About this file

This file contains attachments and bidding requirements for a Minnesota Department of Natural Resources Request for Bid (RFB) for mowing services on approximately 19 miles of road Right of Way (ROW) in southern Aitkin County. Contractors must provide labor, equipment, materials, tools, transportation, and incidentals necessary to complete the mowing work through December 31, 2027. All responses must be submitted electronically through the SWIFT Portal, with no email or faxed submissions accepted. A site visit is available by contacting Project Supervisor Derek Wagner at 218-429-3019 or derek.wagner@state.mn.us. Contractors requiring assistance with registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The State reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous.

Bidding requirements include submission of unit prices through SWIFT at the line item level that encompass all costs including labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. Responders must complete the Vendor Qualification Form (Attachment E) demonstrating at least one similar project as Prime Contractor with Substantial Completion since January 2022 valued at $5,000 or greater, provide information on key personnel with relevant experience, confirm no contract defaults or terminations for cause in the last 36 months, and confirm no willful or repeated OSHA safety citations with final orders in the last 36 months. The Equipment Qualification Form (Attachment F) requires detailed specifications for all equipment to be used, including mower and tractor details, and documentation that operators have a minimum of 150 hours experience operating the specified equipment. Equipment must be thoroughly cleaned before site entry to prevent invasive weed spread, and contractors must take precautions to avoid rutting and compaction.
