About this file
This is a Price Schedule document for a Request for Bids (RFB) issued by the Minnesota Department of Natural Resources for garbage and recycling services at Father Hennepin State Park in Mille Lacs County. The solicitation, numbered 2027-240, seeks bids for labor, equipment, materials, tools, transportation, and incidentals necessary to provide comprehensive waste management services over a two-year contract period from January 1, 2027, through December 31, 2028. The scope includes multiple service lines: garbage container pickups (4-cubic-yard and 2-cubic-yard containers) at varying frequencies (twice weekly, weekly, and on-call) during specified seasonal periods; co-mingled recycling container services (95-gallon carts provided by the vendor) at weekly and on-call frequencies; and rental carts if applicable. Estimated quantities over the two-year period range from 12 to 440 pickups depending on the service line. Interested vendors are encouraged to arrange site visits by contacting Matt Feigum at 320-676-8763 or matt.feigum@state.mn.us prior to submitting bids. All responses must be submitted electronically through the Swift Portal, and failure to respond with the latest event version may result in bid rejection.
Bidders are required to submit unit prices for each line item that include all costs such as labor, materials, tools, transportation, equipment, and applicable taxes, excluding the Solid Waste Management Tax and any additional taxes which will be applied at the time of award. Line 12 of the Price Schedule provides a separate section for vendors to list all applicable taxes and rates, including the Minnesota Solid Waste Tax and any county or city taxes. Additional bidding requirements include listing any overage fees for full dumpsters or large item pickups and any one-time delivery fees if applicable. The Price Schedule must be completed and uploaded in Microsoft Excel format (.xlsx or .xls) or as a PDF file; other file extensions may be compatible but the State reserves the right to reject submissions in incompatible formats. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, and the State reserves the right to award items separately, by grouping, or by total as deemed most advantageous. Contractors requiring assistance with Swift Portal registration or bid completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
