About this file

This is Amendment 0002 to Solicitation 030ADV26R0047 issued by the Library of Congress Contracts and Grants Directorate, effective September 24, 2026. The amendment provides answers to offeror questions, removes Section C.6 and clause LC52.227-1, adds clause LC52.227-3, updates LC52.227-14 to base form, and provides an updated attachment for My Talking Books (RealSAM) Components v2. The solicitation does not extend the receipt date for offers.

The underlying solicitation seeks a contractor to provide RealSAM Dialog Licenses and technical support services for the National Library Service for the Blind and Print-Disabled (NLS). The contractor must supply: (1) new perpetual RealSAM Dialog Licenses at firm-fixed prices in blocks of 500; (2) annual license and technical support for both new and legacy perpetual licenses at firm-fixed prices in blocks of 500, with pricing based on four mutually exclusive scenarios reflecting varying levels of Library-hosted infrastructure; and (3) technical support services with performance metrics per Service Level Agreement, including 72-hour resolution targets and monthly status reporting. Key personnel requirements include a Project Manager with at least four years' experience managing similar projects and a Technical Support Lead with a bachelor's degree and four years' leading technical support for complex products. Deliverables include bi-weekly license reports, monthly status reports, monthly technical support reports, and post-award conference within 10 business days of award. The contract includes a deviation clause granting the Government a royalty-free, nonexclusive, irrevocable license for up to 5,000 users in the RealDialog Engine software and NLS Smart Speaker application source code (excluding RealDialog Engine source code), with the contractor retaining copyright ownership and providing indemnification against third-party claims.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C. STATEMENT OF WORK

C.1 OVERVIEW

The National Library Service for the Blind and Print-Disabled (NLS), Library of Congress (Library), is seeking a contractor to provide RealSAM Dialog Licenses and technical-support services for legacy RealSAM Dialog Licenses. Each license (legacy or new) shall include the cost of services needed to operate and maintain NLS’s My Talking Books (an Amazon Alexa skill) in production.

My Talking Books is an Amazon Alexa skill that enables NLS patrons to search the NLS collection, browse the NLS collection, retrieve/manage the patron’s Braille and Audio Reading Download (BARD) Wishlist, stream NLS talking books, and manage the patron’s Bookshelf using a voice-only interface available on Alexa-enabled commercial smart-speaker platforms.

The contractor shall be responsible for providing RealSAM Dialog licenses and services required to operate the system in production, while meeting all IT information-system security requirements as required by the Library of Congress.

C.2 BACKGROUND

NLS administers a free program that loans audio and braille books and magazines, music scores in braille and large print, and specially designed audio-playback and refreshable-braille-display equipment to residents of the United States who are unable to read or use standard print materials due to visual or physical impairment.

NLS administers the program nationally, while direct service to eligible individuals and institutions is the responsibility of cooperating network libraries in the various states, the District of Columbia, Puerto Rico, Guam, and the U. S. Virgin Islands. This service is also extended to eligible American citizens residing abroad.

C.3 SCOPE

The contractor shall provide the Library with new perpetual RealSAM Dialog licenses and technical support for perpetual RealSAM Dialog licenses—new or legacy—in its possession. This support includes the services needed to operate and maintain NLS’s My Talking Books (an Amazon Alexa skill) in production. My Talking Books is an Alexa skill that enables NLS patrons with Alexa-enabled smart-speaker devices to use a voice-only user interface to search the NLS Catalog, manage their Wishlist, access BARD Lists, and stream audio content from NLS’s Talking Book Collection.

C.4 REQUIREMENTS

The contractor shall provide the following:

C.4.1 RealSAM Dialog License – New Perpetual Licenses (not including technical/operational support)

The contractor shall provide the Library with perpetual RealSAM Dialog Licenses for purchase at a firm-fixed price.

These shall be provided in blocks of 500. The new perpetual licenses will not cover technical support or associated infrastructure costs. The Library will own these licenses, as it owns its existing 5,000 perpetual user licenses.

C.4.2 License and Technical Support for Perpetual Licenses (both new and legacy)

The contractor shall provide the Library with license and technical support. This support shall be provided on an annual basis at a firm-fixed price. This support shall be provided in blocks of 500. This support service must ensure that users with legacy RealSAM Dialog licenses can use the My Talking Books skill in production. The contractor shall provide the Library with a price schedule (Attachment J3 - Pricing Chart.xlsx) for the following scenarios:

A. RealSAM Dialog License Support – An annual fee for blocks of 500 perpetual user licenses for the RealSAM dialog engine. This scenario reflects the current state of affairs where the contractor is hosting all required non-GFE services (Auth Proxy, Streaming Servers, Dialog Engine, etc.).

B. RealSAM Dialog License Support with Auth Proxy hosted by the Library – same as scenario A, but the Library would host the Auth Proxy service instead of the contractor.

C. RealSAM Legacy Dialog License Support with Auth Proxy and Streaming Servers hosted by the Library – same as scenario A, but the Library would host both the Auth Proxy service and Streaming Servers instead of the contractor.

D. RealSAM Legacy Dialog License Support with Auth Proxy, Streaming Servers, and Dialog Engine (Binary Blob) hosted by Library – same as scenario A, but the Library would host the Auth Proxy service, Streaming Servers, and a binary blob of the dialog engine instead of the contractor.

Note— These scenarios are mutually exclusive. Consequently, 100% of the Library’s technical support for legacy licenses will be the same. The contractor shall not charge the Library for transitioning from scenario A (the status quo) to another scenario.

C.4.3 Technical-Support Requirements

A. With each RealSAM Dialog License (new and legacy), the contractor shall provide technical-support services to assist with answering technical questions and providing end-user support to resolve My Talking Books issues.

