About this file
This is a Solicitation Questions & Answers (Q&A) document for Solicitation No. 030ADV26R0042 regarding Stereo Headphones for DTB Machines. The document does not address specific product requirements, pricing, or award information, as it serves as clarification guidance for potential offerors.
The Q&A addresses past performance and technical approach submission requirements. Key clarifications include: newly established offerors with no relevant history may receive neutral ratings if they cannot provide references; offerors must provide a minimum of three and maximum of five past performance references submitted directly by those references to the Library, with at least two references demonstrating prime contractor experience; proposed subcontractor or manufacturer experience may be included but must be clearly identified as subcontractor work rather than prime contractor work; manufacturer production history, quality control experience, technical testing capability, and warranty performance may be evaluated within the technical approach narrative; and all submitted information must clearly identify whether work was performed by the offeror as prime contractor, offeror as subcontractor, or proposed subcontractor to avoid misrepresentation. The document clarifies that no specific management documentation requirements exist in the solicitation beyond these guidelines.

Attachment J-4: Solicitation Questions & Answers (Q&A)
Stereo Headphones for DTB Machines
Solicitation No. 030ADV26R0042
Question #1: May a newly established offeror with no relevant past-performance history submit a written no-past-performance statement and receive a neutral past-performance rating?
Answer #1: Per Section L, Volume III-Past Performance, Offeror's references shall submit a minimum of three (3) and maximum of five (5) past performance references for projects of similar size, scope, and complexity submitted directly to the Library. Only references shall submit/email past performance questionnaires, the Offeror shall not submit/email past performance directly to Library.
Question #2: May offeror also submit three to five relevant past-performance questionnaires for its proposed key manufacturer or subcontractor to demonstrate the experience and performance capability of the proposed team?
Answer #2: Per Section L, Volume III-Past Performance, only Offeror’s references shall submit past performance questionnaires to the Library. The Offeror shall not submit references on behalf of themselves. The submitted information shall clearly identify whether the work was performed by the Offeror as the prime contractor, by the Offeror as subcontractor, or by a proposed subcontractor.
Question #3: Would the absence of two relevant prime-contractor references make the proposal noncompliant or ineligible, despite the neutral-rating language in Section M?
Answer #3: Per Section L, Volume III-Past Performance, References may be provided for either the prime contractor or proposed subcontractors; however, at least two (2) references shall reflect the relevant past performance of the prime contractor.
The Offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is provided by the Offeror or obtained by the
Government.
Question #4: May the proposed manufacturer’s production history, quality-control experience, technical testing capability, warranty performance, and delivery references be evaluated as part of Offeror’s technical approach and performance-risk assessment, provided the experience is clearly identified as subcontractor experience?
Answer #4: Per Section L, Volume II-Technical Approach shall be a narrative to include
Offeror's ability to meet solicitation requirements. Manufacturer’s production, quality control, testing capability, warranty performance, are to be included in technical narrative. The Offeror shall submit the required technical narrative to adhere to solicitation. The Offeror shall submit information regarding how they propose to fulfill the requirements, including use of subcontractors.
Question #5: Would a signed letter of commitment or teaming agreement from the proposed manufacturer be sufficient to establish its role and availability for contract performance, or does the Library require any additional documentation with the proposal?
Answer #5: No requirements for establishing management roles or management capabilities are included in this solicitation.
Question #6: The Offeror does not want to misrepresent another company’s experience as its own, and we would appreciate written clarification before investing in product samples, qualification testing, manufacturer negotiations, and preparation of the four required proposal volumes.
Answer #6: Per Section L, Volume III-Past Performance Volume, the submitted information shall clearly identify whether the work was performed by the offeror as the prime contractor, by the offeror as subcontractor, or by a proposed subcontractor.
