About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (SF 1449) issued by the Library of Congress for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.
The National Library Service for the Blind and Print-Disabled (NLS) seeks a contractor to provide RealSAM Dialog Licenses and technical support services for the My Talking Books Amazon Alexa skill, which enables blind and print-disabled patrons to search the NLS collection, manage wishlists, and stream audio content through voice-only interface. The contract covers both new perpetual RealSAM Dialog Licenses sold in blocks of 500 at firm-fixed prices, and annual technical support services for both new and legacy licenses. The contractor must provide technical support to resolve issues within 72 business hours, deliver bi-weekly license status reports, and conduct monthly status meetings with the Contracting Officer Representative. Four support scenarios are offered with varying levels of Library-hosted infrastructure, though all are priced equally regardless of scenario selected. The Solicitation Number is 030ADV26R0047, with an offer due date of September 18, 2026 at 5:00 PM EDT. The contract period runs from December 1, 2026 through November 30, 2031, divided into five one-year ordering periods. The minimum order value is $10,000, with a maximum aggregate ceiling of $3,000,000 across the entire period. This is an unrestricted acquisition evaluated using the Low Price, Technically Acceptable (LPTA) methodology. Proposals must be submitted electronically in three volumes addressing technical acceptability, licensing terms, and pricing, with a 10-page technical proposal limit. Offerors must be registered in SAM and must address accessibility compliance under the Americans with Disabilities Act. Key personnel including a Project Manager and Technical Support Lead with specified qualifications are required.

B.2 Award Type
Orders shall be placed for only defined requirements. These orders shall use the product categories and rates found in Attachment J3 - Pricing Chart. In the event that an order’s period of performance (POP) crosses fiscal or accounting periods, the rates must comply with the annual price that is current at the time the order is placed. No blended rates will be authorized at the order level. It does not matter if the majority of the work is performed in the next Ordering Period—the rates will be based upon the Ordering Period in which the TO/DO is awarded.
B.3 IDIQ Schedule
This IDIQ has the following periods:
Ordering Period 1: 12/01/2026 – 11/30/2027
030ADV26R0047 Section B

These are Ordering Years, not Option Years. Ordering Years do not need to be exercised individually.
B.4 Contract Minimum and Ceiling
The Library of Congress will order a minimum amount of $10,000.00 under this contract. Specific requirements will be identified in individual orders issued. During the life of this contract, the Government may order items, in any quantity, up to the maximum contract value specified below.
The maximum aggregate amount of all orders issued under this IDIQ contract shall not exceed a ceiling of $3,000,000.00 for the entire period of performance (POP).

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
C.1 OVERVIEW
The National Library Service for the Blind and Print-Disabled (NLS), Library of Congress (Library), is seeking a contractor to provide RealSAM Dialog Licenses and technical-support services for legacy RealSAM Dialog Licenses. Each license (legacy or new) shall include the cost of services needed to operate and maintain NLS’s My Talking Books (an Amazon Alexa skill) in production.
My Talking Books is an Amazon Alexa skill that enables NLS patrons to search the NLS collection, browse the NLS collection, retrieve/manage the patron’s Braille and Audio Reading Download (BARD) Wishlist, stream NLS talking books, and manage the patron’s Bookshelf using a voice-only interface available on Alexa-enabled commercial smart-speaker platforms.
The contractor shall be responsible for providing RealSAM Dialog licenses and services required to operate the system in production, while meeting all IT information-system security requirements as required by the Library of Congress.
C.2 BACKGROUND
NLS administers a free program that loans audio and braille books and magazines, music scores in braille and large print, and specially designed audio-playback and refreshable-braille-display equipment to residents of the United States who are unable to read or use standard print materials due to visual or physical impairment.
NLS administers the program nationally, while direct service to eligible individuals and institutions is the responsibility of cooperating network libraries in the various states, the District of Columbia, Puerto Rico, Guam, and the U. S. Virgin Islands. This service is also extended to eligible American citizens residing abroad.
C.3 SCOPE
The contractor shall provide the Library with new perpetual RealSAM Dialog licenses and technical support for perpetual RealSAM Dialog licenses—new or legacy—in its possession. This support includes the services needed to operate and maintain NLS’s My Talking Books (an Amazon Alexa skill) in production. My Talking Books is an Alexa skill that enables NLS patrons with Alexa-enabled smart-speaker devices to use a voice-only user interface to search the NLS Catalog, manage their Wishlist, access BARD Lists, and stream audio content from NLS’s Talking Book Collection.
C.4 REQUIREMENTS
The contractor shall provide the following:
C.4.1 RealSAM Dialog License – New Perpetual Licenses (not including technical/operational support)
The contractor shall provide the Library with perpetual RealSAM Dialog Licenses for purchase at a firm-fixed price.
These shall be provided in blocks of 500. The new perpetual licenses will not cover technical support or associated infrastructure costs. The Library will own these licenses, as it owns its existing 5,000 perpetual user licenses.
C.4.2 License and Technical Support for Perpetual Licenses (both new and legacy)
The contractor shall provide the Library with license and technical support. This support shall be provided on an annual basis at a firm-fixed price. This support shall be provided in blocks of 500. This support service must ensure that users with legacy RealSAM Dialog licenses can use the My Talking Books skill in production. The contractor shall provide the Library with a price schedule (Attachment J3 - Pricing Chart.xlsx) for the following scenarios:
A. RealSAM Dialog License Support – An annual fee for blocks of 500 perpetual user licenses for the RealSAM dialog engine. This scenario reflects the current state of affairs where the contractor is hosting all required non-GFE services (Auth Proxy, Streaming Servers, Dialog Engine, etc.).
B. RealSAM Dialog License Support with Auth Proxy hosted by the Library – same as scenario A, but the Library would host the Auth Proxy service instead of the contractor.
C. RealSAM Legacy Dialog License Support with Auth Proxy and Streaming Servers hosted by the Library – same as scenario A, but the Library would host both the Auth Proxy service and Streaming Servers instead of the contractor.
D. RealSAM Legacy Dialog License Support with Auth Proxy, Streaming Servers, and Dialog Engine (Binary Blob) hosted by Library – same as scenario A, but the Library would host the Auth Proxy service, Streaming Servers, and a binary blob of the dialog engine instead of the contractor.
Note— These scenarios are mutually exclusive. Consequently, 100% of the Library’s technical support for legacy licenses will be the same. The contractor shall not charge the Library for transitioning from scenario A (the status quo) to another scenario.
C.4.3 Technical-Support Requirements
A. With each RealSAM Dialog License (new and legacy), the contractor shall provide technical-support services to assist with answering technical questions and providing end-user support to resolve My Talking Books issues.
Performance metrics for the delivery of technical-support service shall be in compliance with Attachment J1 - SLA for My Talking Books (RealSAM).xlsx. For new licenses, these support services will be provided for each and every license purchased as part of the purchase price.
B. The contractor’s technical-support resources are required to have a deep knowledge of My Talking Books and its infrastructure to sufficiently provide this service.
C. The contractor shall make a good-faith effort to resolve technical-support requests within 72 business hours of submission. If a support request cannot be resolved within 72 hours, the contractor shall provide a written explanation to the COR as to the reason for the delay and provide an estimated completion date for when the issue is expected to be resolved.
D. The contractor shall provide a written monthly Technical Support Status Report to the COR detailing technical support requests, actions taken, and their current status.
C.4.4 Status Reports
The contractor shall provide monthly status reports on the progress made in fulfilling technical-support requests and other contract deliverables. The format shall be determined by the COR.

