About this file

This Addendum No. 1, issued on October 28, 2026, amends FSCJ RFQ 2027C-10 for architectural services at the FSCJ Cecil Training Institute/Hub, located at two Jacksonville campuses (FSCJ Cecil Center North at 13550 FSCJ Cecil Drive and FSCJ Cecil Center South at 13450 Lake Fretwell Street). The solicitation seeks qualification statements from architectural firms and joint ventures licensed to practice architecture in Florida to provide renovation and remodeling services for multiple buildings. The deadline for submission remains November 19, 2026 at 2:00 p.m. Eastern Time. A non-mandatory pre-proposal conference was held on October 21, 2026 at 10:00 a.m., followed immediately by a site visit; no additional site visits will be conducted. The addendum includes clarifications on technical submission issues, establishes a question deadline of November 4, 2026 at 5:00 p.m., and provides a Questions and Answers section addressing 26 specific inquiries regarding eligibility requirements, joint venture formation, professional licensing, project experience documentation, insurance coverage, and team composition requirements.

Key eligibility requirements clarified in this addendum include: responding firms or joint ventures must demonstrate three years of operation as a licensed architectural firm, with the requirement applying to the respondent entity itself rather than individual subconsultants or affiliated entities; professional liability insurance with a minimum of $3,000,000 per occurrence is mandatory and cannot be substituted with umbrella or general liability coverage; all required Florida registrations and qualifications must be active and in good standing by the submission deadline; and respondents must identify core design disciplines including architecture, structural, mechanical, electrical, plumbing, fire protection, civil/site, landscape architecture, cost estimating, accessibility, BIM, construction administration, and specialty consultants relevant to industrial or laboratory design. Qualifications submissions are limited to 50 pages, excluding table of contents, drug-free workplace forms, MBE/WBE certificates, addendum signature sheets, and tab sheets. No design fees, pricing proposals, or hourly rate schedules should be included in Phase I submissions. The procurement follows the Consultants' Competitive Negotiation Act (FS 287.055) with no stated set-asides for minority- or women-owned businesses, though FSCJ encourages such participation. The project scope includes renovation for workforce education programs including welding, HVAC/R, low voltage wiring, OSHA training, advanced manufacturing, aviation maintenance and engineering technology with composites and non-destructive testing laboratory capabilities, computer classrooms, administrative spaces, student services, and related support facilities.

FSCJ RFQ: 2027C-10 Architectutal Servicecs: FSCJ Cecil Training Institute/Hub Attachment A

ADDENDUM NO. 1

CLARIFICATIONS

1. If having technical issues, send an email to support@getall.com and include FSCJ RFQ

2027C-10 with the specific defined discipline in the subject line.

2. The Question Deadline is 11/4/2026 at 5:00 p.m.

QUESTIONS AND ANSWERS

1. Q: Our firm carries $2M in Professional Liability and $3M in Umbrella Coverage. Would the

College consider accepting our $3 million Umbrella liability coverage in lieu of the $3 million Professional Liability coverage requirement?

A: The RFQ states a minimum professional liability/errors and omissions limit of $3,000,000 per occurrence. FSCJ does not intend for general, excess, or umbrella liability coverage to replace professional liability coverage.

2. Q: Section A(2) requires a minimum of three years in business as a licensed architectural firm.

Must the proposing legal entity itself satisfy this requirement, or may prior architectural practice by its qualifying architect, principals, predecessor entity, or affiliated firm be credited? Please specify the supporting documentation required.

A: The RFQ requires the responding architectural firm or joint venture submitting qualifications to demonstrate that it has been in business as a licensed architectural firm for a minimum of three (3) years. This requirement applies to the respondent and may not be satisfied solely through the experience of an individual architect, principal, affiliated firm, parent company, or subconsultant.

For a newly formed joint venture, the requirement may be satisfied through the lead architectural firm or member, provided the joint venture demonstrates continuity of experience and responsibility.

The three-year requirement does not independently apply to subconsultants.

Respondents relying upon predecessor organizations, mergers, acquisitions, reorganizations, or affiliated entities must provide sufficient documentation demonstrating continuity of ownership, management, operations, professional responsibility, and licensure. FSCJ reserves the right to evaluate the adequacy of such documentation and may request additional information to verify compliance with the RFQ requirements.

3. Q: For the three-year minimum requirement in Section A(2), must the entire period consist of architectural practice licensed in Florida, or may licensed architectural practice in another U.S. state or Brazil qualify?

A: The respondent must satisfy all Florida registrations and business qualifications required by the RFQ by the applicable deadline. Any foreign licensing history offered for consideration should be supported by verifiable official records and certified English translations, as applicable.

mailto:support@getall.com mailto:support@getall.com

4. Q: For a newly formed joint venture, must every member independently meet the three-year architectural firm requirement, or may an eligible lead firm satisfy this requirement on behalf of the joint venture?