Performance metrics for the delivery of technical-support service shall be in compliance with Attachment J1 - SLA for My Talking Books (RealSAM).xlsx. For new licenses, these support services will be provided for each and every license purchased as part of the purchase price.

B. The contractor’s technical-support resources are required to have a deep knowledge of My Talking Books and its infrastructure to sufficiently provide this service.

C. The contractor shall make a good-faith effort to resolve technical-support requests within 72 business hours of submission. If a support request cannot be resolved within 72 hours, the contractor shall provide a written explanation to the COR as to the reason for the delay and provide an estimated completion date for when the issue is expected to be resolved.

D. The contractor shall provide a written monthly Technical Support Status Report to the COR detailing technical support requests, actions taken, and their current status.

C.4.4 Status Reports

The contractor shall provide monthly status reports on the progress made in fulfilling technical-support requests and other contract deliverables. The format shall be determined by the COR.

C.4.5 Status Meeting

The contractor shall be responsible for keeping the COR informed about contractor progress throughout this contract’s POP and ensuring that the contractor’s activities are aligned with the Library's objectives. At a minimum, the contractor shall review the status and results of contractor performance with the COR monthly via Library-approved digital conferencing means (e.g., MS Teams). The contractor shall be available for discussion regarding any potential problems within two (2) business days of request.

C.5 CONTRACT PERFORMANCE

C.5.1 Bi-Weekly Reports

Every two weeks, the contractor shall provide the COR with a report on RealSAM Dialog Engine Licenses. This report will include, but is not limited to, the number of licenses in use, the number of licenses available, and the current status of all of the Library’s licenses.

C.5.2 Monthly Reports

Specific requirements and delivery schedules will be identified in each Task Order. The contractor shall provide program management and oversight for this contract and all Task Orders issued hereunder, including:

A. Production and quality control of deliverables B. Project planning, implementation, and reporting artifacts C. Detailed invoicing with itemized prices D. Technical support E. Report of technical support provided during each month F. Report of system maintenance performed during each month G. Report of SLA performance during each month

C.5.3 Schedule of Deliverables

Reference Description of Event/Deliverable Due Date/Payment Schedule

C.5.3 Post-Award Conference/Kick-Off Meeting 10 business days after the award

C.4.5 Status Meetings Every third Wednesday of each month, but also at request with 48-hour notice

C.4.4 Status Reports Every other Wednesday or at the request of the COR

C.5.1 RealSAM Dialog Engine License Report Every other Wednesday or at the request of the COR

C.5.2 Monthly Reports Monthly

C.4.1 New Perpetual RealSAM Dialog License Within 48 hours of award date

C.5.3 Contract Administration/Post-Award Conference/Kick-Off Meeting The contractor shall set up a post-award conference within 10 days of contract award. This meeting is intended to promote effective communication, align objectives, and establish the foundation for a productive working relationship.

The meeting agenda shall include, but is not limited to, the following:

A. Contract overview B. Roles and responsibilities C. Reporting and communication D. Deliverables and quality standards E. Performance metrics F. Billing and payment procedures

C.6 PROPERTY AND TITLE

Per FAR 52.227-14, all data produced, furnished, or acquired under this contract becomes the property of the Library.

The Project manager and alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. I.14 LC52.227-1 ASSIGNMENT OF COPYRIGHT TO THE LIBRARY OF CONGRESS (DEC 2001)

The Contractor hereby transfers and assigns to the Library any and all rights in the works produced under the contract including but not limited to copyrights. As the sole owner of the works produced under the contract, the Library will exercise all exclusive rights in the works, including but not limited to the right to distribute the Work, consistent with the Library’s ownership rights, including copyrights.

The contractor must include a similar clause into any subcontract under this contract.

(End of Clause)

I.14 LICENSE OF COPYRIGHT BY THE CONTRACTOR TO THE LIBRARY (DEC 2001) (DEVIATION)

The parties agree that the contractor owns the copyright in the RealDialog Engine software and supporting documentation for this software (the “Work”), and that the Work is composed of restricted computer software and limited rights data. In accordance with FAR 52.227- 14(g), the contractor hereby grants to the U.S. Government, and others acting on its behalf, a royalty-free/fully-paid-up, nonexclusive, irrevocable, unlimited, worldwide license for up to 5,000 users (the license will continue indefinitely and will not require further payments) in the Work to reproduce, prepare derivative works from, and perform publicly and display publicly (but not distribute copies to the public) by or on behalf of the Government. Upon termination or expiration of this contract, the contractor shall provide the Library of Congress with a complete copy of the Work, exclusive of source code of the RealDialog Engine, sufficient to permit the Library to exercise these licensed rights. For the avoidance of doubt, this complete copy of the Work (exclusive of source code) includes, without limitation, the binary code, “input and output protocols” definitions, and a thorough description of functional operation for the RealDialog Engine software, inclusive of the API and associated documentation. The contractor shall provide the Library with the whole NLS Smart Speaker application in source code, except for the RealDialog Engine, and warrants that this will provide everything necessary to allow the Library itself, or another contractor, to maintain, enhance and modify the entire solution, except for the RealDialog Engine. Use of the RealDialog Engine is governed by RealSAM’s commercial license agreement, subject to 36 C.F.R. § 701.7. The contractor warrants that it has the full authority to license the Work in the manner described above and that the Government’s use of the Work as contemplated in this license will not infringe any third-party's copyrights and/or related rights. The contractor shall indemnify and save harmless the Government from and against any and all claims, lawsuits, actions, damages, loss, costs and expenses (including attorneys’ fees), and demands, that in any manner result from or relate to contractor’s breach of this warranty. This indemnification is binding on contractor’s affiliates, assigns, and successors in interest. Third-party software components will be provided as commercial software under the license arrangements offered by those third parties.
