About this file

This is a Questions and Answers document for U.S. Coast Guard solicitation 20260826STAFMAT concerning the procurement of a cylinder rack for a breathing-air system.

The solicitation is for supply item procurement only, with no installation services, onsite access, or ancillary materials required from the contractor. The Coast Guard clarified that anchoring hardware and materials are not included in the contract scope. Regarding acceptance testing, manufacturer standard installation and testing procedures are sufficient; no additional pressure, leak, function tests, or written commissioning documentation is required. Notably, the Coast Guard has amended the solicitation to include a brand name requirement for the equipment, with justification documentation attached to the response. The procurement does not require contractor coordination with existing Government breathing-air compressor or fill-station systems, and no onsite base access, badging, escort requirements, or work-hour restrictions apply to this supply-only contract.

Question or Comment Number Question/Comment USCG Response

Mounting/site interface: What is the intended installation location and mounting surface for the cylinder rack, and is the contractor expected to furnish all anchoring hardware/materials required to secure the rack to that surface?

Procurement is for the supply item only. Anchoring hardware and materials are not required.

Existing-system tie-in: Will the new bank be connected to an existing Government breathing-air compressor/fill-station system? If so, please provide the available connection/interface information needed for a compatible tie-in (connection type/size and any Government-furnished interface components).

The government has amended the solicitation to reflect a brand name requirement. The justification is attached.

Acceptance testing: Beyond manufacturer-standard installation and testing, does the Coast Guard require any specific pressure/leak/function test procedure, certification, or written commissioning/acceptance documentation at completion? Manufacturer standard installation and testing is sufficient.

Installation access: Are there any known Base access, badging/escort, work-hour, or installation-area restrictions that should be included in the contractor’s mobilization and labor assumptions? No onsite access is required. Procurement is for the supply item only.
