About this file
This is an Addendum 1 to the sealed bid solicitation issued by the Melbourne Airport Authority (MLB) for gutter repair services at multiple locations. The solicitation requests qualified bidders to submit sealed bids for gutter repairs per specifications outlined in Appendix A. The original bid due date has been extended to Tuesday, June 30, 2026, at 3:00 PM EST. The scope of work includes materials and labor for gutter repairs at two primary locations: Aerospace Location and Tower Access Road, with bidders required to specify whether they will use 0.032-inch or 0.040-inch thickness materials. Bidders must complete and submit all required forms including the Bidder Response Sheet, Bid Submission Form, Notice of ITB Exemptions/Deviations, Conflict of Interest declaration, Public Entity Crimes certification, Non-Collusive Affidavit, Certification of Debarment, and E-Verify Form. Bids are valid for ninety (90) calendar days following the bid closing time.
The pricing structure requires bidders to submit separate line items for materials and labor at each location, as well as optional pricing for additional out-of-scope repairs including 7-inch commercial gutter boxes, 4-inch by 5-inch aluminum downspouts for one-story and two-story applications, additional material markup percentages, and hourly labor rates for additional repairs. Bidders must also provide guaranteed materials receipt and project completion dates. The Airport Authority will sponsor badging fees and recommends at least two onsite individuals obtain badged access for airfield-connected areas; unbadged workers must remain under direct escort. Site access requires coordination with Airport Operations for gated areas, and Airport staff approval is necessary for dumpster placement to avoid disrupting tenant operations. The Airport requests at least 48 hours' advance notice for work within tenant leaseholds. The Airport reserves the right to award in any combination of options or none.

RESPONSES TO QUESTIONS RECEIVED
1. Question: "Any restrictions on LIFT or work vehicle access to work areas, specifically gated areas behind STS and Firehouse (less important)."
Response: The south side of the STS facility is restricted. There are 2 manual vehicle gates located along the secure perimeter that will require access from Airport Operations to reach this side of the facility. Additionally, the Airport would like to provide our tenants with at least 48 hours of advance notice when work is expected to take place within the limits of their leaseholds.
2. Question: "Where can dumpster(s) be placed near the work area?"
Response: Dumpsters may be placed in parking/paved areas near the work site, as designated by Airport staff. It is very important that airport staff is involved in coordinating placement so as to not impede tenant operations.
3. Question: "If badging is deemed necessary, should the contractor account for any cost beyond time for badging with airport team?"
Response: A portion of both buildings are connected to the airfield, therefore, having someone on site with badged access is necessary. The Airport recommends at least two (2) onsite individuals to be badged. Anyone working without a badge will have to remain under direct escort (all escorts must be seen and heard) at all times by those with badges. The Airport will sponsor badging fees for this project.
