About this file

This is a Questions and Responses document for two related FEDLINK task orders (2026-D-025-002 and 2026-D-025-003) issued by the United States Senate Sergeant at Arms for IT research subscription services. The solicitation seeks Executive Peer Partner services and access to an online IT intelligence database for five Executive-level licenses designated for the Chief Information Officer (CIO), Deputy Chief Information Officer (Deputy CIO), Chief Technology Officer (CTO), Chief Operating Officer (COO), and Chief Information Security Officer (CISO). Additionally, the CTO requires access to specialized data and analytics (D&A) resources including leadership effectiveness diagnostics, business value evaluation tools, and budgeting diagnostics, while the Deputy CIO requires IT infrastructure and operations (I&O) resources including leadership effectiveness and functional maturity diagnostics. Proposals must be submitted by 12:00 Noon ET on Tuesday, May 5, 2026, to Holly_McDonald@saa.senate.gov.

Responses clarify key submission requirements and evaluation criteria. Pricing shall be submitted as a separate document and will not count toward the ten-page technical proposal limit, which also excludes title pages, cover letters, and tables of contents. Offerors may propose multiple configurations and are encouraged to submit competitive pricing, though no budget has been disclosed. The SAA intends to make a single award but reserves the right to make multiple awards if determined to be in its best interest. All proposed exceptions to the referenced terms and conditions (Attachments H-1, H-2, and H-3) must be clearly identified and are subject to review and acceptance. Additional features not explicitly required may be considered if they enhance overall solution value but will not outweigh stated evaluation criteria. The same Executive Peer Partner must support all executives to ensure consistency, and every license holder must have individual one-on-one access to their named Executive Peer Partner.