A: Refer to Question #2. Each joint venture member must satisfy all applicable licensing and qualification requirements for the services it will perform.

5. Q: Must a joint venture be legally established and hold all required registrations by the submission deadline, or may an executed teaming agreement be submitted with formal establishment completed before contract execution? Please identify any minimum participation percentages and required documents for each member.

A: The RFQ does not currently state a minimum participation percentage. You may submit documentation identifying the legal structure, members, lead firm, authorized representative, division of responsibility, participation of each member, applicable Florida qualifications, and authority to bind the joint venture.

6. Q: May a recently established architectural LLC participate as a subconsultant to an eligible prime firm, and do the three-year operating history and twelve-month financial stability requirements apply independently to that subconsultant?

A: Refer to Question #2. The three-year requirement applies to the responding firm or joint venture and does not independently apply to subconsultants.

7. Q: What specific current document and issuing authority does FSCJ accept to satisfy the

“Current State of Florida Certificate of Corporate Authorization” requirement for an architectural LLC?

A: Respondents must comply with all applicable Florida licensing and authorization requirements identified in the RFQ. Any required registrations, licenses, or authorizations must be maintained throughout contract performance.

8. Q: Must all applicable architectural firm qualifications and professional registrations be approved and active by the qualifications submission deadline, or may pending approvals be completed before award or contract execution?

A: Professional registrations and business qualifications must be approved, active, and in good standing by the qualification's submission deadline. Respondents must not rely on a pending application unless FSCJ expressly authorizes a later completion date in writing.

9. Q: May comparable architectural projects completed in Brazil be submitted under Past

Experience, References, and Ability to Meet Time and Budget Requirements? Please identify any restrictions or additional documentation requirements for foreign projects.

A: Yes. FSCJ will consider relevant project experience regardless of geographic location.

Respondents should clearly describe the scope, complexity, size, and relevance of such projects and demonstrate how the experience relates to the services contemplated under the RFQ. The State Requirements for Educational Facilities (SREF) are established by the Florida Department of Education to implement the State Uniform Building Code for Public Educational Facilities under Chapter 1013, Florida Statutes (F.S.). All educational and ancillary facilities in Florida must comply with SREF, which sets standards for design, construction, maintenance and safety.

10. Q: May projects contracted and completed by a Brazilian affiliated firm be credited toward the respondent’s firm experience if the contracting entity, affiliation, and participating professionals are clearly identified? What evidence of affiliation and project responsibility is required?

A: Experience from affiliated or related entities may be submitted; however, respondents must clearly identify the relationship and demonstrate the availability of the personnel, resources, and expertise represented in the submission. Refer also to Question #9 regarding project experience evaluation.

11. Q: May proposed key personnel receive experience credit for projects completed while employed by other firms, provided that their individual roles and the original contracting firms are clearly identified?

A: Yes. Key personnel may submit experience obtained while employed by another firm, provided the individual's role and responsibilities on the referenced projects are clearly identified.

12. Q: Section 2.01 refers to related projects or clients “that you have managed at least three (3) years,” while Section 4.01 requests projects performed within the past three years. Please clarify the required project dates and relationship durations, and whether completed projects lasting less than three years qualify.

A: As the RFQ’s intended lookback period and any required duration of a project or client relationship is not stated clearly, respondents should provide start and completion dates, current status, and duration for each project and client relationship so the Evaluation Committee can assess responsiveness and relevance.

13. Q: Please confirm whether Florida public K–20 educational experience is preferred rather than mandatory, and whether comparable technical training facilities, industrial laboratories, and other educational projects are acceptable.

A: No. However, respondents should demonstrate relevant experience that best illustrates their qualifications and ability to perform the required services. Experience with Florida educational facilities may be considered when evaluating comparable project experience.

Refer to Question #9.

14. Q: How should an entity with less than twelve months of operation satisfy Section 8.04? Will an attestation covering the period since formation, supported by interim financial information or capitalization evidence, be accepted?

A: Entities operating less than minimum required period specified will be deemd non-responsive.

15. Q: Which design disciplines and specialist consultants must be identified and committed in the initial qualifications submission, and which may be selected after award?

A: FSCJ is requiring the respondent to identify the core architecture and educational-programming team, structural, mechanical, electrical, plumbing, fire protection, civil/site, landscape architecture, cost estimating, accessibility, BIM, construction administration, and necessary industrial or laboratory specialties.

16. Q: Please confirm that no proposed design fee or hourly rate schedule should be submitted during Phase I unless specifically requested, and that compensation will be negotiated after selection.

A: Based on the RFQ and the CCNA selection process, respondents should not include a proposed design fee, price proposal, or hourly-rate schedule in Phase I.

17. Q: Please confirm which mandatory forms and supporting documents count toward the fifty-page limit, particularly resumes, reference surveys, licenses, W-9, insurance evidence, and the Financial Attestation Form.

