About this file

This is a Statement of Work (SOW) for a Task Order Proposal Request under the FEDLINK contract vehicle for the U.S. Senate Sergeant at Arms.

The procurement seeks Executive Peer Partner services to provide senior-level, peer-to-peer advisory support to the Chief Information Officer, Deputy CIO, and Chief Technology Officer for a one-year period of performance. The contractor must provide a specifically assigned Executive Peer Partner with at least ten years of IT leadership experience and a minimum of three years in a C-level role (CIO, CTO, Deputy CIO, or equivalent) with federal government experience. The Executive Peer Partner shall deliver confidential, independent advisory support on executive leadership, IT strategy, governance, risk management, and organizational challenges through periodic peer discussion sessions coordinated by the Sergeant at Arms. Deliverables include up to five executive-level licenses and scheduled peer advisory sessions. The assigned executive peer partner is designated as key personnel and cannot be reassigned without express consent of the Sergeant at Arms; any resignation must be reported in writing within forty-eight hours. The contractor must ensure continuity of the assigned individual throughout the performance period and maintain compliance with applicable Senate policies and procedures referenced in attachments. Technical proposals are limited to ten pages and must include a biography demonstrating the proposed partner's required qualifications and experience. This is a best-value competitive source selection where technical capability is weighted more heavily than price. Pricing shall be proposed at the appropriate Contract Line-Item Number level consistent with the contractor's awarded FEDLINK pricing schedule, with discounts from IDIQ pricing strongly encouraged.

C.3 Compliance Requirements

All services provided under this task order shall comply with applicable Senate policies and procedures (Attachments H-1, H-2, and H-3) and align with federal best practices for executive IT leadership and governance.

C.3.1 Key and Other Personnel

C.3.1.1 The Contracting Officer can designate key personnel under the Contract. Key personnel may not be changed or reassigned during the first ninety (90) days of performance on this Contract without the prior written approval of the Senate Contracting Officer, which shall not be unreasonably withheld.

C.3.1.2 During the period of performance of this Contract, key personnel substitutions shall not be permitted unless such substitutions are necessitated by an individual's sudden illness, personal hardship, death, or termination of employment or requested by the Contracting Officer or COR. In any of these events, the Contractor shall promptly notify the Contracting Officer and provide the information required in paragraph C.3.1.3.

C.3.1.3 All proposed substitutions must have qualifications that are equal to or higher than the qualifications of the person to be replaced. The Contracting Officer or designee will evaluate such request and notify the Contractor of the Senate's approval or disapproval thereof on substitutions within twenty (20) business days.

C.3.1.4 The Contracting Officer reserves the right to approve or disapprove the assignments of all personnel assigned to the performance of this Contract.

D. Pricing

The Contractor shall submit a Task Order price proposal in accordance with Section B – Supplies or Services and Prices/Costs of the FEDLINK contract. Pricing shall be proposed at the appropriate Contract Line-Item Number (CLIN) level and shall be consistent with the Contractor’s awarded pricing schedule and applicable pricing provisions of the contract. The Contractor shall submit a Task Order technical proposal no more than ten (10) pages in accordance with Section C – Description/Specifications/Statement of Work (SOW) of the FEDLINK contract. The technical proposal shall demonstrate the Contractor’s capability to fulfill the technical requirements described in this Solicitation as well as a biography of the proposed Executive Peer Partner demonstrating the required qualifications and experience.

Throughout the task order, the assigned executive peer partner shall be considered “key personnel” and shall not be re-assigned without the express consent of the SAA. If a key personnel resignation occurs, the Contractor shall notify the SAA in writing within forty-eight (48) hours of notification by the key personnel.

F. Task Order Evaluation

The SAA will evaluate the Contractor’s Task Order proposal in accordance with the ordering procedures of the FEDLINK contract. Evaluation shall consider technical capability and price to determine overall best value to the SAA.

This is a best-value, competitive source selection conducted in accordance with the FEDLINK contract. The best value tradeoff analysis will be between technical capability and price. Technical capability is considered more important than price. The importance of price could become greater where vendors’ technical approaches are evaluated as more equal.

G. Instructions

The Contractor shall submit its proposal in response to this Task Order Proposal Request (TOPR) in accordance with the terms and conditions of the FEDLINK contract and the instructions contained herein.
