 in the PWS. No Technical

10b III.2.4 Comprehensive Credit Data Sampling Plan

If yes to 100% sample, does this preclude the vendor from providing details on sampling methodology and comparisons for national representativeness?

Yes. No Technical

10c General

If yes to 100% sample, please expound on which sampling tasks in the PWS requirements would be eliminated/satisfied/modified by use of the 100% sample.

The PWS requirements specific to the sampling methodology would not apply to a situation of 100% sample, granted that the Vendor can demonstrate the national representation of the data.

No Technical to RFQ Text?

Description of Change Technical/ Contractual

III.2.1 Overarching Comprehensive Credit Data Requirement

Please expound on sources and scope of mergeable, third-party data, i.e., specific vendors, expected granularity of data linkage (will linkage require consumer level information that requires the sharing of PII?), frequency, file size/record count, etc.?

We do not require PII (and prefer not to have it). If a merge involving PII was required, the OCC would work with the vendor to determine the best solution possible. A common example of merging with other datasets is to be able to merge by geography with macroeconomic data.

No Technical

12 III.2.1 Overarching Comprehensive Credit Data Requirement

Please expound on data retention at termination of the contract.

Does the OCC require raw data retention or summary statistics/aggregated data only?

The OCC prefers rights to retain raw data for ongoing research purposes.

No Technical

III.2.1 Overarching Comprehensive Credit Data Requirement

In order to publish or share aggregate results, if the vendor requires prior approval of any such results or research before publication, does this meet the requirements of the RFQ?

The Vendor can have the right to review any such aggregate results or research prior to publication and to set and communicate clear rules for approval to OCC as part of the submission to RFQ. Our goal is to avoid any arbitrary veto power by the Vendor on our research and its dissemination.

No Technical

III.2.4.2 Sample Design B

As referenced in section III.2.4.2 Sample Design B, the sample selection and updating methodologies must be approved in advance by the COR. Please define the approval process with

COR?

The COR along with OCC Economists would review the methodology for sample and the update for the purposes of maintaining national representativeness over time as specified in the requirements, making sure the sample remains nationally representative.

No Technical

III.3.5.3 Record Options

As referenced in section III.3.5.3 Record Options (b.), is Vantage score 3.0 or 4.0 sufficient for this request? Should FICO be included in a pricing proposal? If so, what version is preferable?

The reference is III.3.5.3 Record Options (c) with respect to separate FICO option. FICO should be included in the Option pricing as stated in PWS. Vantage score is acceptable as part of the custom credit score as specified in Footnote 34 and as part of minimum required record features. However, FICO is a separate optional task as per III.3.5.3 Record Options (c) section.

No Technical

III.5 CONTRACT

DELIVERABLES

Section III.5 CONTRACT DELIVERABLES Format of Deliverables states that "The Contractor must deliver the data as electronic files (SAS or ASCII format)" and "The Contractor must deliver the documentation as electronic files, as PDF documents or Excel spreadsheets". What is the preferred delivery method for data and documentation files?

The requirement in the PWS is clearly stated. No Technical

General

Given the complexity of the solution, is the OCC open to providing an extension on the final submission date of the RFQ response?

No, unfortunately this is a very time-sensitive requirement for the OCC.

No Technical and Contractual

III.3.5.2 Record Features

Is an anonymized identifier for lending institutions required to be present for each record/inquiry/collections/bankruptcy, or will generic or custom peer groups meet this requirement?

Yes, it is specified as a requirement. Generic or custom peer groups do not meet this requirement.

No Technical

III.4.5.2 Record Features

If the vendor provides the attribute-only Alternative Core Data, how does the OCC expect the vendor to handle tradeline overlap between the Alternative Core Data and the Traditional Core Data?

In the case of attribute-only Alternative Core Data, to meet this option, one possible solution could be to create a flag for the traditional tradeline that the Vendor can also identify as part of the alternative core attribute data. However, the OCC is open to all solutions that meet the requirement.

No Technical

III.1.3 Definitions

If the sample for the Alternative Core Data can only be configured using individuals that are present in the Traditional

Yes, this would preclude the quote from being acceptable. No Technical to RFQ Text?

Description of Change Technical/ Contractual

Credit Bureau database, does this preclude the vendor from competing in the RFQ?

III.4.5.3 Alternative Record Options

If attribute-only Alternative Core data is supplied, what are the OCC's expectations around trended monthly tradeline data?

In that case, trended monthly attribute data are acceptable. Yes The first bullet under section III.4.5.3 of the PWS has been changed to (change highlighted in yellow):

(Optional task to be performed only if exercised by OCC) The Contractor must provide trended monthly (or higher frequency) tradeline or attribute data that includes at least: balance, scheduled payment amount, scheduled payment frequency/length of billing cycle, actual payment amount, credit limit, high credit, and credit score. The trended data should cover (at least) the trailing 24 months prior to the time of the database snapshot date. The 24-month duration for the trailing period is a minimum and the Contractor may offer to provide a longer duration.

Technical

22 General Can OCC accommodate a short, 1 week, extension of the RFQ due date?

No, unfortunately this is a very time-sensitive requirement for the OCC.

