About this file
This document is a Government Response to Industry Questions on the S&TI Prototype Sources Sought posting issued by the Department of the Air Force, Headquarters Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, Ohio, dated October 1, 2026.
The response addresses two industry questions regarding the Modernization of Scientific and Technical Intelligence (S&TI) Prototype Effort. First, regarding work location requirements, the Government clarifies that not all work must be performed at Wright-Patterson AFB. Instead, respondents must possess a verified active Top Secret Facility Clearance (FCL) with current safeguarding capabilities up to TS/SCI and be capable of performing work both on-site at Wright-Patterson AFB, Ohio and within the contractor's own TS/SCI-cleared SCIF facilities. Respondents must provide TS/SCI-cleared personnel (Computer Scientists, EA Analysts, EW Engineers) capable of working in contractor SCIFs and traveling to WPAFB for on-site work and meetings as needed. Second, regarding submission method and SAM.gov registration, the Government confirms that email submission of responses is acceptable for this Sources Sought Notice/RFI, which is issued for market research purposes only and does not require formal proposals at this time. However, should the Government proceed with an award, the successful respondent must be registered in SAM.gov with an active CAGE code prior to award. Responses from companies without a valid CAGE code will still be reviewed during the market research phase. The response deadline referenced is October 9, 2026, at 3:00 PM ET.

SUBJECT: Government Response to the Questions from Industry on the S&TI Prototype Sources Sought Posting
1. In response to the subject effort, please see below Government responses:
A. Does the following statement require all work be performed in/around or at WPAFB, or does it mean the contractor may perform work at any SCIF location and is capable of traveling to WPAFB to perform work and attend meetings as needed?
"The RFI requires a verified active Top Secret Facility Clearance (FCL) with current safeguarding capabilities up to TS/SCI. Respondents must demonstrate the ability to provide TS/SCI cleared personnel (Computer Scientists, EA Analysts, EW Engineers) capable of performing on site at Wright-Patterson AFB, OH and within contractor SCIF facilities.”
Government Response: The statement does not require that all work be performed at Wright-Patterson AFB (WPAFB).
It means the respondent must:
• Possess a verified active Top Secret Facility Clearance (FCL) with current safeguarding capabilities up to TS/SCI, and
• Be capable of performing work both on-site at Wright-Patterson AFB, OH and within the contractor’s own TS/SCI-cleared SCIF facilities.
Respondents must have TS/SCI-cleared personnel (Computer Scientists, EA Analysts, EW Engineers) who can work in contractor SCIFs and who are also able to travel to WPAFB to perform on-site work and attend meetings as needed.
B. The notice references the PIEE Solicitation Module. Our SAM.gov entity registration was recently submitted and our CAGE code is still pending assignment, which may prevent PIEE vendor access before the October 9, 2026, 3:00 PM ET deadline. Please confirm whether email submission is acceptable or if PIEE is required.
Government Response: Email submission of responses to this Sources Sought Notice / RFI is acceptable.
Although the notice references the PIEE Solicitation Module, this is a Sources Sought / Request for Information issued for market research purposes only. Formal proposals are not being requested at this time. Therefore, responses may be submitted via email to the points of contact listed in the notice.
Please note that in the event the Government proceeds with an award, the successful respondent must be registered in SAM.gov with an active CAGE code prior to award.
Responses from companies without a valid CAGE code will still be reviewed during this market research phase.
