About this file
This is a Scope of Services document for Glades Electric Cooperative, Inc. (GEC), a Florida-based electric cooperative, outlining requirements for electrical engineering consulting services to develop a comprehensive 20-year Long Range Plan (LRP). GEC seeks qualified engineering consulting firms to prepare an LRP that complies with Rural Utilities Service (RUS) requirements and serves as a strategic roadmap for system development and capital investment decisions. The primary deliverables include a draft LRP report, final LRP report in electronic and hard copy formats, RUS Forms 260 and 261, system maps with GIS-compatible data layers, supporting data and models, and a presentation to Cooperative staff and the Board of Directors. The project agreement is effective upon execution with a tentative deadline of December 31, 2026, extendable to February 28, 2027 based on project size and timing. Respondents must submit proposals via the VendorLink web interface by the specified deadline, with all RFP questions directed through VendorLink to ensure transparency among all bidders. GEC reserves the right to reject any or all proposals, waive irregularities, and award to one or more qualified firms.
The LRP scope requires consultants to develop multiple viable system expansion alternatives with economic present worth comparisons, prepare order of magnitude capital cost estimates based on current dollars and RUS Form 300 data, and deliver a phased implementation roadmap aligned with anticipated Construction Work Plans. Proposals must include detailed descriptions of relevant past work, specific project locations, and reference contacts, with prior experience with electric cooperatives highly valued. Bidders must submit two separate cost quotes on an attached Excel rate sheet template: one for project completion by December 31, 2026, and one for completion by February 28, 2027, with hourly rates by position, expected hours per position, subtotals, grand total, and a not-to-exceed amount. All work must conform to RUS Bulletin 1724D-101A, applicable RUS regulations including 7 CFR Part 1710.250, GEC engineering design standards, and NISC Distribution Engineering Workstation (DEW) modeling environment standards. GEC's evaluation team includes Michael Roberge (Chief Executive Officer), Robert Hall (Director of Engineering), Jim Morrissey (Director of Power Supply), and Ken Tripp (Director of Operations).

Long-Range Plan (LRP) – 20 Year Planning Electrical Engineering Consulting Services
Project Agreement
1. Purpose:
Glades Electric Cooperative, Inc. (GEC) seeks to engage qualified electrical engineering consulting firms under a Project Agreement (PA) to develop a comprehensive 20-year Long Range Plan (LRP) and to provide related planning, engineering, and project support services. The PA shall be effective from the date of execution, unless otherwise extended by mutual written agreement.
Additional time may be granted based on project size and timing. This agreement has a tentative deadline of December 31, 2026; but could be extended to the end of February 2027.
The primary objective of this agreement is the preparation of a new 20-year (LRP) that complies with Rural Utilities Service (RUS) requirements and provide a clear, economically, sound roadmap to guide GEC’s system development, capital investment decisions, and future Construction Work Plans (CWPs).
2. Governing Standards and References:
All work performed under this Scope of Services shall conform to the following:
Rus Bulletin 1724D-101A – Electric System Long Range Planning Guide Applicable RUS regulations, including 7 CFR Part 1710.250 GEC engineering design standards, operating parameters, and construction practices NISC Distribution Engineering Workstation (DEW) modeling environment (access to be granted by GEC upon request)
3. Primary Scope – Twenty-Year Long-Range Plan (LRP):
The Consultant shall prepare a complete 20-year Long Range Plan for Glades Electric Cooperative.
The LRP shall serve as a management and engineering tool that identifies the most practical and economic means of serving existing and projected system loads while maintaining reliable, high-quality service. At a minimum, the LRP shall include the following components:
3.1. Executive Summary:
A concise overview of the long-term system vision, major findings, recommended Preferred Plan, and strategic capital investment priorities.
3.2. Basis of Study:
A thorough review and documentation of:
Historical system data, peak loads, and member growth trends Comparison of prior load projections versus actual peak demand Updated long term load forecast covering the full twenty-year planning period, including base, high, and low growth scenarios
Engineering and economic design criteria (voltage limits, reliability targets, conductor economics)
3.3. System Analysis and Mapping:
Comprehensive evaluation of the existing and future system, including:
Power Flow, voltage performance analysis under current and projected peak conditions.
Assessment of power supplier delivery points and coordination requirements Preparation of comprehensive system maps depicting existing facilities and proposed long range configurations
3.4. Alternative Analysis and Preferred Plan:
The Consultant shall develop and evaluate multiple viable system expansion alternatives. The analysis shall include:
Identification of required new or expanded substations, delivery points, voltage conversions, major feeder upgrades, and transmission facilities
Economic present worth comparisons of alternatives (Ownership Study approach preferred)
Sensitivity analyses addressing variations in load growth Recommendation of a Preferred Plan and, where appropriate, an Alternate
Preferred Plan, with clear documentation of technical and economic rationale
3.5. Cost Estimates and Capital Requirements:
Preparation of, order of magnitude capital cost estimates based on recent GEC construction experience and RUS Form 300 data. Estimates shall be presented in current escalated dollars and shall support:
Present value comparisons of available infrastructure options Assessment of service reliability impacts, environmental requirements and other associated risks
3.6. Implementation Roadmap:
A phased implementation plan identifying the recommended sequencing of major facilities and capital projects, aligned with anticipated Construction Work Plan (CWP) cycles. The roadmap shall demonstrate that recommended construction or acquisition of additional capacity, transmission facilities, or distribution facilities is required, feasible, and economically justified over the planning period.
3.7. Deliverables:
The Consultant shall provide the following:
Draft Long-Range Plan (LRP) for Cooperative review and comment Final Long-Range Plan (LRP) report (electronic and hard copy formats) RUS Form 260 (Checklist of Long-Range Planning Report) and Form 261 (Summary of Long-Range Planning Report), or equivalent acceptable documentation System maps and GIS compatible data layers
All supporting data, models, calculations, and working files Presentation of findings and recommendations to Cooperative staff and Board of
Directors
4.0 Proposal Evaluation:
GEC’s designated selection committee will evaluate all responses to this solicitation. Selections will be based on the completeness of proposals and the degree to which each proposal demonstrates the ability to meet the requirements set for herein. Respondents are encouraged to provide detailed descriptions of relevant past work, specific project locations, and reference contact information. Prior experience with electric cooperatives is highly valued and should be clearly identified. Additionally, within the proposal, please include hourly rates by position, the hours expected for each position, a total amount for each position, a grand total and a not-to-exceed amount. We would like two quotes; one quote for having the plan completed by 12/31/2026 and one quote for having the proposal complete by 2/28/2027. Please complete the excel rate sheet template for the bid and turn in in excel format.
GEC requests that all questions pertaining this RFP to be provided through the VendorLink web page. This will allow for all bidders to see the questions and the Cooperative responses similarly.
GEC reserves the right to reject any or all proposals, to waive irregularities or informalities in any proposal, and to accept or reject any item or schedule in a manner determined to be in the best interest of Glades Electric Cooperative, Inc. (GEC). GEC further reserves the right to award agreements to one or more qualified firms. Responses to this solicitation should be delivered to GEC via the web interface; VendorLink (preferably) no later than the specified date of completion.