The term "technical direction" includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, fills in details and otherwise serves to ensure that tasks outlined in the work statement are accomplished satisfactorily.

(c) Technical direction must be within the scope of the specification(s)/work statement. The COR does NOT have authority to issue technical direction that:

(1) changes any of the terms, conditions, or specification(s)/work statement of the contract;

(3) interferes with the contractor's right to perform under the terms and conditions of the contract; or,

(OCC) 1052.232-8002 AVAILABILITY OF FUNDS (APR 2014)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of non-appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

(OCC) 1052.242-8000 EVALUATION OF CONTRACTOR PERFORMANCE (DEC 2010)

A. The OCC will evaluate the contractor’s performance after contract award. If this contract has option periods, interim evaluations will be conducted at the end of each option period and then a final evaluation report will be prepared at the completion of the entire contract. If this contract does not have renewal options, an evaluation will be conducted upon completion of the contract.

Notwithstanding the preceding, the Contracting Officer may conduct evaluations more or less frequently, if the Contracting Officer deems appropriate.

B. Evaluations will be conducted using an electronic format as established by Contractor Performance

Assessment Reporting System (CPARS), an internet-based database of contractor performance information. The OCC will enter the information, gathered from the evaluation, into the CPARS.

C. If the contractor responds to the evaluation, and the response rebuts any or all of the ratings, the

Contracting Officer will attempt to reconcile the areas of disagreement with the contractor. If agreement cannot be reached, the evaluation and response shall be reviewed at a level higher than the Contracting Officer and a final evaluation will be issued by the reviewing official. If the reviewing official finds, either all or in part, against the contractor, the contractor’s response shall become part of the final evaluation. The reviewing official’s final decision shall not be subject to dispute under the terms and conditions of the Disputes clause or subject to resolution in accordance with the terms and conditions of the Alternative Dispute Resolution clause. The reviewing official will provide the contractor with a copy of the final evaluation.

D. Any government agency authorized to access the Past Performance Information Retrieval System

(PPIRS) database will be able to view the performance information related to this contract. Any government agency may also receive a copy the contractor’s performance evaluation, and any associated comments, by contacting the OCC. (SEP 2016)

(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who provide technical direction or in any other manner communicates with contractor personnel during the performance of this contract shall constitute a change under the “Changes” clause of this contract.

(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer (CO) or is pursuant to specific authority otherwise included as a part of this contract.

(c) The CO is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the CO’s. In the event the Contractor effects any change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. The primary CO will be identified via separate letter to the contractor. Any CO with appropriate warrant authority may direct changes through a modification to the contract.

(OCC) 1052.342-8000 CONTRACTOR’S COMMITMENT TO EQUAL OPPORTUNITY IN

EMPLOYMENT AND CONTRACTING (MAR 2019)

Contractor confirms its commitment to equal opportunity in employment and contracting. To implement this commitment, the Contractor shall ensure, to the maximum extent possible consistent with applicable law, the fair inclusion of minorities and women in its workforce. The Contractor shall insert the substance of this clause in all subcontracts under this Contract when the dollar value exceeds $150,000.

Within thirty (30) calendar days of a written request from the OCC’s Office of Minority and Women Inclusion (OMWI), or such longer time as the OMWI determines, and without any additional consideration required from the Agency, the Contractor shall provide documentation, satisfactory to the Agency, of the actions it (and, as applicable, its subcontractors) has undertaken to demonstrate its good-faith efforts to comply with the aforementioned provisions.

For purposes of this contract, “good-faith efforts” may include actions by the contractor intended to identify and, if present, remove barriers to minority and women employment or expansion of employment opportunities for minorities and women within its workforce. Efforts to remove such barriers may include, but are not limited to, recruiting minorities and women, providing job-related training, or engaging in other activities that could lead to those results.

The documentation requested by the OMWI may include, but is not limited to, one or more of the following:

1. A written affirmative action plan or other written program designed to ensure the fair inclusion of minorities and women in the contractor’s workforce, including outreach, recruitment, and training efforts whereby the contractor sets forth specific, results-oriented policies and procedures.

2. A list of subcontract awards under the Contract categorized by dollar, date of award, and the subcontractor’s ownership status, including whether the subcontractor is minority-owned (by race and/or ethnicity) or women-owned.

3. Documentation similar to that described in paragraph 1 with respect to each subcontractor.

4. Any other actions demonstrating the contractor’s or subcontractor’s good-faith efforts to include minorities and women in its workforce.

Consistent with Section 342(c)(3) of the Dodd–Frank Wall Street Reform and Consumer Protection Act (PL 111-203) (Dodd–Frank), a failure to demonstrate to the Director of the OMWI such good-faith efforts to include minorities and women in the Contractor’s workforce (and, as applicable, the workforce of its subcontractors) may result in termination of the Contract for default, referral to the Office of Federal Contract Compliance Programs, or other appropriate action.

For purposes of this clause, the terms “minority,” “minority-owned business” and “women-owned business” shall have the meanings set forth in Section 342(g) of Dodd–Frank.
