About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition under Simplified Acquisition Procedures (SAP) for restricting competition in accordance with FAR 12.102(a).
The Coast Guard is procuring four ASME 6000 psi storage cylinders with rack bank configuration (Part Number ASME6K-4) under a brand name justification. The estimated total value falls over the micro-purchase threshold but up to the simplified acquisition threshold (SAT); the specific amount is redacted. The justification restricts competition to Bauer brand equipment, as the Maintenance Augmentation Team (MAT) currently uses Bauer as its primary bottle storage and refilling equipment. The rationale for brand restriction centers on ensuring interoperability with existing equipment, maintaining inspection and calibration efficiency specific to the Bauer product line, leveraging existing personnel training and experience, and enabling continued use of existing tooling, spare parts, and maintenance procedures. The Coast Guard determined that introducing equipment from another manufacturer would create compatibility concerns, troubleshooting challenges, necessitate additional training, require new or duplicative tooling and parts, and reduce maintenance efficiency. The contracting officer will accept quotes from vendors capable of providing the specified Bauer brand item. Fair and reasonable price determination methods selected include market research, current price list review, and comparison with similar items in related industries. The requisition number is TBD, subject to availability of funds. The technical and requirements point of contact is Edwards Raymond (signed 9/1/26), and the contracting officer is Kessler Robbin Marie (signed 9/1/26).

AUTHORITY JUSTIFICATION TYPE
☒ Restricting Competition 12.102(a) document the decision that only one BRAND is available and the basis for the decision.
ONLY ONE SOURCE IS REASONABLY AVAILABLE (e.g., urgency, exclusive licensing agreements, or industrial mobilization). OR BRAND NAME – Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
Part Number ASME6K-4 Four ASME 6000 psi storage cylinders with rack Bank configuration
SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):
Brand Name Justification – will accept quotes from vendors that can provide this brand name item.
RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The Maintenance Augmentation Team (MAT) currently uses Bauer equipment as its primary bottle storage and refilling equipment. Procurement of the same brand is required to ensure interoperability with existing equipment, maintain inspection and calibration efficiency for the Bauer product line, support personnel already having extensive training and experience on Bauer equipment, and will enable continued use of existing tooling, spare parts, and maintenance procedures.
Introducing equipment from another manufacturer would create compatibility concerns and troubleshooting challenges, require additional training, require new or duplicative tooling and parts, and could reduce maintenance efficiency. Continued use of Bauer equipment for the high-pressure supply requirement minimizes operational risk, avoids unnecessary costs, and supports continuity of MAT operations.
