About this file

This document is a Statement of Work (SOW) for the procurement and integration of a mobile diesel generator system for USCG Base Kodiak in Cold Bay, Alaska.

The contractor must procure, assemble, integrate, and deliver a fully operational 150kW/188kVA mobile diesel generator unit within 90 days of Notice to Proceed. The generator specifications include a Cummins 6CTA8.3-G2 engine (EPA Tier 1 certified), Deep Sea Electronics GenSet 6110 digital controller, and soundproof/weatherproof Silent IP-65 enclosure with voltage configurable from 120V to 600V in single-phase and 3-phase options. The contractor shall supply a heavy-duty, dual-axle over-the-road trailer rated for minimum 10,000 lbs GVWR with electric brakes, LED DOT-approved lights, 7-way RV plug, and heavy-duty stabilization jacks. The scope includes integration of an oversized 275-gallon double-wall environmental containment fuel tank with mechanical and electronic gauges, fuel/water separator with dual filtration, and installation of two 200-Amp molded case circuit breakers in a NEMA 3R weatherproof enclosure with color-coded Camlock panels. The complete integrated system must not exceed dimensions of 130" X 51.25" X 81" to support transport via C-130 aircraft. Prior to shipment, the contractor must conduct a Factory Acceptance Test including structural inspections, dynamic safety shutdown verifications, and a certified Load Bank Test with documentation provided before delivery. The Contracting Officer is Robbin Kessler and the Contracting Officer's Representative is CWO Joe Black. Applicable standards include NEC/NFPA 70, Federal Motor Carrier Safety Regulations, and ISO 9001, ISO 17025, ISO 8258, and UL2200 standards. Failure to meet the 90-day deadline or unsatisfactory performance shall result in rework at no cost to the government.

Procurement of Cummins 150kW Mobile Diesel Generator

[COLD BAY, USCG Base Kodiak]

GENERAL REQUIREMENTS

Contractor will provide all supervision, labor, equipment, materials, and transportation to complete the procurement, assembly, trailer integration, electrical installation, testing, and delivery of a fully integrated, mobile 150kw diesel generator unit, including but not limited to, generator mounting, installation of an oversized fuel tank, and integration of two (2) 200amp enclosed circuit breakers.

The contractor is responsible to provide a complete and usable mobile power system upon completion of this project. This scope of work overviews the major items of work and in no way limits the details and work the contractor is responsible for that is not included in this document.

This may include requirements in referenced documents, code requirements, and workmanship details. The contractor is responsible for a high level of workmanship in the execution of work.

POINTS OF CONTACT

-The Contracting Officer (KO) is Robbin Kessler

-The Contracting Officer’s Representative (COR) is CWO Joe Black

SCOPE

The following items comprise the scope of work for this project. Items will not necessarily be completed in the order listed.

1. Procure one (1) 150kw/188kva 60 Hz diesel generator set. Generator must feature a

(brand name specific) Cummins 6CTA8.3-G2 engine (6 cylinder, in-line, water-cooled,

8.3 Liter displacement, turbocharged & aftercooled, EPA Tier 1 certified), a Deep Sea

Electronics (DSE) GenSet 6110 digital controller, and a soundproof/weatherproof Silent

IP-65 powder-coated enclosure. Voltage must be configurable from 120v to 600v in both single-phase and 3-phase options. Approximate dry generator weight is 4,850lbs with dimensions of 130” X 51.25” X 81”. Brand name is required due to compatibility with existing government conditions, including mechanics qualified to work on this brand and use of spare parts currently in inventory.

2. Supply a heavy-duty, dual-axle (tandem axles) over-the-road (OTR) trailer rated for a minimum of 10,000lbs GVWR (or sized with a 25% safety margin). Trailer must feature electric brakes on all wheels with an emergency breakaway switch, an adjustable height channel bracket 3” pintle eye, LED DOT-approved lights with a 7-way RV plug, and heavy-duty drop-leg stabilization jacks on the rear corners. Securely mount the generator set to the trailer chassis utilizing heavy-duty rubber-in-shear elastomer vibration isolators.

3. Integrate an oversized double-wall environmental containment fuel tank with a minimum capacity of 275 gallons positioned low in the trailer frame to maintain a low center of gravity. Tank construction must be heavy-gauge steel, internally baffled, and include a mechanical level gauge, electronic sending unit wired to the controller, lockable spill-containment fill neck, high-capacity fuel/water separator with primary and secondary filtration, and low-point drain plugs.

4. Install two (2) separate 200-Amp, molded case, thermal-magnetic circuit breakers housed within a NEMA 3R weatherproof enclosure. Breakers must be wired directly to the generator output bus with flexible, vibration-resistant, high-strand copper conductors sized for continuous duty. Connections must terminate inside a secure, padlockable enclosure featuring standard mechanical bus bar lugs and a color-coded female Camlock panel (double sets: Black, Red, Blue, White, Green) wired in parallel.

5. Conduct a Factory Acceptance Test (FAT) prior to shipment. Testing must include structural inspections, dynamic safety shutdown verifications (low oil pressure, high water temperature, overspeed, emergency stop), and a certified Load Bank Test. Provide a certified Load Bank Test Report and Pre-Delivery Inspection certificate prior to shipment.

NOTE: This generator unit configuration, including trailer, MUST meet dimensions supporting transport on a C130 aircraft. Dimensions NTE: 130” X 51.25” X 81”

Unsatisfactory performance shall result in work being re-accomplished at no cost to the government.

The Contractor shall keep the COR or KO fully informed on the daily progress of the work; from the start through completion of this project. Inspection is required by the COR prior to acceptance.
