About this file
This is an architectural drawing document for the County of San Mateo Department of Public Works' Cellular Distributed Antenna System (DAS) project at the North County Wellness Center in South San Francisco, California. The drawing depicts enlarged floor plans for the Intermediate Distribution Frame (IDF) rooms across multiple levels (Levels 1, 2, and 3) and specifies the detailed layout and equipment allocations for the neutral-host, 5G-ready cellular system. The design includes seven equipment racks with specific allocations: Racks 1 and 2 for miscellaneous systems, Rack 3 for security systems, Racks 4 and 5 for IT systems, and Racks 6 and 7 for third-party carrier equipment (AT&T, Verizon, and T-Mobile/Sprint). The drawing identifies wall space for cellular DAS equipment, specifies B-line 4-post racks (20" x 30" x 84"), universal cable runways, vertical wire managers, door access control panels, fire alarm panel space, and copper cable punchdown blocks. Additional infrastructure includes 4-inch wall sleeves typical throughout levels, ground busbars, electrical panels, four 4-inch underground conduits and three 4-inch C underground conduits from existing and new vaults on site, and Building Management System (BMS) control panels with dedicated 120-volt 20-ampere quad circuits on Levels 2 and 3. The project timeline specifies questions and contract exceptions due by March 2, 2026, proposals due by March 9, 2026 at 5:00 p.m., contract award anticipated for April 7, 2026, and equipment required on site by July 2026.
The project requires design, engineering, shop drawings, product data, system diagrams, submittal preparation, procurement, mobilization, site setup, equipment delivery, systems installation, testing, commissioning, training, documentation, and a minimum one-year warranty covering all materials, workmanship, programming, and performance. The DAS system must achieve minimum 95 percent in-building coverage for voice and data service with signal strength better than -85 dBm downlink and uplink greater than -95 dBm, complying with NEC and local building codes, RF exposure/EMF rules, and seismic/structural requirements. The contractor bears all costs including labor, materials, equipment, management, coordination, travel, lodging, meals, and fuel, with a $20,000 owner contingency allowance available for direct changes and unforeseen conditions. Required insurance includes comprehensive general liability of $1,000,000, motor vehicle liability of $1,000,000, and professional liability of $1,000,000. The County of San Mateo's local business procurement preference ordinance under County Ordinance Code Chapter 2.89 may apply, and contractors must comply with prevailing wage requirements under California Labor Code Section 1770 et seq., the San Mateo County Living Wage Ordinance, non-discrimination provisions, HIPAA regulations if applicable, and Section 504 of the Rehabilitation Act of 1973 compliance. Proposals will be evaluated on project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points), with the maximum fiscal obligation specified in Exhibit B of the executed agreement.