At a minimum, the contractor shall review the status and results of contractor performance with the COR monthly via Library-approved digital conferencing means (e.g., MS Teams). The contractor shall be available for discussion regarding any potential problems within two (2) business days of request.

The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems, and/or non-public Library information.
(1) Any access to non-public Library facilities, Library information technology systems, and/or non-public Library information will require a contractor employee fitness determination. All initial, existing, and reciprocal contractor employee fitness determinations will be subject to continuous vetting. Continuous vetting will vary based on position risk level. An example of continuous vetting is outlined in Trusted Workforce 2.0 (https://www.performance.gov/trusted-workforce/ and https://www.dcsa.mil/Personnel-Security/Continuous- Vetting/).
(2) A favorable contractor employee fitness determination requires completion and successful adjudication of a security application request (release forms, fingerprints, and a full background investigation). To facilitate the fitness determination, the prospective contractor employee shall submit to the Library complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP (https://eapp.nbis.mil) or other system as provided by the Personnel Security Division (PSD). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received. A background investigation generally will require that the candidate has cumulatively resided in the United States for at least three of the past five years. This requirement is subject to certain exceptions assessed on a case-by-case basis by PSD in accordance with established federal personnel vetting standards.
(3) After the contractor employee fitness determination, each contractor employee with a favorably adjudicated background investigation shall be enrolled in and subject to the Library’s continuous vetting process. Enrollment in the Library’s continuous vetting process also requires enrollment in the Federal Bureau of Investigation (FBI) Record of Arrest and Prosecution Background (“Rap Back”) program, which provides the Library with notification of any criminal activity by the enrollee. Upon enrollment in Rap Back, the Library shall provide each enrollee with a notification of their rights with respect to the collection and use of their fingerprints and to the accuracy of the information obtained from Rap Back, as well as a copy of the FBI Privacy Act Statement that describes how FBI may use their fingerprint images.
(4) The fact that the Library may conduct background investigations and continuous vetting on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct. This includes providing contractor personnel who can maintain compliance with the Library’s requirement of a drug-free workplace and federal laws regarding controlled substances (see the Controlled Substances Act, 21 U.S.C.
§ 801 et seq. for the definition of controlled substances). In the event that drug testing is required for a contractor employee to obtain a favorable fitness determination, the contractor will be responsible for bearing the costs of such testing, conducting the testing in a manner consistent with federal vetting standards, which are based on the testing protocols published by the Substance Abuse and Mental Health Services Administration (SAMHSA), and providing the results to the Library.
(5) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness or the contractor employee is non-compliant with the Library’s instructions or requests for information during the vetting process. In such cases, the Contracting Officer (CO) or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued. Contractor management staff may be required to escort the contractor employee from Library premises.
(6) The contractor will ensure the COR and CO are notified of all changes to those contractor personnel performing work on this contract that require non-public access.
