About this file
This is a Request for Information (RFI) issued by the Department of War (DoW) Chief Information Officer through the Electromagnetic Spectrum Office seeking industry input on modernizing the Department's electromagnetic spectrum capabilities and oversight processes. The RFI addresses six primary capability areas: (1) Spectrum Policy Integration—assessing military spectrum priorities and policy frameworks through technical analysis, data modeling, risk assessment, and real-time evaluation tools; (2) Spectrum Planning and Data Engineering—applying data engineering and analytics to spectrum planning and allocation on compressed timelines; (3) Operational and Technical Assessments—conducting assessments of spectrum-dependent systems and space-based capabilities to inform policy recommendations; (4) Commercial and International Coordination—supporting multistakeholder engagement and DoW participation in ITU, NATO, and multilateral forums; (5) Spectrum Data Analytics and Decision Support—providing AI/ML, automation, and visualization tools to identify sharing opportunities and accelerate policy analysis; and (6) Other Factors including information security, cybersecurity compliance, accelerated timeline performance, socioeconomic certifications (small business, 8(a), SDVOSB, VOSB), and active security clearances. The initiative responds to Congressional and Presidential directives including multiple spectrum studies, Executive Orders, and the need to increase unity of effort among DoW organizations managing spectrum responsibilities.
Responses must be submitted by 12:00 P.M. Eastern Standard Time on August 4, 2026, in Microsoft Word or PDF format to designated email addresses. Submissions are limited to seven single-spaced pages using 12-point Times New Roman font and must include company information (DUNS/UEI, CAGE Code, point of contact), one-page cover letter, suggested NAICS/PSC codes, contract vehicles (GSA MAS, etc.), capability statements, proposed solutions, best practices, feasibility assessments including compressed timeline capability, risk and innovation analysis, past performance examples, and rough order of magnitude cost information. All responses must be unclassified and properly marked as proprietary. This is a pre-solicitation RFI intended to gather industry capability information to inform future procurement actions.

Subject: Request for Information (RFI) – Strategic Electromagnetic Spectrum Oversight Modernization Initiative Background: The Department of War (DoW) Chief Information Officer (CIO), through the Electromagnetic Spectrum Office, is responsible for “policy, oversight, guidance, and coordination for all Department of Defense matters related to electromagnetic spectrum, including coordination with other Federal and industry agencies” under 10 U.S.C. 142 (b)(1)(F) and for fulfillment of DoW CIO’s budget certification for electromagnetic spectrum capabilities under 10 U.S.C. 142 (b)(2)(B).
The mission of the Department of War, as expressed in Title 10, is to provide the military forces needed to deter war, promote national security, and protect the United States, its possessions, and areas vital to its interests. Foremost, consistent with statutory responsibilities, the Department needs assured domestic spectrum access so the armed forces can effectively defend the homeland and pursue military interests overseas, and train for both. Emerging missions and Presidential initiatives require DoW’s increased spectrum access. At the same time, without undermining national security and homeland defense missions, the Department also must support national economic objectives related to spectrum.
Congress and the President have directed number of actions related to DoW spectrum on extremely aggressive timelines. These actions continue to evolve rapidly, including:
· At least three simultaneous domestic spectrum studies under the Big Beautiful Bill Act and the Presidential Memorandum on Winning the 6G Race.
· Increased engagement with international standards bodies, including at and in preparation for the International Telecommunication Union’s 2027 World Radiocommunication Conference.
· Multistakeholder engagement including in support of domestic spectrum studies and building a “coalition of industry and foreign partners that supports the United States’ positions” internationally.
· Spectrum IT Modernization. Spectrum IT modernization is foundational to building a more lethal and ready Joint Force capable of operating in contested environments, which is essential for facing and deterring current and future threats. The Department continues on a path to execute solutions with DoW-wide buy-in, starting in Fiscal Year 2027.
· Implementation of several Executive Orders involving DoW spectrum equities. Including, Golden Dome for America (EO 14186); Unleashing American Drone Dominance (EO 14307); American Space Superiority (EO 14369; EO 14335); Reforming Foreign Defense Sales to Improve Speed & Accountability (EO 14268); and Modernizing Defense Acquisitions & Spurring Innovation in the DIB (EO 14265).
· Increase Unity of Effort Among DoW Organizations with Spectrum Responsibilities. In response to multiple studies and calls from Congress and the Government Accountability Office, DoW has worked aggressively to reform its spectrum governance process. Additionally, the Secretary and Deputy of War have charged the Department with supporting Presidential and Congressional priorities, and warfighter spectrum requirements, Requested Information: The Government requests industry’s input regarding the following areas. Responses should focus on capabilities and processes that strengthen the Department’s ability to support Presidential and Congressional priorities, and warfighter spectrum requirements.
1. Spectrum Policy Integration Provide a detailed overview of how your organization could assist DoW CIO in assessing military spectrum priorities and national and international policy and regulatory frameworks, including by integrating technical analysis, data modeling, and policy research to inform DoW CIO decision‑making, interoperability, and mission assurance. Include potential risk‑assessment models and modernization frameworks that support spectrum policy and planning. Describe algorithms or methodologies capable of evaluating spectrum risk, mission impact, and policy tradeoffs in near‑real time. Explain how these tools inform modernization decisions, band‑relocation strategies, and spectrum‑sharing arrangements.
2. Spectrum Planning and Data Engineering Explain how your organization could apply data engineering and analytics to enhance spectrum planning and allocation, on compressed timelines. Discuss methods for aggregating and normalizing operational, regulatory, and commercial data to support enterprise‑level spectrum management. Identify technologies that enable predictive modeling, scenario planning, and automated spectrum‑sharing assessments.
3. Operational and Technical Assessments Provide a detailed overview of your methodologies for conducting technical and operational assessments of spectrum‑dependent systems and space‑based capabilities. Describe how these assessments inform spectrum planning, policy recommendations, and modernization strategies across domestic, commercial, and international domains.
