The Library of Congress, National Library Service for the Blind and Print Disabled (NLS), is seeking a contractor to develop and produce stereo headphones for patrons unable to read standard printed materials. This is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) single-award contract with a base period from September 1, 2026, through August 31, 2031. The contract minimum is $100,000 and the maximum is $2,000,000. The solicitation number is 030ADV26R0042, with an offer due date of July 31, 2026, at 5:00 PM EST. This is an unrestricted competition conducted under FAR Part 13.5 using a best value trade-off source selection process. Offerors must submit proposals electronically in four volumes: pre-award samples (two units), technical approach (limited to ten pages), past performance questionnaires (three to five references), and pricing using the provided pricing schedule with firm-fixed-price rates across three quantity tiers and five ordering years. The headphones must meet detailed mechanical and electrical specifications including lightweight construction with on-ear cushions, adjustable headband, 3.5mm stereo plug, sensitivity of 100-110 dB, impedance of 32 ohms, and frequency response of 20-20,000 Hz. Contractors must provide two proposal samples, twenty production control samples within 90 days of award, a quality control plan, and a one-year warranty covering all units. Production quantities must be distributed equally to two multistate distribution centers (Ohio and Utah), with delivery F.O.B. destination and all costs including shipping included in unit pricing. Past performance will be evaluated based on government contract history, technical approach will assess quality control and production capacity, pre-award samples must pass compliance testing on a pass/fail basis, and pricing will be evaluated for fairness and reasonableness. "Computer software"—

(2) Does not include computer databases or computer software documentation.

"Computer software documentation" means owner's manuals, user's manuals, installation instructions, operating instructions, and other similar items, regardless of storage medium, that explain the capabilities of the computer software or provide instructions for using the software.

The term does not include information incidental to contract administration, such as financial, administrative, cost or pricing, or management information.

This term does not include computer software or financial, administrative, cost or pricing, or management data or other information incidental to contract administration.
