PART II – PERFORMANCE WORK STATEMENT

1.0 INTRODUCTION

The Office of the Comptroller of the Currency (OCC) requires a Contractor to perform a variety of editorial services for internal or external distribution, either in print or online.

2.0 BACKGROUND

The OCC is an independent bureau of the United States Department of the Treasury. The OCC charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. The OCC’s mission is to ensure that national banks and federal savings associations operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations.

3.0 SCOPE AND OBJECTIVES

The editorial services of this Purchase Order relate to writing, rewriting, copy editing, substantive editing, proofreading, formatting, graphics editing, and editorial production (collectively, editing) for such OCC publications as handbooks, issuances, manuals, legal and accounting publications, reports, newsletters, brochures, presentations, and other supervisory guidance.

The turnaround times for receiving suggested edits depend on the type of publication and level of complexity. For example, timeframes could range from one day to one month depending on the complexity of the task. More complex or larger publications may require multiple rounds of reviews.

For the purposes of this Purchase Order, substantive editing is defined as the editor having the ability to consider a document's concept and intended use, content, organization, design, and style. The purpose of substantive editing is to make the document functional for its readers, not just to make it correct and consistent through copy editing. Providing substantive editing for OCC documents, therefore, requires knowledge and experience editing federal financial regulations, guidance, or supervisory material.

4.0 GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION

The OCC will provide the following:

• Editorial content: Content includes the publication’s draft narrative, headlines, captions, hyperlinks, charts, tables, figures, source lines, credits, footnotes, boilerplate language, etc. Draft text will be shared as MS Word 2013 (or new version) documents. Documents might also be sent as MS Excel, MS PowerPoint, or PDF, among other document types.

• Production timeline: Timeline explains when deliverables are due to and from the Contractor. This information will be conveyed in electronic written communications to the contractor along with the documents to be edited. The OCC Contract Administrator, to be identified at time of award, shall be included on all such communications.

• Editorial guidance: Guidance addresses editing style, usage, and procedures. Guidance includes (by order of precedence) the OCC Style Manual, which will be provided upon award, The Chicago Manual of Style, Merriam-Webster’s Collegiate Dictionary or Merriam-Webster Unabridged, and the

Associated Press Stylebook. Other relevant guidance includes Standard Operating Procedures (SOP) and templates applying to specific publications, and samples of previously issued publications.

5.0 EDITING TASKS

The OCC will provide the Contractor with all written text for the product. As part of its quality control procedures, the Contractor shall ensure that product content is professionally written and edited, is spelled correctly, and is grammatically correct. The OCC will provide the Contractor with .docx files produced in MS Word 2013, and the Contractor shall edit the documents using MS Word’s “Track Changes” feature and make queries/comments using comment balloons. The Contractor shall return edits as MS Word 2013 (or newer version as specified by the OCC) .docx files.

The OCC’s Editorial Services staff within the Communications Division will serve as the final arbiter of editing style and usage and will perform final edits to ensure that text conforms to OCC style, guidance, and standards. Note: All products are published with bankers in mind, but narratives must be understood by the general public-unless otherwise specified in by the OCC.

The Contractor shall edit as closely to OCC style, guidance, and standards as possible. The Contractor shall perform substantive editing, which includes writing, rewriting, copy editing, proofreading, formatting, and editorial production. The Contractor shall point out incomprehensible writing and suggest options for clarifying. The Contractor shall edit content for readability without changing meaning. The Contractor shall note instances where meaning might have changed in the process of editing. Language used in comment balloons must be tactful and diplomatic.

By “editing,” the OCC means correcting grammar, punctuation, capitalization; adhering to style; clarifying obtuse sentences; pointing out incomprehensible writing or overreliance on jargon and acronyms; writing effective headlines and captions; checking tables and figures against accompanying narrative; and inspecting consistency in presentation and formatting of content (alignment, border widths, font styles, sizes, and placement; consistent handling of like content). Substantive editing also requires familiarity with OCC and financial regulations, laws, and material so the Contractor can point out inconsistencies between draft content and published material.

The Contractor’s editing tasks also may include working on headlines, photo captions, and table and figure headings; formatting tables; proofreading data; and generating tables of contents, abbreviations listings, indexes, and other related front cover and back cover matter.

Deliverable due dates shall be specified in electronic written communications to the Contractor.

The Contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks assigned under this requirement.

The Contractor shall consult with the OCC’s Manager for Editorial Services or delegate in person, by telephone, or by email as necessary for timely discussion of progress, questions about whether or to what extent the articles should be edited, and any unforeseen problems that may arise in the performance of the work described in this PWS. Contact information for the OCC’s Manager for Editorial Services will be provided at time of award.

The Contractor shall send electronic text files to the OCC by email for approval.

The OCC will explain at the time the product is sent to the Contractor any extenuating factors that would impact editing such as audience and intent for the final disposition of the publication. The OCC also will explain for each product the level of editing effort required. The OCC’s Editorial Services unit and its internal customers will review the drafts. Editorial feedback for the Contractor will be provided in writing, either via email or in tracked edits and comment balloons in the MS Word 2013 (or newer version) documents, or both. Phone calls between the Editorial Services unit and the Contractor also may be needed to clarify editing requirements.

6.0 PERSONNEL

The Contractor shall provide all Senior Editors and Copy Editors to fulfill the requirements of this Purchase Order. All Senior Editors and Copy Editors shall at a minimum meet the following qualifications and fulfill the following duties and responsibilities:

Senior Editor: shall have at least 15 years of experience performing comprehensive and substantive editing and have a bachelor’s degree in a related field such as journalism or English. A Senior Editor shall have the ability to consider a document's concept and intended use, content, organization, design, and style. A Senior Editor shall make the document functional for its readers, not just to make it correct and consistent through copy editing. Providing substantive editing as a Senior Editor for OCC documents, therefore, requires knowledge and experience editing federal financial regulations, guidance, laws, and supervisory material so the editor can point out inconsistencies between draft content and published material.

Copy Editor: shall have at least 5 years of experience copy editing and formatting and have a bachelor’s degree in a related field such as journalism or English. A Copy Editor has the ability to correct grammar, punctuation, capitalization; make a document adhere to style; clarify obtuse sentences; point out incomprehensible writing or overreliance on jargon and acronyms; write effective headlines and captions;

and check tables and figures against accompanying narrative. A copy editor shall also be able to format a document to inspect it for consistency in presentation and formatting of content (alignment, border widths, font styles, sizes, and placement; consistent handling of like content), and comparison to standard templates.

7.0 INSPECTION AND ACCEPTANCE

The OCC will review each deliverable prior to acceptance or provide the Contractor with documented reasons for non-acceptance of the deliverable. In the event of a rejected deliverable, the Contractor shall be notified in writing by the OCC of the specific reasons for rejection. The Contractor shall have an opportunity to correct the rejected deliverable and return it in accordance with delivery instructions. The Government will have five (5) business days to review the deliverable and make comments. The Contractor shall have one (1) business days to make corrections and redeliver. Should the OCC fail to complete the review within the review period; the deliverable will be considered accepted.
