This is Amendment #2 to an Invitation for Bids issued by the Maryland Department of Public Safety and Correctional Services for furnishing and installing three Electric Vulcan Convection ovens at the Baltimore Central Booking and Intake Center under solicitation number BPM058341. The primary modification contained in this amendment extends the bid due date from August 18, 2026 at 2:00 p.m. to August 21, 2026 at 2:00 p.m. EDT. Bidders are instructed to submit their bids under the latest round in the eMMA (electronic Maryland Marketplace for Acquisitions) system. The contract represents a firm fixed-price arrangement with an approximately ten-day performance period from award, covering all labor, materials, equipment, delivery, installation, functional testing, and site cleanup. The contractor must provide a two-year warranty on labor and parts or the manufacturer's warranty, whichever is longer.
All ovens must be Electric Vulcan Convection models equipped with prison security packages and compliant with ENERGY STAR certification or California Title 20 Appliance Efficiency Standards. A Master Electrician licensed in Maryland must be present during all electrical work, and the contractor must submit a detailed submittal package prior to installation including equipment specifications, total power draw, and proposed placement. All work must comply with National Fire Protection Association codes, the National Electrical Code, American National Standards Institute standards, and Underwriters Laboratories requirements. The contractor bears all costs for subcontractors and security background checks for all personnel. Payment is made upon acceptance by the State in the month following completion. Amendment #3, posted August 21, removed the Small Business Reserve set-aside, opening bidding to all vendors. Minority Business Enterprises are encouraged to respond.
