Questions & Answers
# Question Answer
1 Can our proposed consultant work remotely at our contractor site?
Yes. Offerors are expected to work remotely at the contractor’s site.
Can you provide incumbent contract info if one exists?
Contract Number: TCC14HQP0074 Contractor Name: Scully Jessica Award Date: 12/19/2013
Do you have a projected start date? Per the Request for Quotation the base period of performance is 10/01/2019 through 09/30/2020
Is it mandatory that submitters have EDWOSB certification by the proposal submission date?
Per clause FAR 52.219-19, "Offers are solicited only from EDWOSB concerns. Offers received from concerns that are not EDWOSB concerns will not be considered." The contracting officer will verify EDWOSB status at the time of the close of the Request for Quotation.
Does the bidding company have to be certified by a third-party or as long as there is proof enough to show EDWOSB, can a “self-certified” company submit a proposal?
You must be either self-certified or third-party certified. Both methods will require you to use the certify.SBA.gov website. Per clause FAR 52.219-19, "The contracting officer will ensure that the apparent successful offeror has provided all required documents to the WOSB Program Repository. The contract will not be awarded until all required documents are received."
Is OCC working with a contractor(s) that are currently providing a similar level of service/scope? If so, can the government provide the contract number(s)?
Yes. TCC14HQP0074.
What is the basis of estimate for the hours of the Senior Editor and Copy Editor?
The number of hours listed are estimates. The number of hours are proportionate to the number of hours historically utilized by the OCC and are based on the OCC estimated annual ceiling.
Does the government expect the same level of effort for all years of the contract?
No. Actual number of hours will vary based on the needs of the OCC. Based on historical data, the lowest number of actual hours combined was 48 hours. However, the actual number of hours in a given year could be higher or lower.
Is the stated hour allocation set? If the contractor could provide value in a more flexible structure, is the government willing to consider other combinations of hours?
Stated hour allocation is set for purposes of calculation of the ceiling.
10 Will work be done onsite at a government facility or at contractor site?
Offerors are expected to work remotely at the contractor’s site.
11 Is a clearance required and, if so, at what level? A clearance is not required.
What graphics software and/or product does the government require to be used for graphics editing?
This position will edit graphics that appear in MS Word. No special graphics software is needed.
Will the contractor be required to do any original research and writing or is the work confined to editing materials already produced by OCC?
Work is typically editing materials produced by the OCC.
What is the total page count that will require editing in the base year? By the Senior Editor?
By the Copy Editor?
Work requirement is based on hours rather than page count.
What is the anticipated pace of editing? Will the editing be constant throughout the year or in bursts at specific times of year, month or week?
The pace is intermittent rather than constant.
Will the winning contractor be responsible for adjudicating and synthesizing reviewer comments?
No.
Are the MS Excel, MS PowerPoint, or PDF document types intended to be edited? (Section
5.0 states that for the editing MS Word 2013 will be provided.) If so, can the government provide approximate percentages for each type of document?
The Contractor will predominantly edit MS Word documents.
18 Has the government assumed the same editing time per page for all document types?
Work requirement is based on hours rather than page count.
19 Is the contractor expected to edit formulas in the MS Excel documents?
No.
The contract is set aside for EDWOSB. My business is certified as a disadvantaged business enterprise (DBE) and a WOSB. Do these certifications meet the requirement for
EDWOSB?
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible for the WOSB Program.
The contracting officer will verify EDWOSB status at the time of the close of the Request for Quotation.
21 Is this contract a single award or multiple award?
Single Award.
Are all key personnel (senior editor and copy editor) required to have a financial background or experience working with financial regulations?
Only the Senior Editor per PART II, 6.0
PERSONNEL.
What is the place of performance for the editing tasks to be performed under this contract? Is it on-site at Comptroller of the Currency offices, or at a contractor site?
Offerors are expected to work remotely at the contractor’s site.
If the place of performance is at a contractor site, can those contractors be remotely located, or will they be needed to attend meetings at the government site?
Offerors will not need to attend meetings at the government site.
Is this a re-compete of an existing contract, or a new requirement? If a re-compete, what is the name of the incumbent contract holder?
Re-compete. Scully Jessica.
Since the level of effort for each of the two positions required is so small (130 and 200 hours per year, respectively, or about 6% and 10%, respectively of a single FTE) it would be useful in planning an accurate quote to understand the typical patterns and distribution of working hours. Can you provide information about the expected usage of the editing staff? (For example, is the project work fairly consistent throughout the year, with usage rates being close to the average of 2.5 and 3.8 hours per week for most weeks? Or is it highly seasonal, with long periods of no work, punctuated by larger projects which might, for example, require 20 hours per week for two weeks? If it is seasonal, can you please provide information about any known production seasons (such as an annual report due, or quarterly publications)?
There is no production season. Typically, hours are used in increments of 20, 30, 40 hours or more per project rather than in small increments.
Section 9.0 on page 8 says “The Contractor shall provide the OCC’s Point of Contact (POC) with an estimated cost, by email, before work on any specific project is undertaken.” Is this referring to the estimated cost of the entire quotation (200 hours x the Senior Editor rate, plus 130 hours times the Copy Editor rate? Or does this mean that each engagement of the editors (handbook, manual, annual report) requires a review of the work, a contractor-provided estimate, and POC approval before work on that engagement begins?
Each engagement.