A: The RFQ states that pages are counted unless expressly excluded. Accordingly, resumes, reference surveys, licenses, registration evidence, insurance evidence, financial information, and the Financial Attestation Form should be treated as counting toward the 50-page limit.

The stated exclusions are the table of contents, drug-free workplace signature form or policies, MBE/WBE certificates, FSCJ addendum signature sheets, and tab sheets.

18. Q: Clarification: it was mentioned that the facility may eventually house material testing. What types: concrete, soil, steel, destructive, comprehensive, flexural, friction?

A: The RFQ does not identify a material testing program or specify the types of testing to be accommodated. The current project program includes Welding, HVAC/R, Low Voltage Wiring, OSHA, Advanced Manufacturing (Composites, CNC Machinist, Logistics, and Machining), computer classrooms, administrative spaces, student services, and related support facilities. Any future material testing requirements, if applicable, will be developed during programming and design.

Aviation Maintenance and Engineering Technology will share Composites and Non- Destructive Testing Lab with laboratory and instructional equipment that includes:

autoclave, nitrogen cradle, walk-in oven, walk-in freezer, laser cutter, laser ply alignment system, composite tooling/molds, hot bonder with heat blankets, blade clamp, thermocouple welders, hot/wet chamber, vacuum pump, central vacuum system, downdraft tables, heat press, universal tester, tester fixtures, extensometer, digital image correlation equipment, environmental chamber, non-destructive testing machine, waterjet cutter, vertical band saw, cutting blade, table saw, standing drill press, roll holder, table top, fabric rack, rack casters, hooks and rods, nylon cover, storage cabinet, digital height gauge, interactive touch monitor, monitor stand, whiteboard, workbench, swivel work chair, swivel stool, computer monitor, laptop, keyboard and mouse, laptop charging station, student work tables.

19. Q: Please clarify #7 of the evaluation material. How are the points assessed? Previously, if an entity had a large amount of work with FSCJ the points would be less. Is that still the criteria?

A: Evaluation Criterion E(7), "Volume of Work Previously Awarded by the College," is worth up to five (5) points. Refer to #7 F(d) for sample scoring.

20. Q: We heard FSCJ wanted to have a Military and Veterans Services Center on all FSCJ campuses. Does Cecil Campus include this in the master plan?

A: The RFQ does not identify a Military and Veterans Services Center as a program requirement for the Cecil Training Institute/Hub project. The current scope is focused on workforce education programs, instructional labs, student services, administrative offices, and related support spaces identified in the.

21. Q: We recognize the room in the middle of the library is currently being used as a testing center. When we reduce the square footage of the library, will the testing center be relocated to other spaces on this campus? If so, does it remain the current size or will it be increased with additional seats?

A: Yes, the College will look to relocate and expand the testing and assessment center to other space at Cecil North, possibly under-utilized classrooms, as stated at pre-proposal meeting and site tour. The College may engage professional services under separate contract or include in this solicitation.

22. Q: Page 4, A(2), requires verification of being in business as a licensed architectural firm for a minimum of three years. Must this requirement be satisfied by the proposing prime legal entity itself, or may it be satisfied by an architectural subconsultant or a member of a proposed joint venture?

A: Refer to Question #2. The responding architectural firm or joint venture must satisfy the minimum qualification requirement.

23. Q: Page 2 permits architectural firms and joint ventures to apply. May a Florida engineering firm lead a team or joint venture where a qualifying architectural firm provides all architectural services? Please explain how the three-year requirement applies to the lead entity, each JV member, and the JV itself, including a newly formed JV.

A: Refer to Question #2. FSCJ will evaluate qualifications based on the responding entity and any documented continuity of ownership, management, operations, professional responsibility including capabilities in academic programming and space planning and licensure.

24. Q: Where an established architectural prime meets the three-year minimum, may it include an architectural subconsultant that has operated for fewer than three years but has appropriately licensed and experienced personnel? Does the minimum apply independently to architectural subconsultants?

A: Refer to Question #2. The three-year requirement does not independently apply to subconsultants.

25. Q: Page 4, A(2), requests a current Florida Certificate of Corporate Authorization. Please identify the current documentation FSCJ will accept to satisfy this requirement for architectural firms and joint ventures, and specify which participating entities must provide it.

A: Refer to Question #7.

26. Q: May the submission include relevant projects performed by proposed subconsultants, named personnel at prior employers, or a parent/affiliated company, with clear attribution? Please distinguish experience that may receive evaluation credit from evidence required to establish the prime's minimum eligibility, and clarify whether a lack of directly contracted Florida educational projects affects eligibility or scoring.

A: Refer to Questions #9, #10, #11, and #13. FSCJ will evaluate the overall qualifications of the team, including relevant project experience, key personnel experience, affiliate experience where properly documented, and the similarity of referenced projects to the services contemplated under the RFQ.
